HC asks for Centre, Delhi govt replies on PIL over pendency in JJBs
New Delhi, The Delhi High Court on Wednesday sought responses from the Centre and Delhi government on a plea alleging delay in disposal of cases in Juvenile Justice Boards. A bench of Chief Justice D K Upadhyaya and Justice Tushar Rao Gedela issued notices on the PIL filed by iProbono India Legal Services and asked the national and Delhi commissions for protection of child rights for their responses on the issue. The court posted the hearing on September 24 and asked the petitioner to also make a representation to the court's committee on juvenile justice. The PIL alleged a "shockingly poor" adherence to the strict timelines for inquiry by the Juvenile Justice Boards, resulting in a severe miscarriage of justice and jeopardising children's right to a fair and speedy trial. The plea said under Section 14 of Juvenile Justice Act, an inquiry in respect of all offences should be completed within four months from the date of first production of the child before the board, with a maximum extension of two months, and for petty offences, if such an inquiry was not completed within six months, it must automatically be terminated. Referring to data collected through RTI, the PIL pointed out "abysmally low disposal rates of the inquiries before the Juvenile Justice Boards", partly owing to the fact that Delhi has only seven JJBs against the statutory mandate of eleven. Delhi government, it said, was under obligation to constitute in terms of Section 4 of the JJ Act. The pendency has rendered nugatory the aims and objectives providing children in conflict with law timely rehabilitation and reintegration into society for which the law was enacted, it added. The petitioner, therefore, sought directions to the chief judicial magistrates and chief metropolitan magistrates to periodically review the pendency of cases of the board and submit a compliance report before the court.

Local courts announce upcoming operation changes during NATO Parliamentary Assembly
Two courts in Montgomery County have announced some modifications to their operations during the upcoming NATO Spring Parliamentary Assembly. [DOWNLOAD: Free WHIO-TV News app for alerts as news breaks] The Montgomery County Juvenile Court will operate on a limited basis from May 21 through May 26. Eric Shafer, Juvenile Court Administrator, said this will be to reduce the number of people in or near the restricted 'NATO village' zone. The Court Services and Intervention Center will remain open, but the Detention Center will not host any outside groups. Visitations will take place virtually during this time. Shafer also said the Court departments located outside of downtown Dayton, including the probation department, Nicholas Residential Treatment Center, and Center for Adolescent Services, will not be impacted by the assembly. TRENDING STORIES: The Montgomery County Common Pleas Court, General Division, will operate during the NATO Assembly. Currently, there aren't any trials or other hearings scheduled from May 21 through May 23. A spokesperson for the court said the court will remotely conduct its regularly scheduled arraignment docket for in-custody defendants only on May 22 at 8:30 a.m. The Civil Stalking Protection Order Office will also be open during the assembly and ex parte hearings will be conducted, if required. The entrance to the court building on N. Perry Street will be closed during the assembly. There will be signs on the doors directing people to the entrance for the Dayton-Montgomery County Court Building at the corner of W. Third Street and N. Perry Street. Des Moines native Jeremy Stephens falls in UFC homecoming to Mason Jones
The song '400 Degreez' by Juvenile rained through the speakers inside Wells Fargo Arena. The Des Moines faithful were on their feet when the hometown favorite Jeremy Stephens made his walkout to the UFC octagon on May 3. But fellow lightweight Mason Jones heard the noise and played spoiler to the homecoming festivities in enemy territory. The Welsh fighter earned a unanimous decision win over Stephens, who made his UFC return after a nearly four-year hiatus from the company. 'I just want to go out there and destroy people and I hit Jeremy with so many big shots and I was wrecking the body … I felt like I could've finished him,' Jones said. '… the guy is durable, he's very durable.' Stephens had his moments inside the octagon. He took part in an exchange in the second round where he landed a few clean blows that bloodied Jones. Ultimately, Jones fended off major damage and kept the momentum on his side. During round one, Stephens was forced to defend a barrage of leg kicks from Jones. After a violent second round, Jones relied on his grappling to smother Stephens on the ground in round three. Jones improved to 12-2 in his career while Stephens dropped to 28-20. 'For my career to flourish, his must end and I had to finish that," Jones said. "I had to finish his career, and I wanted to send him to retirement, and I wanted to knock him out so badly, but he is who he is. He's Jeremy 'Heathens' Stephens and when that name came across my desk I was like, 'Listen, I'm going to give him a fire fight.''
