Bengaluru deaths: RCB, others booked, top cop suspended

The Karnataka Police on Thursday booked Royal Challengers Bengaluru (RCB), event management firm DNA Entertainment Private Limited, and the administrative panel of the state cricket association for culpable homicide, unlawful assembly and assault over the deaths of 11 people ahead of a celebration marking the city team's maiden IPL title a day ago. Chief minister Siddaramaiah announced a judicial probe and said that five police officers, including the city's top cop B Dayananda, were suspended as anger mounted over the tragic deaths at the M Chinnaswamy stadium on Wednesday afternoon, and questions swirled about lax arrangements, lack of permission and the role of the marque franchise that allegedly pressed on with a victory parade despite being warned. Many of these questions came from the Karnataka high court, which took cognisance of the tragedy and asked the government to submit a status report. 'The stampede incident…was due to RCB franchise, DNA, and KSCA administrative committee giving permission for the program and arranging the program at KSCA stadium without adequate arrangements for the program, without adequate security for fans to enter peacefully, without balanced arrangements for fans,' said the first information report in Kannada, filed at the Cubbon Park police station. 'Additionally, thousands of fans gathered around the stadium due to RCB's official posts on social media and social networking sites providing misleading information about free entry for the public at gates, leading to fan gatherings. This incident occurred due to this reason,' the FIR, which HT has seen, added. The police invoked sections 105 (culpable homicide not amounting to murder), 115 (voluntarily causing hurt), 118 (voluntarily causing hurt or grievous hurt by using dangerous weapons or means), 121 (voluntarily causing hurt or grievous hurt to deter public servant from his duty), 190 (liability of members of an unlawful assembly for offences committed in pursuit of a common object), 132 (assault or criminal force to deter a public servant from discharging their duty), and 125 (12) (acts endangering life or personal safety of others) of the Bharatiya Nyaya Sanhita. A combative Siddaramaiah appeared at a press conference hours later, announcing that five police officers — police chief B Dayananda, Bengaluru (west) ACP Vikash Kumar Vikash, Bengaluru (central) DCP Shekar H Tekkannavar, Cubbon Park ACP C Balakrishna and inspector AK Girish — will be suspended and a one-man judicial commission headed by retired high court judge Michael D'Cunha will submit a report in 30 days. 'FIRs have been registered, and instructions have been issued to arrest the representatives of these organisations,' Siddaramaiah said. The Criminal Investigation Department (CID) was tasked with carrying out a parallel investigation into the role of these three entities. 'Since I became an MLA, minister, deputy CM, and now CM, no such incident has occurred. This tragedy has shaken us deeply,' he added. But the Opposition continued to gun for his resignation. 'CM Siddaramaiah and deputy CM DK Shivakumar are directly responsible for the tragic stampede,' said Leader of the Opposition R Ashoka. The tragedy occurred on Wednesday afternoon as hundreds of thousands of people thronged the Chinnaswamy stadium, hoping to catch a glimpse of their cricket heroes who had won their first IPL trophy the previous night. The team landed at the HAL airport at 2.45pm, and were received by Shivakumar. The first felicitation ceremony was organised by the state government at the Vidhana Soudha around 4.30pm. But by then, pandemonium had already broken out outside the stadium. As crowds swelled ahead of the 6pm event – RCB had announced a victory parade and limited entry free passes – the police closed all gates. At this point, around 250,000 fans had gathered, threatening to burst through the barricades, climbing over cars and climbing trees. The first deaths were reported around two ambulances were present and 1,318 policemen were deployed, the government told the high court on Thursday. In comparison, around 5,000 were deployed for the 2024 World Cup victory parade in Mumbai. The crush led to four deaths at Gate 7, two at Gate 6, one at Gate 1, and four more between Gates 17 and 21, the government told the court. In all, 11 people died and 56 others were injured. All the dead people were under 30, and included a 14-year-old girl, an engineering student, a Yakshagana performer, a civil engineer and a chartered accountant. 'They said entry was free, so why didn't they open all the gates?' asked Ashwini, the mother of 14-year-old Divyanshi. The FIR said the first intimation of a victory celebration came at 6pm on June 3, even before the first ball had been bowled at the Narendra Modi stadium in Ahmedabad, when RCB CEO Shubhash Ghante allegedly asked for a victory celebration programme to be held at the Chinnaswamy Stadium the next day. A meeting of senior police officials concluded that the event should not be permitted, citing inadequate notice, unpreparedness for crowd control, and public inconvenience, the FIR said. Despite the advisory, the organisers allegedly went ahead with the event. The FIR said that the Vidhana Soudha event passed off peacefully but at Chinnaswamy Stadium, the organisers 'failed to make decisions about allowing fans inside the stadium' and closed the gates from the inside at 3.10pm. It also confirmed that the programme began inside the stadium at 5.45pm – long after the first body was taken to a city hospital. 'DNA, KSCA administrative committee, and RCB franchise failed to take proper decisions about M. Chinnaswamy Cricket Stadium entry at the right time, causing confusion among thousands of RCB fans, leading to thousands of fans gathering uncontrollably, attempting to break barriers set up by police for entry, ignoring police advice and not following instructions, pushing police and causing injuries, disrupting public traffic, causing 11 deaths,' the FIR said. RCB,KSCA and DNA did not respond to requests seeking comment on the matter. In the high court, a bench headed by acting chief justice V Kameshwar Rao and justice CM Joshi took suo motu cognisance of the death and asked the state whether permissions had were sought to organise such celebrations, whether a standard operating procedure existed for managing crowds above 50,000, and if immediate medical help was extended. The bench directed the government to file a comprehensive status report addressing nine specific questions by June 10. Advocate general Shashi Kiran Shetty admitted that the crowd outside the stadium was in a state of 'frenzy'. 'Each person thought they would only be one more,' said Shetty. But the court was unmoved. 'When and who took the decision to hold the celebration, and how it was to be conducted? What traffic and crowd regulation measures were in place? Whether medical arrangements were made in advance and whether those injured were given timely medical attention?' the court asked. In response, Karnataka home minister G Parameshwara announced that the state would frame a new Standard Operating Procedure (SOP) to ensure better management of large public gatherings. 'We will give instructions that from now on any mega events, meetings and celebrations, should be held within the framework of the directions issued by the police department,' he said.

The Karnataka Police on Tuesday arrested the father of a Maulvi on charges of raping a six-year-old girl within the premises of a mosque in Chikkaballapura city, located close to Bengaluru. The Chikkaballapura Women's police filed an FIR against the accused following a complaint by the victim's mother and subsequently arrested him. The accused has since been remanded to judicial custody. According to the police, the accused, who is the father of a Maulvi, was given a room to stay on the mosque premises by the jamat out of respect. Misusing this trust, the accused allegedly lured the victim under the pretext of buying her a chocolate and then raped her. A preliminary investigation has revealed that the accused's son works as a Maulvi at another mosque. The accused, originally from Uttar Pradesh, settled in Chikkaballapura 20 years ago and also sells clothes on the footpath. Locals have expressed outrage after the incident came to light and have criticised the local jamat for providing shelter to the accused in the mosque. The victim's mother, along with locals, thrashed the accused before handing him over to the police. Earlier, in a concerning development in Yadgir district, a minor girl filed a case under the Protection of Children from Sexual Offences (POCSO) Act on April 9 against a constable, alleging two years of sexual exploitation by him. The incident was reported from the vicinity of the Sydapura police station near Gurumathkal taluk. The victim lodged her complaint against the constable at the Yadgir Women's Police Station. Earlier, in 2021, Karnataka Police arrested a constable who allegedly raped a minor rape victim on the promise of marriage in Mangaluru district of the state. The accused cop was arrested and terminated from service. The Kadaba Police had slapped cases against him under the POCSO Act, 2012 for taking advantage of his official position, raping a minor and for criminal intimidation. A 55-year-old man, who allegedly raped his minor daughter for a year, has been arrested in Karnataka's Gadag district in April, 2025. The 16-year-old victim, who was impregnated, has been admitted to the Gadag Institute of Medical Sciences (GIMS) for treatment. According to the police, the man sexually assaulted his minor daughter repeatedly over a year at their residence. The accused took advantage of situations when no one else was home and the daughter was alone to commit the heinous crime. The accused had also threatened his daughter not to reveal the sexual assaults to anyone, threatening her with dire consequences. The police have arrested the accused and are conducting a DNA test.

The Karnataka Police have issued a notice to Hindutva leader and Puthila Parivara founder Arun Kumar Puthila, directing him to appear before them for a hearing on June 6 regarding his proposed banishment from the Dakshina Kannada district. The Puttur sub-division assistant commissioner issued the notice under Section 58 of the Karnataka Police Act, 1963, on May 28. According to the notice, Puthila must appear either personally or through legal representation to present his defence against the banishment proposal. The notice warns that failure to appear will be interpreted as 'disinterest' in contesting the proposal, resulting in a unilateral decision based on available information. Meanwhile, after images of the notice went viral on social media, Puthila's supporters alleged that the government was attempting to curtail Hindutva voices in the region. Puthila himself has not yet reacted to the notice. Arun Kumar Puthila contested as a rebel candidate after the BJP denied him the ticket from the Puttur seat in the 2023 Assembly elections. He lost the elections by 4,149 votes to Congress candidate Ashok Kumar Rai. The police notice came after the reshuffle of IPS officers in the coastal region, following two recent alleged communal murders in the area. Anupam Agrawal, Mangaluru city police commissioner, was transferred as deputy inspector general (DIG), Economic Offences Wing, Criminal Investigation Department (CID). Agrawal was replaced by Sudheer Kumar Reddy, who was DIG (Intelligence). Yatish N, Superintendent of Police (SP), Dakshina Kannada, was replaced by Arun K Hariram Shankar, who was SP (Intelligence). So far, 11 people have been arrested in connection with the murder of Hindutva activist Suhas Shetty. Shetty had five cases against him – four in Mangaluru city and one in Dakshina Kannada district. He was the prime accused in the murder of Mohammed Fazil, 23, in Surathkal on July 28, 2022. On May 27, Abdul Rahiman, 32, a resident of Kolthamajalu in Bantwal taluk, was murdered while he was unloading sand near a customer's house. His friend and co-worker Kalandar Shafi, 29, who was severely injured in the attack, is currently being treated at the Intensive Care Unit (ICU) of a hospital.

The Karnataka Police have booked Rashtriya Swayamsevak Sangh leader Kallada Prabhakar Bhat for allegedly making inflammatory remarks at a condolence meet in the Dakshina Kannada district, The Indian Express reported on Monday. The alleged remarks were made on May 12 in Kavalapadur village in Bantwal during a memorial for Suhas Shetty, a Bajrang Dal member with criminal background and the prime accused in the 2022 murder of a 23-year-old man named Mohammed Fazil, the newspaper reported. Shetty was reportedly killed within Mangaluru city limits on May 1. Bhat, addressing a crowd of around 500 people in Dakshina Kannada on May 12, made remarks that could disturb communal harmony, the police said. The Bantwal Rural Police have registered a case against Bhat for statements conducing to public mischief under Section 353(2) of the Bharatiya Nyaya Sanhita, Deccan Herald reported. Fazil was killed on July 26, 2022, two days after Bharatiya Janata Yuva Morcha district secretary for Dakshina Kannada Praveen Nettaru was hacked to death by two unidentified bike-borne assailants in Bellare village. BJP leader booked for comments against Muslims In Karnataka's Kalaburgi district, the police booked Bharatiya Janata Party leader Manikanta Rathod for allegedly making inflammatory remarks against the Muslim community, The Hindu reported on Sunday. A complaint was filed against the leader for his comments that called for uprooting Muslim community and instigating enmity between communities of different faiths, the newspaper said. A video of his speech purportedly went viral. Based on the complaint and the viral video, a case was registered against Rathod at the CEN Crime Police Station in Kalaburgi, The Hindu reported. The Bharatiya Janata Party leader has been booked under sections of the Bharatiya Nyay Sanhita pertaining to promoting enmity between different groups, imputations or assertions prejudicial to national integration, outraging the religious feelings, statements conducing to public mischief and criminal intimidation.

The Karnataka Police on Thursday arrested three people for the recent murder of a driver in the Dakshina Kannada district. The three suspects have been identified as Deepak Poojary, 21, Prithviraj, 21, and Chiranthan, 19 – all residents of Bantwal taluk in Dakshina Kannada district. A police officer said the three accused have been taken into police custody for further questioning. He added that efforts were underway to nab others linked to the murder. On Tuesday, driver Abdul Rahiman, 32, a resident of Kolthamajalu in Bantwal taluk, was murdered while unloading sand near a customer's house, according to the First Information Report (FIR) registered by the Bantwal Rural police. His friend and co-worker Kalandar Shafi, 29, who was severely injured in the attack, has been undergoing treatment at the Intensive Care Unit (ICU) of a hospital. A police officer said, 'We are yet to ascertain the reason behind the killing of Rahiman, and it will be revealed as the investigations unfold.' A case has been registered under sections 103 (murder), 109 (attempt to murder), 118 (1) (voluntarily causing hurt), 118 (2) (voluntarily causing grievous hurt), 190 (unlawful assembly), 191 (1) (force or violence is used by an unlawful assembly), 191 (2) (rioting) and 191 (3) (rioting by using deadly weapons) of the Bharatiya Nyaya Sanhita. Earlier in the day, Home Minister Parameshwara said the government had taken note of the murder and would not spare anyone responsible for the crime. His statement came on a day when the government ordered the Anti-Communal Force to deal with communal incidents. Parameshwara said that Dakshina Kannada, Udupi, and Shivamogga have been listed as communally sensitive districts, and the new Force will be deployed in the region.
