NHRC issues show-cause notice over stampede death at Pushpa 2 screening

The National Human Rights Commission (NHRC) on Wednesday issued a show-cause notice to Telangana Chief Secretary K. Ramakrishna Rao, asking why it should not recommend a compensation of ₹5 lakh to the next of kin of a woman who died in a stampede during the pre-release screening of Pushpa 2 on December 4 last year. The action follows a complaint filed by advocate Rama Rao Immaneni regarding the death of 35-year-old Revathi and critical injuries to her son after an alleged lathi charge by the police and stampede at Sandhya 70mm theatre in Chikkadpally, Hyderabad, when actor Allu Arjun suddenly arrived for the screening. The initial report submitted by the Additional Commissioner of Police (Law & Order), Hyderabad City, on March 20, stated that permission for the event was rejected and that allegations of lathi charge were false. It further submitted that during inquiry, it had come to light that the complaint was filed to divert attention from the theatre management's responsibility in this incident. The report claimed that police had made crowd control arrangements as professionally done for movie releases, and that the officers on duty 'exhibited exceptional proactive response' in managing and controlling the unexpected crowd and also rescued the deceased woman and shifted her to KIMS Hospital, Secunderabad, for better treatment. However, the NHRC, after reviewing the matter, questioned why the police allowed the crowd, Allu Arjun and the theatre management to gather for an event in the absence of permission. The NHRC's proceedings dated May 2 expressed concern that the police did not take legal action against the actor and management at the very first occurrence, prior to the incident itself, for breaking the law and attending unlawful events. 'The Commission fails to understand why the police allowed the crowd/ accused actor/ management to collect at the place for the event which did not have the permission,' the notice read. On December 5 last year, a case was registered against the theatre management, Allu Arjun and his security staff. Ten people, including the actor, were arrested. The investigation is under way. The Commission, after considering the report on record, held that 'there was a negligence and lapse in maintaining the public order in the part of police authorities in providing adequate assistance and ensure the safety when it was clear that there will be a huge crowd gathering'. It also directed the Commissioner of Police (Law & Order), Hyderabad, to ensure fair investigation into the matter and submit a status report in the case within six weeks.

All eyes on Cabinet's decision on Justice Ghose Commission report on Kaleshwaram project

As the Telangana State Cabinet is slated to meet on Monday (August 04), all eyes are on the contents of the report submitted by Justice Pinaki Chandra Ghose Commission on the alleged irregularities in the construction of the much-hyped Kaleshwaram Lift Irrigation Project. The committee comprising secretaries of Irrigation, General Administration and Law departments had been entrusted with the responsibility of studying the Justice Ghose Commission report thoroughly and submit its report to the Government. The report and the recommendations will be discussed in the Cabinet meeting to be chaired by Chief Minister A. Revanth Reddy. Chief Secretary K. Ramakrishna Rao has conferred with the three-member official committee on Sunday ahead of the Cabinet meeting to discuss the study undertaken by the officials panel. The government had constituted the Commission headed by Justice Ghose to thoroughly examine the entire proceedings right from the day the project was conceived and how it has been executed following the sinking of piers of the Medigadda Barrage of the Kaleshwaram project. The situation at Annaram and Sundilla barrages, forming part of the project too, was said to be no better. The panel accordingly conducted an exhaustive study for over 15 months examining over 100 persons involved in the project. Those examined by the Commission included former Chief Minister K. Chandrasekhar Rao, who often claimed the project envisaging irrigation facilities for major part of Telangana as his brainchild, and the then Irrigation Minister T. Harish Rao and Finance Minister Eatala Rajender, in addition to several top officials of the Irrigation department. The Commission submitted its report to Irrigation Secretary Rahul Bojja on July 31, and the government constituted a three-member official committee to examine the contents and give recommendations. The committee is said to have made a thorough study of the close to 650-page report, submitted in three volumes, and prepared a summary of its observations. As the State Cabinet is set to examine the findings of the official committee, eyes are now on the action it will suggest against those responsible for the alleged irregularities that resulted in damages to the project infrastructure.

CS directs collectors to review progress of Indiramma Houses and issue sanction proceedings

Chief Secretary K. Ramakrishna Rao has directed the district collectors to review the progress of Indiramma houses and issue sanction proceedings for eligible beneficiaries. The collectors should take steps to ensure that houses were grounded immediately. The Chief Secretary held a video conference with district collectors on Tuesday to review the progress of Vana Mahotsavam, Indiramma housing scheme, availability of fertilizers, Oil Palm Expansion, Bhu Bharathi, seasonal illness and other issues. Officials from Revenue, Housing, Health, Agriculture and Forest department attended the video conference. He exhorted the district collectors to think innovatively for making a lasting impact in the lives of the people. There was tremendous scope for the collectors to take up the development and welfare programmes in their districts which in turn would go a long way in the upliftment of the poor and downtrodden. On Vanamahotsavam, the collectors were told to conduct the district monitoring consultative committee meeting and review the progress with the departments concerned. There was need to ensure that good quality seedlings were kept ready for planting with a special focus on plantation of fruit bearing species besides taking steps to keep a watch on the survival of the planted saplings. Environment and Forests Minister Konda Surekha suggested that a targeted approach could be adopted involving all the departments in the tree plantation programme. Vacant lands in the districts should be identified to take up plantation in a big way. Agriculture Secretary Raghunandan Rao informed that sufficient quantities of fertilizer stocks were available and it was for the collectors to ensure that no panic buying or hoarding took place. The special officers should visit the fertilizer dealers in their respective districts and take stock of the situation, he said. Mr. Ramakrishna Rao informed that more than eight lakh applications were received during the revenue sadassus held across the State. The collectors were directed to personally monitor the applications and take steps to dispose them with a humane approach. The collectors were also asked to be alert on the spread of transmissible illnesses and vector borne diseases due to the onset of monsoon. On TB Mukth Bharath Abhiyan, he asked the district collectors to prepare a plan of action and conduct convergence meeting involving DMHOs, Hospital Superintendents, Red Cross and Indian Medical Association. Push for integration of India Post's DIGIPIN into key govt. departments

Hyderabad Chief Postmaster General of Telangana Postal Circle P.V.S. Reddy met Chief Secretary K. Ramakrishna Rao on Friday, and proposed the integration of India Post's DIGIPIN platform into key government departments to improve services, particularly in rural and underserved areas. Mr. Reddy spoke about 'Know Your PIN Code' and 'Know Your DIGIPIN' initiatives and urged the government to embed DIGIPIN into the operational frameworks of departments such as Disaster Response, Health, Police, Civil Supplies, and Revenue. He emphasised its robustness and cited scenarios such as highway accidents, where the 4m x 4m geo-coding enabled by DIGIPIN allows emergency responders to pinpoint exact location, when callers are unable to describe them, ensuring timely assistance. In flood relief operations, the platform helps authorities accurately tag and reach affected households, enabling targeted delivery of essentials without ambiguity. He touched upon the ongoing co-location of post offices in Gram Panchayats. Thus far, 1,014 have been co-located, and he requested further instructions to District Collectors to facilitate relocation of the remaining 4,429. He also called for expedited land mutation of Postal Department properties. The Chief Secretary responded positively.
