Tengku Amir Shah and Selangor MB's cooperation sets the standard for public development

The success of public infrastructure development hinges not only on sound planning and sustainable design but also on the alignment between leaders, say experts. They believe a strong relationship between key stakeholders is vital in driving good governance and delivering impactful initiatives. This, they said, is best exemplified by the close working ties between Raja Muda of Selangor Tengku Amir Shah Sultan Sharafuddin Idris Shah and Selangor Menteri Besar Datuk Seri Amirudin Shari in realising the Kompleks Sukan Shah Alam (KSSA) project. The project would see the construction of not just a multifunctional stadium but also transform the surrounding area into a vibrant, year-round hub for sport, culture, community, and entrepreneurship. It also aims to serve as a catalyst for Shah Alam to become a vibrant, sustainable, inclusive city and drive Selangor's progress. Tengku Amir Shah, speaking at the handover ceremony of the Letter of Acceptance for the KSSA development between Menteri Besar Selangor Inc and Lembaran Prospek Sdn Bhd last week, said the KSSA was an integral part of his vision for a "more inclusive, forward-thinking" Selangor, and that the project took him seven years to bring to life. Universiti Kebangsaan Malaysia urban sociology professor Dr Novel Lyndon said alignment between leaders is key in realising such ambitious goals. He said in the case of the KSSA, the collaboration between the Raja Muda of Selangor and the Menteri Besar exemplifies how shared vision and mutual respect between the two institutions can lead to meaningful outcomes. "When stakeholders are aligned in purpose and values, it not only accelerates decision-making but also enhances accountability and public trust. "This kind of partnership enables resources to be mobilised more effectively and policies to be implemented more smoothly, ultimately ensuring that initiatives are people-centric and sustainable. "Good relationships help align different agendas towards common objectives, reducing conflicts and ensuring consistent direction in policies and programmes," he said. COMMON GOALS LEAD TO SPEED, PURPOSE Universiti Putra Malaysia's Assoc Professor Dr Mohd Zairul MN, an expert in housing and built environment, concurred, saying that a shared vision would benefit the people. "When leaders share a common vision and mutual respect, major infrastructure projects can proceed with clarity, speed, and purpose. Conversely, when leaders are divided, whether by politics, ideology, or personal interest, development often stalls, and the people ultimately bear the consequences. "Malaysia has witnessed several examples where large-scale developments were disrupted due to a lack of unity between leadership. These examples highlight a crucial reality: when development is politicised, it is the public who loses out. Delays happen, costs increase, and public trust erodes," he said. Mohd Zairul also highlighted the key roles that both Tengku Amir Shah and Amirudin play in the realisation of the KSSA. "In the context of Selangor, the collaboration between the Raja Muda and the Menteri Besar is more than symbolic. The Menteri Besar, as the administrative leader of the state, is responsible for turning ideas into action, implementing policies, and ensuring delivery. "The Raja Muda, meanwhile, offers stability, wisdom, and a long-term vision that transcends politics. "When both leaders are aligned, decision-making becomes more efficient, investor confidence grows, and the political environment becomes more stable and focused. This alignment sends a strong message that public development is a shared responsibility, not a partisan tool," he said. STABILITY KEY TO DRAWING INVESTMENT Prof Dr Tamat Sarmidi, deputy director of UKM's Institute of Malaysian and International Studies, said political and economic stability can enable consistent planning without too many policy changes. "Investors emphasise government cooperation and support, particularly in ensuring their investment commitments are executed smoothly without administrative uncertainty. "Good governance through leadership that has integrity, is stable and people-centric will ensure transparency in decision-making and ensure good fiscal management. MODEL FOR FUTURE INITIATIVES Lyndon, meanwhile, touched on how the good relationship between Tengku Amir Shah and Amirudin can set an example for other developments, not just in Selangor but also beyond. "This initiative could serve as a model or template for future state-led developments due to collaborative leadership, clear alignment of vision and purpose, community-centric approach, governance and execution and scalability and replicability. "Initiatives like this can help raise the standard for public development by showing what is possible when leadership is united, vision is clear, and the public good is prioritised," he said. Mohd Zairul, meanwhile, said unity among state leaders is one of the most important and often overlooked foundations of successful public projects. "When leadership is divided, we often see incomplete structures, wasted investments, and frustrated citizens. "But when there is a common vision, anchored in the needs of the people, there is no limit to what we can achieve. In the case of KSSA, now is the time to prove that united leadership leads to united progress," he said.

Raja Muda of Selangor, Tengku Amir Shah Sultan Sharafuddin Idris Shah, said KSSA is a people-centric, future-ready development that preserves Selangor's heritage while connecting communities locally and globally. 'The true strength of Selangor lies in the well-being of our people. And in that sense, Shah Alam represents something special. I envision a Selangor that is more inclusive, forward-thinking, and focused on long-term sustainability. Where everyone has the opportunity to grow, thrive, and prosper. 'The new KSSA is an integral part of that vision, a journey that has taken me seven years to bring to life. It's more than a stadium. Tengku Amir said the project marks a major step in urban renewal, setting a new benchmark in design, construction and stewardship of public spaces. The development integrates sustainable features such as ecological restoration and a state-of-the-art underground flood mitigation system, including a four-hectare retention pond to ease flooding in Section 13. 'KSSA Park will highlight Selangor's rich natural heritage while serving as a dynamic gathering space. Its landscape will honour native ecologies, including swamp habitats and the Royal Selangor Heritage Forest, creating an immersive environment where biodiversity and human activity coexist in harmony,' he said. SHAH ALAM: Raja Muda of Selangor Tengku Amir Shah Sultan Sharafuddin Idris Shah yesterday outlined his vision for a progressive Selangor, one anchored in sustainable development, inclusive urban renewal and the wellbeing of its people. At the heart of this transformation is Kompleks Sukan Shah Alam (KSSA), a landmark project set to establish new benchmarks in infrastructure while reflecting the state's identity and the aspirations of its people. Tengku Amir Shah described the project, designed to embody the "soul of Selangor", as a "seed of progress" that will not only reshape Shah Alam into a vibrant, harmonious and future-ready city, but also act as a catalyst for the state's economic growth. "Shah Alam will not be a city of grey and glass alone. It will be a melting pot, a space where people from Sungai Besar to Pulau Ketam gather not just for ceremonies or football, but to celebrate life — to dine with family, enjoy the arts, stroll through gardens or simply connect," he said. A fully automated underground flood mitigation system and 4ha retention pond are integrated into the plan, placing safety, environmental responsibility and the wellbeing of the people at the centre of the design. Tengku Amir Shah said KSSA, a journey which took him seven years to realise, was "not just built for today, but also designed to safeguard tomorrow". "Its flood mitigation features are a quiet but vital promise that our people's safety, dignity and wellbeing will never be secondary to development," he said. While Selangor has achieved significant economic success, including being the largest contributor to Malaysia's gross domestic product (GDP), Tengku Amir Shah said the state's strength lies not in its economic figures or rankings, but in the wellbeing of its people. "Progress means little if it leaves our people behind — and in Selangor Darul Ehsan, this Land of Benevolence — it is our responsibility to ensure that growth uplifts all, both within our borders, and beyond. "I envision a Selangor that is more inclusive, forward-thinking, and focused on long-term sustainability, where everyone has the opportunity to grow, thrive and prosper. "The new KSSA is an integral part of that vision, a journey that has taken me seven years to bring to life. "It is more than a stadium. It is a space for everyone — a place where people can come together to be involved in sports, in culture, in the arts and in learning." Despite the state's rapid development and growth, the Raja Muda of Selangor said he does not wish to see Shah Alam become another concrete jungle that mirrors the development patterns of other global metropolises. "It is designed with the people in mind, built for the future, but steeped in the values and traditions we Selangorians hold dear. This is the ethos of Shah Alam. This is what we are bringing to the future — and to the world." Tengku Amir Shah was speaking at the handover ceremony of the letter of acceptance for the KSSA's development between Menteri Besar Selangor Inc (MBI Selangor) and Lembaran Prospek Sdn Bhd, a subsidiary of MRCB Land Sdn Bhd and Malaysian Resources Corporation Bhd (MRCB). Present were Menteri Besar Datuk Seri Amirudin Shari, State Secretary Datuk Dr Ahmad Fadzli Ahmad Tajuddin, MBI Selangor group chief executive officer Datuk Saipolyazan M. Yusop and MRCB group managing director Datuk Imran Salim. Looking ahead, Tengku Amir Shah said he was upbeat on the state's progress and future. Selangor, he noted, was Malaysia's top economic contributor, accounting for 25.9 per cent, or RM406.1 billion, of the national GDP in 2023, which represented a 5.4 per cent increase from the previous year. The state set its sights even higher with a target of RM50 billion in investments for 2024, and a longer-term goal of contributing RM500 billion to the national economy within the next three years. However, Tengku Amir Shah said economic progress must go hand-in-hand with social and environmental responsibility. He said he was committed to working closely with Amirudin to transform Selangor into a state that not only thrives economically, but also leads with purpose, balancing innovation with inclusivity. "We are united by the conviction that true development must improve lives. I am encouraged by the state government's continued efforts to raise the standard of living — through accessible healthcare, quality education, affordable housing, and initiatives that empower youth and uplift marginalised communities. "These are values I deeply cherish, and I will continue to give my full support to policies that place the people of Selangor at the heart of progress. "As we move forward, I remain committed to working closely with the menteri besar, government agencies, the private sector and civil society to ensure that our vision is not only realised, but sustained for generations to come." Earlier in his speech, Tengku Amir Shah shared a poem. "A lover asked his beloved, 'You have travelled far and seen many beautiful cities. Tell me, which one was the most delightful?' "And she replied, 'The city where my beloved lives'." Tengku Amir Shah said the poem encapsulated his love for Shah Alam. "The poem resonates deeply with me because, although I have visited many great cities, Shah Alam remains close to my heart, for it is here that my hometown lies and where my deepest sentiments are rooted.

KUALA LUMPUR: Malaysian Resources Corp Bhd (MRCB) via a sub-subsidiary has accepted a contract from the Selangor state government to construct the Shah Alam Sports Complex (KSSA). In a statement, the group said Lembaran Prospek Sdn Bhd, a unit of MRCB Land Sdn Bhd, which is in turn a wholly-owned subsidiary of MRCB, signed the RM2.94bil contract with Menteri Besar (Incorporated) (MBI). The construction project includes the demolition works of the old Shah Alam stadium, which are currently nearing completion. Slated for completion in 2029, the project will span a 48-month period and tansform the sports complex into a new economic, social and environmental landmark in Selangor. "The KSSA development represents a bold transformation of Shah Alam into a vibrant, multi-functional urban precinct that reflects the shared vision of the State's leadership and MRCB's expertise in integrated urban developments," said the statement. Anchored by a 45,000-capacity stadium with a retractable pitch, the project will integrate community, commerce, and infrastructure across a 310,000m² green flora sanctuary. According to MRCB, the stadium, which was previously utilised less than 30 times a year, mainly for football matches, will be redefined as a dynamic, year-round destination. "We are humbled to be entrusted with delivering this visionary project for the State of Selangor,' said MRCB chairman Datuk Nasir Mohd Nasir Ab Latif. 'With our proven track record in urban regeneration and sustainable infrastructure, we are committed to building more than a stadium, we are creating a living, breathing destination for the people of Selangor.'

MRCB Land is a wholly owned subsidiary of Malaysian Resources Corporation Bhd (MRCB). The handover of the letter of acceptance was witnessed by the Raja Muda of Selangor, Tengku Amir Shah, and Selangor Menteri Besar, Datuk Seri Amirudin Shari. According to MRCB, the KSSA project is designed to be more than a sports complex — it will serve as a new economic, social, and environmental landmark in Selangor. Centred around a 45,000-capacity stadium with a retractable pitch, the project will integrate community, commerce, and infrastructure across a 310,000 square metre green flora sanctuary. 'The new KSSA will promote active living, youth and community empowerment, and sustainability. The stadium, previously utilised less than 30 times a year for mainly football matches, will be redefined as a dynamic, year-round destination,' it noted. With expanded facilities for indoor sports, e-sports, exhibitions, and lifestyle events, as well as dedicated zones for arts and culture, sports retail, food and beverage outlets, a sports museum, and public amenities, the KSSA is expected to revitalise Shah Alam as an inclusive hub for daily community engagement and economic growth. — Bernama
