25% increase in per capita grants for Malaysian states from 2026
KOTA BHARU: The federal government has approved a 25 per cent increase in per capita grants for all states, amounting to an additional RM548 million starting in 2026. The announcement was made during the Kelantan State Legislative Assembly session today. Kelantan Menteri Besar Datuk Mohd Nassuruddin Daud confirmed the decision, stating that the adjustment was agreed upon during last year's meeting of Menteris Besar and Chief Ministers. 'On behalf of Kelantan, I proposed a review of the per capita grant due to rising costs, and the motion received support from other state leaders and Prime Minister Datuk Seri Anwar Ibrahim,' he said. The revised rates will see allocations rise to RM102 per person for the first 100,000 residents, up from RM72 previously. Subsequent tiers include RM14 for the next 500,000 (from RM10.20), RM13.50 for another 500,000 (from RM10.40), and RM13 for remaining individuals (from RM11.40). Mohd Nassuruddin also disclosed that Kelantan received RM291.06 million in per capita grants between 2015 and 2025. Annual figures showed a steady increase, from RM24.75 million in 2015 to RM28.9 million in 2025. The adjustment aims to address financial pressures faced by states amid rising living costs. KOTA BHARU, July 22 (Bernama) -- The federal government has agreed to raise per capita grants for all states by 25 per cent, involving an increase of RM548 million starting in 2026, the Kelantan State Legislative Assembly was told today. Kelantan Menteri Besar Datuk Mohd Nassuruddin Daud said the new rate was agreed upon during the meeting of Menteris Besar and Chief Ministers held last year. 'On behalf of Kelantan, I put forward a motion to review the per capita grant due to rising costs, and the proposal was agreed to by the Menteris Besar and received a positive response from Prime Minister Datuk Seri Anwar Ibrahim. 'As a result, the National Finance Council agreed to increase the per capita grants by 25 per cent to RM548 million, effective from 2026 and involving all states,' he said. He said this in response to a question from Wan Rohimi Wan Daud (PAS–Melor) on the per capita grant to Kelantan, including when the rate was last reviewed and the annual amount received by the Kelantan government over the past 10 years, during the State Assembly sitting at the Kota Darulnaim Complex here. Elaborating, Mohd Nassuruddin said the newly agreed rates were RM102 per person for the first 100,000 people (previously RM72); RM14 for the next 500,000 (previously RM10.20); RM13.50 for the next 500,000 (previously RM10.40); and RM13 for the remaining individuals (previously RM11.40). He added that Kelantan had received per capita grants amounting to RM291.06 million between 2015 and 2025. 'The amount comprises RM24.75 million in 2015, RM24.75 million in 2016, RM25.06 million in 2017, RM25.37 million in 2018, RM25.69 million in 2019, RM26.03 million in 2020, RM26.38 million in 2021, RM26.75 million in 2022, RM27.14 million in 2023, RM27.54 million in 2024, and RM28.9 million in 2025,' he said. -- BERNAMA

Kelantan plans two R&R stops along key highway corridors
KOTA BARU: The Kelantan government plans to develop two Rest and Service Areas (R&R) along the Lingkaran Tengah Utama (LTU) Expressway and the Kota Baru-Kuala Krai (KBKK) Highway to support local economic growth and tourism. State Public Works, Infrastructure, Water and Rural Development Committee chairman Datuk Dr Izani Husin said the proposed sites are in Laloh, Kuala Krai for the LTU alignment, and Bukit Bakar, Machang for the KBKK route. "These facilities are expected to create economic spillover effects, as improved connectivity drives local development,' he told the Kelantan State Legislative Assembly at the Kota Darulnaim Complex on Tuesday (July 22). Dr Izani said while the designs for the R&R sites have yet to be finalised, the state supports incorporating traditional Kelantanese architectural elements. Kelantan Sultan expresses deep concern over security issues at Malaysia-Thailand border
KOTA BHARU: The Sultan of Kelantan, Sultan Muhammad V, has expressed deep concern regarding security issues along the Malaysia-Thailand border. In light of this, he emphasised the urgent need to finalise the proposal for constructing a wall and establishing a buffer zone in the Sungai Golok area without delay. Sultan Muhammad V said this in his royal address when opening the Third Term of the 15th Kelantan State Legislative Assembly today. He also stressed the urgent need for a swift resolution to the recurring flood issues in the state. 'I urge that the integrated river basin projects for Sungai Kelantan and Sungai Golok be expedited in all its phases,' he said. 'Priority must be given to the construction of the Lebir Dam, as it is crucial in addressing the flood challenges in Kelantan,' he added. Sultan Muhammad V also urged government agencies, departments, and companies involved in the agricultural sector to remain focused on their core responsibilities while intensifying efforts to ensure the state and country's food security is firmly secured. 'I strongly encourage the government and the public to explore and cultivate high-potential crops, such as coconut and durian, as valuable sources of income within the agricultural sector. In line with the Kelantan Agricultural Development Enactment (2022), His Royal Highness urged the immediate development of an agricultural produce collection centre in Lojing to avoid losing key opportunities for revenue, investment, and economic growth. Sultan Muhammad V also urged local authorities to focus on ensuring that towns in Kelantan remain clean, beautiful and vibrant, apart from effective municipal management. 'I would like to express my sincere appreciation to the National Landscape Department for its valuable cooperation with the Kota Bharu Municipal Council - Islamic City in successfully executing the landscape project in Kota Bharu town. 'Additionally, I hope that all local authorities, with the full support of the government, will address the issue of abandoned buildings and capitalise on the economic opportunities within the city to further bolster local development,' he added. In addition, His Royal Highness emphasised the need to accelerate infrastructure development while offering competitive tax exemption incentives to attract greater investment to Kelantan. 'For instance, the East Coast Rail Link (ECRL) project is poised to bring new strategic value to the state, particularly through the establishment of a cargo-oriented development zone in Pasir Puteh and a transit-oriented development hub in the emerging township of Tunjong,' he said. 'In addition to enhancing and strengthening the state's transportation network, this project will also generate significant economic multiplier effects for my people. Therefore, it is vital that the public views this as an opportunity to actively participate and benefit from the spillover impact of such a major development. He further recommended that the state government explore and introduce alternative education platforms - particularly in the field of Technical and Vocational Education and Training (TVET) - to better align with current industry demands. 'Key focus areas should include the development of the manufacturing sector to attract investments to Kelantan, the upgrading of clean water supply infrastructure and road networks, and the advancement of the agricultural and tourism sectors, along with the empowerment of other high-potential industries. Touching on federal-state cooperation, Sultan Muhammad V expressed satisfaction with the harmonious relationship between the two, noting its importance in driving progress. 'Priority should be given to infrastructure projects approved under the 11th and 12th Malaysia Plans, collaborative efforts to optimise land use for agricultural productivity, and the implementation of biodiversity conservation initiatives across the state,' he added.
