Melaka sets RM1,279 PGK threshold for JKM aid applications

MELAKA: A Poverty Line Income (PGK) threshold of RM1,279 has been set as a key criterion for individuals applying for Social Welfare Department (JKM) assistance in Melaka. State Women, Family and Community Development Committee chairman Datuk Kalsom Nordin confirmed the figure during the State Legislative Assembly session. The rate, determined by the Economic Planning Unit (EPU) under the Ministry of Economy, is based on the Household Income, Expenditure and Basic Amenities Survey conducted by the Department of Statistics Malaysia (DOSM). 'The PGK for Melaka is set at RM1,279, while the federal rate is RM1,198 for the entire household, (based on data) released by the EPU in 2022,' Kalsom said in response to a query from Datuk Zaidi Attan (BN–Serkam). Four assistance schemes are available under the PGK framework: Child Assistance, Senior Citizen Assistance, General State Assistance, and Disabled Persons Assistance. Applicants exceeding the PGK threshold may still qualify for other schemes, including the Disabled Workers Allowance (income limit RM1,700), Chronic Patient and Disabled Persons Care Assistance (RM5,000 and below), Bantuan Anak Pelihara, and the Apprentice Training Allowance—both without income restrictions. Additional subsidies include the Autistic Children's Learning Fee Subsidy (per capita income RM4,000 and below) and Childcare Fee Subsidy (per capita income RM800 and below). As of June 2025, JKM has disbursed RM79.8 million to 29,247 recipients across various aid programmes. – Bernama

MELAKA: The Melaka government through related agencies is managing the welfare aspects of an elderly disabled man whose plight went viral for living in poor conditions with chickens and cats, to ensure his life is more secure and comfortable. State Women's Affairs, Family Development and Welfare Committee chairman Datuk Kalsom Nordin said Mazalan Ahmad, 61, who is now undergoing treatment at the Melaka Hospital will be placed at a private senior citizens' care centre in Muar, Johor after he is discharged from hospital. She said part of the monthly costs for the care centre, which provides intensive care especially for chronic diabetic patients among the elderly, will be covered by the Melaka Islamic Religious Council (MAIM) and the other half by her. "We, together with the Social Security Organisation (Perkeso), have managed the disability pension that he should receive, which amounts to RM975 per month," she told reporters after visiting the man at the Melaka Hospital here yesterday. "Perkeso will also assist with basic needs such as food supplies, disposable diapers and prosthetic limbs." On her visit, Kalsom was accompanied by Melaka Department of Social Welfare director Halyjah Muhammad, and representatives from other agencies including Perkeso and MAIM.

MELAKA, April 28 — The Melaka government, with the support of various agencies, has been implementing several programmes to empower Persons with Disabilities (PwDs) who are interested in entrepreneurship to improve their standard of living. State Women, Family, and Community Development Committee chairman Datuk Kalsom Nordin said one such initiative is the Two Years Empowerment Programme (2 YEP) by the Social Welfare Department, which provides a grant of RM5,000 for the purchase of business equipment and capital. 'For the 2023 to 2025 period, a total of 45 individuals benefit from the 2 YEP, of which 22 recipients are PwDs,' she said. 'The 2 YEP not only provides financial assistance but also appoints certified training providers who offer structured and professional training and guidance,' she said at the Melaka state assembly sitting in Seri Negeri today. She was responding to a question from Datuk Lim Ban Hong (BN-Kelebang), who inquired about the state government's efforts to support disabled individuals interested in business or running hawker stalls. Kalsom said the training also includes modules on basic business management, finance, digital marketing, and product development. This approach aims to enhance the competitiveness of participants' businesses and strengthen their ability to sustain their entrepreneurial ventures after the programme ends. She added that, in addition, the Companies Commission of Malaysia (SSM) has introduced the 1 OKU 1 business registration scheme (S1OKU1P), which offers free business registration specifically for disabled entrepreneurs nationwide. 'S1OKU1P has been in effect since October 23, 2012, to encourage this special group to legally venture into business and improve their standard of living,' she said. 'As of March 31, 2025, a total of 1,324 businesses involving disabled individuals have been successfully registered. She added that there are other programmes aimed at supporting disabled entrepreneurs, including the Business Financing Scheme for PwDs from the Majlis Amanah Rakyat (MARA); the fast track business licence facility by local authorities (PBTs); the Special Driving Licence for PwDs by the Road Transport Department (RTD), and Business Equipment Assistance from the Melaka Islamic Religious Council (MAIM). — Bernama

GENERAL MELAKA, April 23 (Bernama) -- A total of 136 childcare centres, registered under the Social Welfare Department (JKM) as of December last year, have begun receiving their Registered Nursery Plaques, with installation taking place in stages starting this month. State Women's Affairs, Family Development and Welfare Committee chairman Datuk Kalsom Nordin said the installation of the plaques, carried out by the Women, Family, and Community Development Ministry (KPWKM), was aimed at making it easier for parents to identify registered nurseries before sending their children. She said that 100 nurseries in Melaka Tengah, Alor Gajah (16), and Jasin (20) were involved in the installation of the plaques, which had to be placed in easily visible spots. 'This new initiative, implemented by KPWKM, aims to prevent parents from sending their children to unregistered nurseries, which could expose them to safety risks and incidents of abuse. 'It is a commendable effort, and in Melaka, the installation of the plaques will be implemented in stages until the end of this year,' she told reporters after the installation of the Registered Nurseries Plaque at Taska Bijak Cemerlang Ceria today. Also present was Melaka JKM director Halyjah Muhammad. Commenting further, Kalsom said that each plaque was equipped with a QR code, allowing parents or the public to access information related to the nursery by simply scanning the code. Therefore, she urged nursery operators who had not yet registered to do so immediately to avoid any legal action. Meanwhile, Kalsom said that the state JKM had carried out 17 enforcement actions against unregistered daycare centres and nurseries in Melaka over a 15-month period, starting in January last year. She said the enforcement actions, which included compounds, were taken for offences such as failure to register, babysitters not attending the Permata Early Childhood Care and Education Course, and the absence of adequate closed-circuit cameras in the nurseries.
