Maj Bhargav Kalita honoured with Shaurya Chakra for gallantry in J&K
Guwahati: In a proud moment for Assam, Major Bhargav Kalita of the Kumaon Regiment has been awarded the prestigious Shaurya Chakra for his exceptional bravery and leadership in counter-terror operations in Jammu & Kashmir. Major Kalita, was deployed in South Kashmir as part of the 50 Rashtriya Rifles, the world's largest counter-terrorism and counter-insurgency force. He operated in high-risk zones including Pulwama, Awantipora, Budgam and Srinagar. During his deployment, Maj Kalita personally led and participated in multiple counter-terror missions that led to the neutralization of several high-value terrorists. These individuals were identified as district commanders responsible for recruiting youth into terror outfits and orchestrating attacks on both security forces and civilians. In addition to eliminating key threats, Maj Kalita was instrumental in apprehending overground workers who provided logistical and tactical support to terrorist groups. Parliament passes Carriage of Goods by Sea Bill by voice vote amid Oppn protests
Rajya Sabha Wednesday passed the Carriage of Goods by Sea Bill, 2025, by voice vote, amidst protests by the members of the Opposition demanding a discussion on the Special Intensive Revision(SIR) of electoral rolls currently underway in poll-bound Bihar. The House was adjourned for the day, just half an hour after the afternoon proceedings began, soon after the Carriage of Goods by Sea Bill was passed. When the members of the Opposition tried to raise a point of order, the Chair, Bhubaneswar Kalita, said he would allow a point of order only when there was order in the house. He then asked all the members to return to their seats. When Leader of the Opposition in Rajya Sabha Mallikarjun Kharge was given the floor, he urged that the chair apply the rules similarly for both sides of the House. He said, 'When the members from this side raise a point of order, then you say that the house is not in order. There, they are giving speeches. And, you are allowing them. This is unfair, untenable…' To this, the Leader of the House in Rajya Sabha J P Nadda said, 'Sir, those who create disorder in the house have no right to raise a point of order… the persons who are trying to create disorder in the house, they have no right to talk about a point of order. If you are so interested, obey the rules accordingly; otherwise, the chair's direction is the final. When Deputy Leader of Opposition in Rajya Sabha Pramod Tiwari tried to raise an issue about 'propriety', Kalita again said he could only speak about the Bill being discussed. When the Opposition members were called to speak on the Bill, they either did not go back to their seats and forfeited their chance, or they tried to raise the issue of SIR. Kalita said that nothing would go on the record and moved to the next speaker. During the voting on the Carriage of Goods by Sea Bill, CPI (M) member Dr John Brittas moved an amendment, and asked for division of votes — a method for recording the votes of the members when the voice vote is unclear. The chair said that this could not be done as the House was not in order, to which Dr Brittas said that it was his responsibility to do so. The voting proceeded with a voice vote, following which Dr Brittas did not move two subsequent amendments listed against his name. The Bill was then passed by a voice vote. Lok Sabha passed the Bill, which replaces the 1925 Indian Carriage of Goods by Sea Act, in March this year. The Bill aligns India's maritime law with international conventions and seeks to modernise provisions governing the transport of goods by sea.

Updated:Jul 24, 2025, 09:53 AM IST 8th Pay Commission: Govt Responds On ToR 1 / 9 Amidst heightened anticipation around the setting up of pay panel under the 8th Pay Commission, Terms Of Reference (ToR) and appointment of chairman and member, the government has officially responded on ToR in Parliament. 8th Pay Commission: Question On ToR 2 / 9 Member of Parliament, Bhubaneswar Kalita had asked the government if the latter has received suggestions regarding setting up the terms of reference. 8th Pay Commission: ToR Suggestion By NC-JCM And Govt Consideration 3 / 9 Kalita asked: (a) whether Government has received any suggestion from the National Council of Joint Consultative Machinery (NC-JCM) for framing the terms of reference for Eighth Central Pay Commission, if so, the main suggestions of the council; (b) whether these suggestions are being considered by Government; (c) whether Government is planning to involve all stakeholders in the Commission; and (d) if so, the details thereof, if not, the reasons therefor? 8th Pay Commission: Finance Ministry Acknowledges Receiving Suggestion On ToR 4 / 9 Minister Of State In The Ministry Of Finance Pankaj Chaudhary responded saying that it has received suggestions from the National Council of Joint Consultative Machinery (NC-JCM), as part of the stakeholder consultation. Chaudhary added that Inputs have been sought from major stakeholders, including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from States. Central Government employees-industrial and non-industrial. 2. Personnel belonging to All India services. 3. Personnel belonging to the Defence Forces and Para Military Forces. 4. Personnel called as Grameen Dak Sewaks belonging to the Postal Department. 5. Personnel of Union Territories. 6. Officers and employees of the Indian Audit and Accounts Department. 7. Officers and employees of the Supreme Court. 8. Members of Regulatory bodies (excluding RBI) set up under Act of Parliament. 9. Employees of Central Government Autonomous Bodies and Institutions. 8th Pay Commission: Suggestion For merger of non-viable Pay scales 6 / 9 Suggestions were also received that the 8 CPC should consider the merger of non-viable Pay scales such as Level with Level — 2 and Level — 3 with Level — 4 and Level — 5 with Level — 6. Staff Side NC(JCM) also suggested govt to settle the various 7th CPC Anomalies which the Staff Side raised in the Anomaly Committee meetings and JCM meetings, among major ToR demands. 8th Pay Commission: 3rd extension for 8th CPC Posts 7 / 9 Meanwhile, DoPT has decided to extend the last date for submission of applications till 31.07.2025. This is the third extension that DoPT has proposed, thus possibly meaning that the applications from eligible candidates for these key posts in the pay panel has yet not been received yet. 8th Pay Commission: 4 posts of Under Secretary to be filled 8 / 9 Earlier it DoPT had proposed to fill up the 4 posts of Under Secretary (Level 11) in the 8th Central Pay Commission (CPC) on deputation basis under the Central Staffing Scheme under D/o Expenditure. The applications were invited for the post vide circular of even number dated 22.04.2025. 8th Pay Commission: Delay causing widespread speculation and uncertainty 9 / 9 According to the Staff Side, the continued delay in the formal issuance of the ToRs has led to widespread speculation and uncertainty among central government employees and pensioners. It further stated that in the absence of clear and timely communication, apprehensions are growing among employees about the credibility of the announcement regarding the setting up of the 8th CPC. Many fear whether this move is a genuine administrative initiative or otherwise.

Honeymoon murder: Accused stayed at Guwahati lodge days before killing Raja Raghuvanshi in Meghalaya
GUWAHATI: The men accused of killing Indore businessman Raja Raghuvanshi -- allegedly at the request of his wife and her boyfriend -- posed as tourists while briefly staying at a Guwahati lodge, according to the lodge management. Speaking to TNIE, lodge manager Himanta Kalita said the alleged killers — Akash Rajput, Vishal Singh Chauhan and Anand Kurmi — checked in on May 19 at 8:30 pm and left early the next morning at 5:30 am. 'They said they were tourists from Indore. We followed all the necessary formalities before allotting a room to them. They furnished their identity proof including Aadhaar cards. We have already shared the documents with the crime branch of the police. We don't give rooms to people if they cannot provide identity proof,' Kalita said. On June 3, a day after Raghuvanshi's decomposed body was recovered from a deep gorge in the Sohra area (also known as Cherrapunji), Meghalaya Police recovered a machete, suspected to have been purchased in Guwahati and used in the murder. Kalita said the three accused had backpacks when they checked into the lodge. 'But we didn't find them carrying any 'dao' (machete). There was nothing suspicious in their behaviour,' he said. 'The Meghalaya Police have called me. I am leaving for Shillong,' he added. A Meghalaya Police team, assisted by Assam Police, raided the lodge located in Guwahati's Pan Bazar area on Wednesday. They searched the room where the trio had stayed and recorded the statements of lodge employees. A Shillong court on Wednesday sent the three accused along with Sonam and her alleged boyfriend Raj Kushwaha to an eight-day police remand. The Meghalaya police are likely to bring Sonam to her hometown Indore, where the conspiracy of the crime was hatched, a police official said. The Meghalaya police have named their investigation in the Raja Raghuvanshi murder case as 'Operation Honeymoon'.
