Karnataka Assembly passes bills to simplify real estate use for MSMEs
The Karnataka Assembly on Wednesday passed nine bills, including Karnataka Land Reforms and Certain Other Law (Amendment) Bill. Revenue Minister Krishna Byre Gowda, who piloted the Karnataka Land Reforms and Certain Other Law (Amendment) Bill for the consideration of the House said, "There will be auto-conversion." It permits the use of up to two acres of agricultural land for new micro, small, and medium enterprises (MSMEs) without the need for a formal conversion process. The bill also proposes doing away with conversion of agricultural lands if they are used for renewable energy projects. It proposes a penalty of Rs 1 lakh for selling any agricultural land for nonagricultural purposes, without getting such land converted or without obtaining prior approval of the competent authority. It has therefore removed a three-year imprisonment clause, because so far, this violation carried an imprisonment for three years and fine of Rs 10,000. The Assembly also passed the Registration (Karnataka Amendment) Bill aimed at simplifying the property registration process, while also allowing the use of technology. It proposes to reduce human intervention, and provides for digital signatures to approve property registrations. The bill mandates that Sub-Registrars conduct due diligence during property registration to protect public interests. It will ensure that property software is integrated to prevent illegal registration of properties in urban areas and to simplify property registration. The Assembly also passed Bills related to the development authorities of Basavakalyan, Kaginele, Nadaprabhu Kempegowda Heritage Area, Kittur, Kudala Sangama, Banavasi, and Sarvajna Kshetra -- to make the Chief Minister or Revenue Minister or any other Minister as chosen by the Chief Minister as the chairman of these authorities. Noting that the CM is the chairman of all these authorities at present, the Revenue Minister said, "Due to work pressure and other reasons it is difficult for Chief Minister to pay attention towards the functioning of these authorities, so an opportunity is being provided now for Chief Minister or Revenue Minister or any other Minister to be the chairman and over see their functioning." Also, the Greater Bengaluru Governance (Amendment) Bill, 2025 was tabled in the Assembly, which is said to be aimed at giving clarity regarding the functions of the Greater Bengaluru Authority. It is likely to be taken up for discussion and passage in the days ahead.

Cabinet approves bill to criminalise engagements of minors
Bengaluru: In a significant move to curb child marriage, the Karnataka cabinet on Thursday approved the Prohibition of Child Marriage (Karnataka Amendment) Bill, 2025, which seeks to make even engagements involving minors a punishable offence. Briefing reporters after the meeting, Law and Parliamentary Affairs Minister H K Patil said the Cabinet has cleared the proposal and the Bill will be introduced in the upcoming session of the legislature. The cabinet took note of the fact that nearly 700 child marriages were reported across the state during 2023–24. The decision follows a resolution passed at a high-level meeting chaired by Chief Minister Siddaramaiah, where Deputy Commissioners of the districts and Chief Executive Officers (CEO) of Zilla Panchayats were directed to take stricter measures to prevent child marriages. This Bill sends a strong message that not only child marriage, but even betrothing a minor is unacceptable and will attract legal consequences, the Minister said. 'We have brought radical changes socially. People who were escaping the legal action cannot get away. We are doing whatever best could be done to check child marriages,' Patil said.

Gig workers' welfare bill, Spacetech CoE, and LEAP get nod The cabinet also approved the conversion of the existing ordinance on gig workers into a formal law. The Karnataka Platform-Based Gig Workers (Social Security and Welfare) Bill, 2025, promulgated as an ordinance on May 30, will be introduced in the upcoming session of the legislature. The law aims to provide social security to gig workers, especially in the e-commerce and delivery sectors. "It is estimated that around 2.3 lakh gig workers are engaged as full-time or part-time delivery staff in the state," said law and parliamentary affairs minister HK Patil. Under the Karnataka State Gig Workers Insurance Scheme, workers will receive insurance coverage of Rs 4 lakh, including Rs 2 lakh as life insurance in case of accidental death. The cabinet also approved the establishment of a centre of excellence (CoE) in space technology with an allocation of Rs 10 crore over five years. It will be set up as a Section 8 company under the Companies Act, 2013. The Satellite Communication Industry Association (SIA-India) was selected as the industry partner, with an exemption under Section 4(g) of the Karnataka Transparency in Public Procurements Act, 1999. The CoE aims to address the growing demand for independent space-tech testing facilities. Additionally, the cabinet cleared the Local Economy Accelerator Programme (Leap) with a Rs 1,000 crore outlay over five years. It also approved amendments to the Karnataka Global Capability Centre Policy 2024–29 to improve clarity in the policy's structure. President assents CCP Bill, mediation before hearings for swifter justice
BENGALURU: President Droupadi Murmu has given assent to the Code of Civil Procedure (Karnataka Amendment) Bill, 2024 (CCP Karnataka Amendment Bill, 2024), following which the State government issued a notification on Monday. With this, cases in various subordinate courts need to be disposed of in a fixed time-frame. Before a case is taken up for hearing, there will be a chance for mediation, for which two months' time is given. This is the first of its kind in India. Explaining the amendment, Law and Parliamentary Affairs Minister HK Patil said the parties have to mandatorily make an attempt to resolve the case through mediation, within the given two months. Only if this doesn't work will the court take up the case. 'It is a historic law as it insists on completing proceedings within 24 months in civil courts. On day one of the trial or whenever the case is registered, the date of judgment will also be fixed,' he said. Patil appealed to the legal fraternity, including advocates, to cooperate. He said a timetable will be set till the case is disposed of. According to the minister, there are around 10 lakh pending cases in subordinate courts, most of which are land-related. Patil told reporters on Monday that the bill was passed in both Houses during the winter session in Belagavi last December, and later sent to the Governor. The Governor referred it to the President, who gave approval on May 19. 'This law will help in speedy disposal of cases in civil courts. They say justice delayed is justice denied. We have been talking about this for many years. Some cases are pending for 20 years,'' he said. Patil said his department is working on speedy disposal of cases. 'There should be less delay and social justice. Justice should not be a mirage or a costly affair. If people don't get justice on time, they would be spending more time and money. We wanted to give them relief,'' he said.
