Kuwait's Ministry of Commerce and Industry has proposed introducing or raising charges for 67 services — many of which are currently free — with some fees set to surge more than 17 times. The plan, drafted in line with a Cabinet directive to review service pricing, would see company establishment applications, now free, cost KD20, including for non-profit firms. Fees would also apply to services such as amending a company's fiscal year, cancelling mortgages and commercial agencies, and providing brokerage for fish, fodder, livestock, vegetables, fruit, and poultry. Temporary commercial licences would face the steepest hikes: a licence for a real estate or temporary jewellery showroom would jump from KD30 to KD500. Other changes include a 25% rise for capital amendments, partner changes, dissolutions, trade name updates, and management clause modifications. Licences to practise accounting would increase from KD150 to KD200, while company licence renewals and board member certificates would also rise by 25%. Representation at general assemblies would cost KD125, up from KD100, and ration card fees would double from KD5 to KD10. Officials said the overhaul responds to service cost gaps, fee comparisons with other Gulf states, and charges unchanged for over 50 years.

Guard's Savings Stolen from Tent, Investigation Underway

KUWAIT CITY, March 20: Forensic experts were called to a tent in Mutlaa to collect any potential evidence left behind by thieves who stole KD500 from the tent. The victim, an expatriate born in 1992, disclosed that the stolen money consisted of KD20 and KD10 bills; but refused to point fingers at anyone. The victim works as a guard at a construction site in Mutlaa and resides in a tent near the site. He reported that he had been keeping his savings in a closet inside the tent. Around 11:00 am on the day of the theft, he went to the construction site to take a shower; but upon returning to his tent, he was shocked to find his belongings scattered and the cash missing from the closet. When asked whether anyone knew about the money being stored there, the victim explained that he had kept his salary in the same spot for six months and that no one else was aware of its location. Following this, the Mutlaa Police Station investigator ordered the case to be registered as a misdemeanor under number 51/2025 and instructed detectives to arrest the culprits.

Kuwait Launches Massive Drive to Help Defaulters

Kuwait has unveiled a national campaign to raise donations to pay off debts of people in dire straits. Launched by the Ministry of Social Affairs, the campaign is due to begin on Friday (tomorrow) and run for a month in cooperation with charitable societies. The ministry said the campaign builds on the state's approach to support citizens facing financial hardships. An organized mechanism has been set up to ensure that aid reaches those who really needs it through clear-cut controls and according to the highest transparency levels. For example, the campaign will not cover debts arising from illegal or prohibited transactions, or debts related to telecom companies or informal financing entities. The ministry said it will directly oversee the implementation of the campaign via an electronic system that will monitor the collection and disbursement of donations to ascertain compliance with the specified standards. The beneficiary must be a Kuwaiti citizen, who is in default on non-criminal financial obligations, and must provide official documents proving inability to pay. The ministry pointed out that all contributions will be channeled to the competent authorities to settle debts including the Justice Ministry's Civil Enforcement Department to the benefit of citizens subjected to government measures such as travel bans, vehicle impoundment or salary freeze. The beneficiaries will also include indebted citizens who are placed in correctional institutions. The ministry stressed that it has laid down precise criteria for repaying debts of defaulters, while conducting a detailed study of each beneficiary's financial situation to ascertain their eligibility for assistance. Accordingly, a ceiling has been set whereby the repayment amount shall not exceed KD20,000 ($64,892), thus helping the largest possible number of eligible beneficiaries.
