KUALA LUMPUR: Draft guidelines for Short-Term Residential Accommodation (STRA), developed by the Housing and Local Government Ministry (KPKT) through PlanMalaysia, will be presented to the cabinet soon. Deputy Tourism, Arts and Culture Minister Khairul Firdaus Akbar Khan said the guidelines would then be submitted to the National Council for Local Government. "Once approved, the guidelines will provide a more structured and sustainable framework for state governments and local authorities to coordinate STRA implementation. The rollout is targeted by the end of this year," he told the Dewan Rakyat. He added that, to better regulate the ecosystem of tourist accommodation and STRA premises, the ministry and the Tourism, Arts and Culture Ministry (Motac) had reached a consensus: STRA premises can only be registered as tourist accommodation after securing a business operating licence from the relevant local authority. "This requirement is crucial, as licensing and enforcement of accommodation premises fall under the jurisdiction of local councils," he said. Meanwhile, Khairul Firdaus said Motac is expected to table amendments to the Tourism Industry Act 1992 either at the end of this year or in early 2026. The amendment process has involved 54 engagement sessions attended by nearly 1,000 stakeholders nationwide, including representatives from ministries, agencies, NGOs and industry players from Sabah and Sarawak. "Among the proposed changes are improvements to licensing procedures, insurance protection, enforcement powers, digital platform registration, and the establishment of a Tourism Tribunal," he said. He was responding to a question from Aminolhuda Hassan (PH–Sri Gading), who had asked whether Motac and KPKT intended to align the Tourism Industry Act 1992 with the proposed STRA guidelines to avoid overlaps in authority between the two ministries, particularly as the guidelines have yet to be launched.

KUALA LUMPUR, July 30 — Restoration works for the Residensi Hektar Gombak project commenced today and are expected to be completed by 2027, said Housing and Local Government Minister Nga Kor Ming. He said the project, which had been left idle since 2018 due to various issues, involved 2,400 residential units and was among the largest abandoned housing projects in the country. 'After months of hard work, the National Housing Department and KPKT (the Housing and Local Government Ministry), in line with the Malaysia Madani aspirations, have successfully secured a new capital injection of RM125 million to revive this project. 'I am pleased to announce that restoration works will commence today,' he told a press conference after conducting a working visit to the project site here. He said the initiative to revive the project was part of the Madani Government's proactive efforts, which also included the establishment of a special task force to address the issue of abandoned private housing projects. Nga also said he would not hesitate to blacklist the developers of the Residensi Hektar Gombak project and their board members if they failed to complete the project and hand over the keys by 2027, thereby preventing them from further involvement in the industry. Meanwhile, he said that, to date, a total of 1,127 abandoned housing projects involving 135,211 buyers had been successfully revived, with a combined development value of RM106.48 billion. Apart from the Residensi Hektar Gombak, he said the government had managed to revive several other abandoned housing developments, including the estate housing project in Selangor, which had been abandoned for 27 years; the Bestari Jaya project in Selangor, which was left idle for 20 years; and the Putera Kiansom People's Housing Project in Kota Kinabalu, Sabah, which began during the Eighth Malaysia Plan. Nga said the success in reviving the projects reflected the seriousness and commitment of the Madani Government to ensuring the well-being of the people through a proactive approach and cooperation from all parties, including civil servants. 'I hope those affected will also appreciate the government's efforts and the contributions of our civil servants, especially those who have worked overtime to ensure all parties come on board,' he said. — Bernama

KUALA LUMPUR: The Ministry of Education (MOE) has finalised the Guidelines for Vertical School Development Planning, which take into account basic principles for school design, such as supervision and student safety. Deputy Education Minister Wong Kah Woh said the guidelines would be presented to the Cabinet soon. He said the MOE took into account several factors in determining the vertical school concept, including vertical movement safety, accessibility for students with special needs, students' emotional and social well-being, and access to recreational spaces. 'We also look into technical aspects such as acoustics, soundproofing, lighting and natural ventilation, emergency routes, the building structure, maintenance and strata management,' he said during the oral question-and-answer session in the Dewan Rakyat today. He was replying to a question from Datuk Muslimin Yahaya (PN–Sungai Besar) on Kuala Lumpur City Hall's (DBKL) proposal to construct a two-block vertical school with between 10 and 17 storeys, and the measures taken by the MOE to ensure that basic safety facilities in schools are functioning properly. Wong further said that an engagement session had also been conducted by the Ministry of Housing and Local Government (KPKT) involving the Department of Town and Country Planning (PLANMalaysia), the Public Works Department, the Malaysian Fire and Rescue Department, as well as parents and teachers, to refine the design requirements for vertical schools. He said KPKT had proposed three modules, namely constructing schools on land specifically designated for education purposes; incorporating community facilities such as clinics and libraries; and integrating school buildings with residential and commercial developments. 'School design must be curriculum-friendly, sustainable and flexible, and adhere to the principles of a sense of belonging, attractiveness, safety and ease of maintenance,' he said. Wong added that the implementation of vertical schools would be subject to assessment by the MOE and relevant technical agencies, particularly in areas with populations exceeding one million. DBKL had previously proposed the construction of more vertical-concept schools, comprising two blocks of between 10 and 17 storeys, as part of efforts to address land constraints and the growing population in Kuala Lumpur. - Bernama
