Scrapping rebounds from penalties being considered
Proposals to scrap rebounds from penalties and widen VAR use to cover corners and second yellow cards are among ideas put forward to be considered by football lawmakers. The radical changes have been raised behind the scenes as potential discussion points for the next International Football Association Board (Ifab) meeting. Under the most dramatic proposal, a penalty-taker and their team-mates would not have a second chance if the goalkeeper were to save the spot-kick. Such a change would, for instance, have ruled out Harry Kane's goal against Denmark at Euro 2020. The body, which oversees the rules of the game, does not meet again until March but senior figures have already mooted the ideas. Penalty laws are already in Ifab's crosshairs, having last month clarified the 'double touch' penalty law following a controversial Julián Alvarez penalty during the Madrid derby in the Champions League round of 16. Álvarez's penalty is overturned by VAR after a double touch 😳 📺 Watch the Champions League LIVE on @tntsports & @discoveryplusUK — Football on TNT Sports (@footballontnt) March 12, 2025 In a published update, Ifab confirmed that penalty kicks scored after an accidental double touch should now be retaken rather than disallowed. It is unclear whether there is any groundswell of support at Ifab for further changes but should they be agreed in March, they would come into force by next summer's World Cup. Those proposing the rebound change suggest the team awarded a penalty already have enough of an advantage. As reported by The Times and The Sun, amending the law would also avoid the problem of other players encroaching into the area before the kick is taken. VAR tweaks could also allow the technology to be used to overturn a corner decision which has been wrongly awarded if the ball touches an attacking player. Second yellow card interventions would be more contentious as they are often a subjective decision. Ifab has generally been in favour of using VAR as a tool where it can intervene in clear objective situations. Ifab is made up of the four British FAs, which have one vote each, and Fifa, which has four votes. Any change to the Laws of the Game needs at least six of the eight votes to be passed.

Barcelona chief ‘already openly talking' about signing of Atlético Madrid star
Barcelona president Joan Laporta has already begun openly discussing his plan to bring in a leading member of the attacking ranks at La Liga rivals Atlético Madrid next summer. That's according to Carrusel Deportivo of Cadena SER, who point towards Julián Alvarez as the player in question. Advertisement The name of frontman Alvarez has of course proven an increasingly prominent one in the headlines in Catalunya's capital over recent weeks. This comes amid mounting speculation that Barcelona have earmarked the Argentine as a leading future transfer target. Ahead of the expiration of Robert Lewandowski's contract in the summer of 2026, Deco and co. have already kicked into gear a search for the Pole's long-term replacement. And according to several sources, at the very top of the wishlist at the Camp Nou is the aforementioned Alvarez. So much so that Joan Laporta, it is claimed, has already begun pushing the former Manchester City's name in internal discussions. Advertisement As per a report from Carrusel Deportivo: '(Journalist) Sique Rodríguez says that Laporta is already openly talking about Julián Alvarez for Barça. The idea is to sign him next year when Lewandowski leaves the club.' Conor Laird – GSFN

Soccer law on penalty kicks updated after Champions League incident helped oust Atletico
Associated Press ZURICH (AP) — The laws of soccer on taking a penalty kick were clarified on Tuesday after Julián Alvarez's accidental double touch helped to eliminate Atletico Madrid from the Champions League. The update published by FIFA-backed rules panel IFAB means the kind of penalty Átletico forward Álvarez had disallowed after scoring in a shootout against Real Madrid in March should now be retaken. Álvarez slipped and kicked the ball against his standing left foot in the shootout in the Champions League round of 16. After the looping ball beat Madrid goalkeeper Thibaut Courtois for an apparent score, the goal was ruled out by a video review and Atletico ultimately lost the shootout. The laws of soccer relating to the penalty kick and penalty shootout were seen as correctly applied in Madrid in March though too vaguely worded. The incident was widely judged to have been unfair as Álvarez did not deliberately slip and take the double touch to gain an advantage. 'This situation is rare, and as it is not directly covered in Law 14, referees have understandably tended to penalize the kicker,' IFAB said in a statement. 'However, this part of Law 14 is primarily intended for situations where the penalty taker deliberately touches the ball a second time before it has touched another player.' IFAB clarified in a circular letter to soccer stakeholders that a penalty kick which is scored now after an accidental double touch should be retaken. A double-touch penalty that is not scored will not be retaken. In a shootout, such a penalty 'is recorded as missed,' IFAB said, and during regulation time or extra time a free kick can be awarded to the defending team. The clarified rule will apply at the Club World Cup which starts on June 14 in the United States. The 32-team lineup includes Atletico. IFAB is comprised of FIFA plus the four British soccer federations. Rules can be changed with six of the eight votes which are distributed by four to FIFA and one each to the British. ___ AP soccer: in this topic
