Mysuru: Former minister and MLA GT Devegowda on Wednesday directed officials of urban local bodies coming under the limits of Chamundeshwarai assembly segment on the city's outskirts to focus on implementation of development works in their limits, apart from expediting issuance of khatas for properties. Chairing the progress review meeting of Karnataka Development Programmes of Chamudeshwari assembly segment held at Zilla Panchayat hall in the city, he said on the city's outskirts urban local bodies like Hootagally City Municipal Council, Rammanahalli, Bogadhi, Srirampura and Bogadhi town panchayats now have greater responsibility after MDA transferred its properties to their limits. They not only should focus on mobilisation of resource and revenue by issuing khatas to its property owners, but also initiating development works as most of the newly developed layouts are coming up in large numbers to ensure civic amenities for its citizens. As revenue to all these ULBs will be increased this year due to issuance of khatas, after MDA transferred its properties, officials of all these ULBs must prepare for action plan for development works utilising State Finance Commission (SFC), from its revenue generation funds for the fiscal year 2025-26, he said. "They must also seek approval for this action plan in its council meeting, and start implementing the development works. Preference should be given to ease drinking water crisis, UGD, power supply works in their action plan. All measures have been taken to supply water to the households of all these ULBs under Kabini drinking water supply project. Drinking water to newly developed layouts like Sardar Vallabha Bai Patel Nagar, Vasanthnagar will be supplied from Rammanahalli Town Panchayat through German Press," he said.

Forest, Environment and Ecology Minister and Bidar district in charge Minister Eshwar B. Khandre has assured that the issues of fertilizer shortage, dilapidated school buildings, and substandard food supplied to schoolchildren in Bidar would be taken up seriously and addressed on priority. Chairing the Karnataka Development Programmes (KDP) quarterly review meeting at the Zilla Panchayat hall in Bidar on Friday, the Minister directed Deputy Commissioner Shilpa Sharma, Zilla Panchayat CEO Girish Badole, Assistant Commissioners, and Executive Engineers to conduct inspections and certify the quality of all ongoing works. 'Chief Minister Siddaramaiah has inaugurated and laid the foundation for development projects worth ₹2,025 crore in the district. There should be close monitoring of the progress and quality of each of these projects,' the Minister said. Raising concern over poor SSLC and PU results in Bidar, Mr. Khandre ordered the formation of clusters to support students through focused coaching by expert teachers in English, Mathematics, Science, and Social Studies. He asked officials to identify top-performing teachers across taluks and initiate revision classes for SSLC and PU students for two months. Responding to complaints about the condition of school infrastructure, Mr. Khandre sought a detailed report from the Education Department on all dilapidated school and college buildings. 'Submit a file within a fixed deadline indicating whether the buildings can be repaired or must be rebuilt. Include the year of construction, estimated cost, and reasons for the early deterioration of these buildings,' he directed. On law and order Expressing shock over a recent case of sexual assault against a minor girl, the minister instructed DSPs to expedite investigations in all cases involving crimes against women and children. He also questioned whether CCTV cameras had been installed at crime-prone public locations and directed officials to take urgent steps to install them wherever lacking. 'Only when perpetrators are arrested, tried, and punished will such crimes be prevented,' he said. Focus on skilling and employment Acknowledging unemployment as a pressing concern, Mr. Khandre suggested that youth be given loans and encouraged to take up self-employment through government schemes. He added that since Bidar lacks natural resources for a full-scale industrial revolution, skill training should be aligned with job opportunities in the service sector. He also asked the Deputy Commsisioner and Zilla Panchayat CEO to personally inspect at least five development works each for quality assurance. During the meeting, MLA Shailendra Beldale raised concerns over reports of adulterated cooking oil and poor-quality food being served to students. He urged officials to inspect hostels and restaurants to ensure food safety standards. The meeting was attended by Minister for Municipal Administration and Haj Rahim Khan; Siddalingappa Patil, Sharanu Salagar, MLAs; M.G. Muley, Bhimaraya Patil, Chandrashekhar Patil; MLCs; Fisheries Development Corporation chairperson Mala B. Narayan Rao; BUDA chairman Basavaraj Jabashetty; DCC Bank president Amar Khandre; District Guarantee Implementation Committee chairman Amruthrao Chimkode; and senior officials from various departments.

"The officers concerned will have to pay from their pockets and make the lapsed funds good," he said. The minister informed that in this quarter alone, a total of Rs 1,300 crore has been received from both Union and state govts for various schemes. Of this, Rs 513 crore has been released, and Rs 441 crore has been spent. The overall achievement rate across projects stands at 91%. "But this is not enough," the minister said. "If the remaining funds are returned unutilised, the officials concerned will be held financially accountable," he warned. The minister highlighted that the district has a variety of soil suitable for cultivating diverse crops. The govt has already issued soil health cards to farmers, and officials must guide them to select crops accordingly, he said and added that atleast one hobli should be developed as a model. On MGNREGA Lad expressed his anguish at the extremely poor implementation of the MGNREGA scheme in the district. "Despite having ample opportunity to create more man-days, officials failed to act, and today the rural poor are not reaping the benefits of MGNREGA," he said. He directed officials from agriculture, horticulture, forest, and sericulture departments to hold immediate joint meetings, conduct a serious review of man-day generation, and submit a report promptly. The minister expressed frustration at the unsatisfactory answers from several officials. He showed displeasure towards replies from DDPI, horticulture, and sericulture officials, criticising them for their lack of preparedness and accountability.

Mysuru: HD Kote MLA Anil Chikkamadu instructed officials to file an FIR against Kabini Subhash Power Station in connection with allegations of obtaining loans by mortgaging govt land in Kabini. The issue was discussed in a Karnataka Development Programmes review meeting held in HD Kote, concerning accusations that the Kolkata-based Subhash Power Station Corporation Limited attempted to illegally acquire govt land within the Kabini reservoir. Following complaints of public outcry about the misuse of govt land from the public and people from various quarters of society, the MLA directed Saragur tahsildar Mohankumari and officials concerned with Cauvery Neeravari Nigam Limited to look into such complaints. Even though state govt permitted the company to set up the power corporation after providing it land on a 30-year lease, the company is accused of transferring 13 acres into its name. It also obtained necessary khatas, RTCs, and fraudulently borrowed loans from several nationalised and private sector banks. He demanded state govt and irrigation department order a detailed probe into these allegations. Previous Saragur revenue department officials, including the tahsildar, transferred 13 acres of govt land bearing registration numbers 160, 161, and 162 to this company. Doreswamy said he would continue the legal battle over the issue. Executive engineer of Kabini reservoir, Beechanahalli, Chandarashekhar, said he would verify this complaint and initiate action after discussing the issue with his higher-ups. Senior manager of Subhash Power Station Corporation Limited V Senthilkumar denied such allegations levelled against the company and said they are ready for investigation as they did not commit any wrongdoing. They haven't obtained any loans after mortgaging property belonging to the state irrigation department. The company has also written letters to the state revenue department, local tahsildar, and even irrigation department officials of Kabini reservoir to rectify the error if the company's name is mentioned in RTCs and other land records.

Labour Minister and Dharwad district in-charge Santosh Lad has directed officials to take steps to ensure effective implementation of various government schemes in the current fiscal. Chairing a quarterly meeting to review the progress of works under Karnataka Development Programmes (KDP) in Dharwad, the Minister asked the health officials to be vigilant during the rainy season as chances of infectious diseases spreading during the season are more. He also directed the taluk panchayat executive officers to resolve any drinking water problems immediately. Emphasising the need for proper implementation of works under MGNREGA, Mr. Lad said that a meeting will be held with officials of agriculture, panchayat raj, horticulture, forestry and other departments to ensure maximum utilization of man-days and more funds. The Minister also asked the officials to come out with new ideas for ensuring effective implementation of various schemes and programmes. The Minister subsequently reviewed the department-wise release of funds and utilization and achievement of physical targets. He also asked the district authorities to instruct heads of concerned departments to immediately review and approve the current year's action plan. Suspension While reviewing the progress of works under the Minor Irrigation Department, the Minister found that Executive Engineer of the department Devaraj Shiggavi was absent without prior permission and directed the issue of his suspension order. Upset with the official's negligence, Mr. Lad telephoned Minor Irrigation Minister N.S. Boseraju and asked him to issue the suspension order. MLAs N.H. Konaraddi and Mahesh Tenginakai, Deputy Commissioner Divya Prabhu G.R.J., Police Commissioner N. Shashikumar, Zilla Panchayat Chief Executive Officer Bhuvanesh Patil, Superintendent of Police Gopal Byakod and senior officials of various departments were present.
