Mangaluru: MLC Ivan D'Souza said chief minister favoured implementing changes in the police department to address and reduce communal tensions in Dakshina Kannada. D'Souza said here on Thursday that he met the CM on Wednesday and explained to him the situation prevailing in the district. I also urged the CM to bring in reforms in the police force in Dakshina Kannada and the CM was in favour of them," the MLC said. Appreciating the govt's decision to set up Special Action Force (SAF) for Dakshina Kannada, Udupi and Shivamogga districts, D'Souza said the force will be able to stop provocative speeches and communal crimes in the region. The MLC expressed his support for the creation of the Anti-Communal Task Force and said he requested the Chief Minister to establish its headquarters in Mangaluru. D'Souza acknowledged certain shortcomings within the police force concerning the recent killings, noting that police do not understand the 'vision' of the govt. Nevertheless, he assured that the administration would implement comprehensive measures to halt sectarian violence throughout the district. District minister Dinesh Gundu Rao will visit the district and conduct a peace meeting, he said. On allegations of the BJP that the district minister failed to give enough time for Dakshina Kannada, D'Souza said Rao attended all Karnataka Development Programme (KDP) meetings and showed real concern for the district's development. George responds to human-elephant conflict in Chikkamagaluru; meeting will be held on this issue

Minister for Energy K.J. George has said that the State government will take necessary measures to avoid human-elephant conflicts in the Malnad region. Chairing the Karnataka Development Programme (KDP) meeting in Chikkamagaluru on Saturday, the Minister said that to discuss the issue, a meeting with senior officers of the Forest Department will be held. Responding to legislators who raised the issue in the meeting, Mr. George, who is also the Minister in charge of Chikkamagaluru district, said a comprehensive plan to tackle the conflict was necessary as neighbouring Hassan and Shivamogga districts were also facing similar problems. 'The plan must include elephant habitat restoration, community engagement, and restoration of the elephant corridor,' he said. M.K. Pranesh, deputy chairman of the Legislative Council, said that many elephants from Sakleshpur of Hassan district had entered the Mudigere range in Chikkamagaluru. Spread over three to four groups, they had been roaming, troubling the local public. He urged the Minister to hold a meeting on the issue in Bengaluru. C.T. Ravi, MLC, suggested that the restoration of elephant habitats was one of the ways to address the problem. If the elephants had sufficient food in the forests, they would not enter human habitats. MLA for Mudigere Nayana Motamma brought to the Minister's attention that elephants from neighbouring Hassan had been causing trouble in her constituency. Mr. George, responding to the legislators, stated that the government would set up a camp at the Bhadra Wildlife Division to keep the captured elephants. Besides, officers had been driving away elephants that enter human habitats. MLA for Sringeri T.D. Raje Gowda and senior officers were present at the meeting.

Belagavi: The Belagavi district minister Satish Jarkiholi chaired a Karnataka Development Programme (KDP) meeting at the Central Hall of the Suvarna Vidhana Soudha (SVS) on Tuesday. SR Patil (Badagi), vice-president of Karnataka Guarantee Schemes Implementation Authority, and MLAs of the district attended the KDP meeting focused on various issues of the district, including basic infrastructure, education, health, housing, and social welfare schemes. Speaking at the meeting, minister Satish Jarkiholi instructed the officials to identify the problematic villages and ensure that there are no problems in the drinking water supply due to the intense summer. All the works undertaken under the National Jal Jeevan Mission , the multi-village drinking water project, should be completed as soon as possible, he was decided to build a cancer hospital sanctioned for the district in Belagavi city on BIMS campus. A site will be identified for this, he said. Action is being taken to fill skilled doctors and staff in the district's super specialty hospital. This was also brought to the attention of the chief minister. The govt is giving great importance to education and health sectors. Discussions will be held with the district MLAs to eliminate the shortage of doctors in the hospitals built in the instructed the deputy commissioner to take action against a Slum Development Corporation officer who did not provide information and did not attend the meeting. He instructed the officials of the education department to work well from the grassroots level and think seriously about improving the SSLC MLA Mahantesh Koujalagi, who raised various issues in the meeting, said that a proposal was prepared to undertake works under the MLA's constituency area development grant. However, due to the very slow work at the official level, there are technical problems for the use of the grant. Students who excelled in last year's SSLC exams were given laptops.

Minister for Forest and Environment, Eshwar B. Khandre, on Friday favoured the need to amend The Karnataka Preservation of Trees Act, 1976 in order to take strict action and impose higher fines on those who illegally cut down trees on government land, forests, and roadsides. Speaking at a Karnataka Development Programme (KDP) Monthly Management Review (MMR) meeting on Thursday, Mr. Khandre said that even the Supreme Court had objected to the cutting down of large numbers of trees. 'In view of global warming and climate change, it is the responsibility of all to protect trees,' he said. The Minister pointed out that recently there had been instances of public outrage over the approval given to cut down hundreds of trees in the name of development. 'In this regard, permission should not be granted for unnecessary tree cutting,' he said. On encroachment of forestland, he said that there should be zero tolerance and anyone who had encroached forest land after 2015 must be evicted without leniency. He also instructed officials to provide information about encroachments, evictions, and actions taken in the last two years.

Officials told to prioritise clean water supply to tackle summer challenges in rural areas

Commissioner of the Department of School Education and district in-charge Secretary K.V. Trilok Chandra has directed officials to prioritise the supply of pure and chlorinated drinking water across all rural villages in Ballari district during this summer. He was speaking at a Karnataka Development Programme (KDP) progress review meeting at the Abdul Nazir Saab auditorium in the Zilla Panchayat office there on Wednesday. 'Under no circumstances should contaminated water be supplied to the public. You need to regularly inspect water sources, ensure the cleanliness of storage tanks, test water samples before distribution and verify that all overhead tanks are properly closed,' Mr. Chandra said. Executive Engineer of the Rural Drinking Water and Sanitation Department Indudhar told the meeting that 82 villages have been identified as vulnerable to drinking water shortages this summer. He added that his department has already prepared water tankers to supply the potentially affected villages. Mr. Chandra instructed the District Health and Family Welfare Department officers to raise public awareness on safe drinking water consumption, especially during large gatherings and local fairs. 'Patients requiring emergency healthcare services in rural areas should not always be referred to district centres. They must instead be treated locally and sufficient human resources are being deployed to facilitate this,' he said. Addressing maternal health, the Secretary directed the Health Department to devise effective strategies to combat high blood pressure and anaemia among pregnant women. He emphasised that ASHAs and anganwadi workers must carry out home visits to ensure that pregnant women regularly consume iron supplements which aids in normal and safe deliveries. Responding to complaints about poor quality seeds and declining crop yields, Mr. Chandra instructed agriculture officials to take legal action against unauthorised fertilizer and seed suppliers, apart from creating awareness among farmers about certified seeds, fertilizers and pesticides. 'The Animal Husbandry Department should ensure that fodder shortages do not affect livestock. All fodder banks must be stocked adequately,' he stated, while seeking updates from veterinary officials on fodder availability in the district. When he questioned officers on crop loss during the recent unseasonal storms in Sandur taluk, the Deputy Director of the Horticulture Department confirmed that banana crop suffered loss. He added that instructions have been issued to the local tahsildar to process compensation in accordance with guidelines. In addition, he reviewed facilities at hostels operated by the Social Welfare, Backward Classes Welfare, Scheduled Tribes Welfare and Minority Welfare departments. He examined issues related to buildings, maintenance, drinking water, toilets and provided necessary instructions. The meeting was attended by Deputy Commissioner Prashanth Kumar Mishra, Zilla Panchayat Chief Executive Officer Mohammed Harris Sumair, Assistant Commissioner P. Pramod, District Mineral Foundation Officer P.S. Manjunath, Zilla Panchayat Deputy Secretary Girija Shankar and officials from various departments at district and taluk levels.
