Indian Pravasi Movement proposes three projects for imprisoned expatriates

The Indian Pravasi Movement (IPM) has appealed to the Department of Non-Resident Keralites (NoRKA) and the Kerala State Commission for Protection of Child Rights to consider three humanitarian schemes — Raksha, Viraha, and Nyayasethu — which they have designed to address the plight of Indian expatriates imprisoned in various Gulf countries. 'The Raksha scheme we proposed aims to secure the early release of Indian expatriates in Gulf countries detained due to civil or commercial disputes. Viraha focuses on protecting and supporting the families and children of those imprisoned, many of whom are facing severe emotional and financial hardships,' said R.J. Sajith, president of IPM. According to him, the third proposal, Nyayasethu, seeks to establish a support system offering legal aid and judicial intervention for Indians caught in foreign legal complications, and to protect them from exploitation. The appeal was submitted through NoRKA Roots' Chief Executive Officer Ajith Kolasseri, with a specific request for immediate action and the backing of businessman M.A. Yusuff Ali. The IPM delegation also urged NoRKA to take moral and operational responsibility by extending transparent financial and logistical support to the proposed schemes. In a separate representation submitted to Kerala State Commission for Protection of Child Rights Chairman K.V. Manoj Kumar, IPM functionaries highlighted the urgent needs of children of imprisoned expatriates. They said that around 45 children were in dire need of support from the Child Rights panel.

The Kerala High Court on Tuesday orally asked why the SSLC examination results of the students accused in the murder of 15-year-old Shahbas have not been published. When the bail petitions of the students came up for hearing, Justice Bechu Kurian Thomas wondered how could the authorities delay publishing their results. Why the students had to move the Kerala State Commission for Protection of Child Rights to get their results published. Publishing the results had nothing to do with the offence committed by them. If they had written the examination, the results had to be published, the court orally observed. The court made the oral observations when the counsel for the students submitted that the results had not been published despite a directive from the child rights commission. However, the court orally observed that since it was an order of the child rights commission, they would have to move the High Court separately challenging the inaction of the authorities.

The Kerala State Commission for Protection of Child Rights has directed the Director of General Education (DGE) to publish the results of six students who are suspects in the Mohammed Shahabas murder case at Thamarassery in Kozhikode by May 18. The commission comprising chairperson K.V. Manoj Kumar and members Mohankumar B. and Wilson F. observed that a decision of the examination board to withhold the SSLC results of the suspects and debar them from the SSLC examinations for three years had no legal backing and was a violation of Right to Life guaranteed in the Constitution. It was acting on a petition from parents of the suspects seeking immediate declaration of their result and opportunity to continue their education. The students had appeared for the SSLC examinations at Government Children's Home for Boys, Vellimadukunnu, Kozhikode, as a temporary arrangement. The commission said the students were only accused in the case. They had been given permission to sit for the SSLC examinations, so there was no legal hurdle to declaration of their results. SSLC guidelines As per the guidelines for the SSLC examinations, if students' results are to be withheld and they are to be debarred from taking the examinations again, they should have committed an offence during the examinations. In this case, the incident concerned occurred before the start of the examinations and had no connection to exam procedures. This raised the question if the exam board could take action in the matter and withhold the results. Many children in conflict with law had appeared for SSLC examinations in the State and their results had been declared. The board decision violated Article 14 of the Constitution that guarantees equality before law. As the suspects were in the Juvenile Justice Board's judicial custody in connection with legal procedures, the commission could not take any decision on their higher education. However, declaration of their results will not have any impact on the legal action against them. A report on the matter by the Pareeksha Bhavan secretary had claimed that the exam board had unanimously come to the decision that the suspects be debarred from the SSLC examinations for the next three years and their 2025 exam results be withheld till then. However, this action was against the guidelines for conduct of the SSLC examinations and precedence, the commission said. Action-taken report sought Withholding the students' results would also prevent them from applying for Plus One higher secondary admission the last date for which was May 20, the commission pointed out in its directive to the DGE and the Pareeksha Bhavan secretary. The commission also sought an action-taken report from the officials within 10 days.

KOZHIKODE: The Kerala State Commission for Protection of Child Rights has demanded that the SSLC results of the students accused in the Thamarassery Shahabas murder case be published by May 18. The commission has also said that the action of withholding the examination results is against the Child Rights Act. The commission's order states that the persons serving jail sentences are allowed for higher studies, attend exams and receive the results of the exams. If the results are to be withheld, it should be due to an offence committed by them during the exam. However, the commission observed that no such thing happened in the case of the six students of Thamarassery Government Vocational Higher Secondary School who were accused in the death of 15-year-old Muhammed Shahabas. Shabas was beaten up by a group of students with nunchaku following a dispute at tuition centre on February 27. He died while undergoing treatment at the hospital. 'The students accused in the death of Shahabas in Thamarassery were shifted to the Kozhikode Juvenile Observation Home ahead of the SSLC 2025 examinations. They attended the examinations like any other student at the observation home, who are also accused in different cases. However, the exam board withheld the results of the six accused students and debarred them from the SSLC exam for three years.,' said commission chairperson K V Manoj Kumar. 'Though the secretary of the Kerala Board of Public Examination indicated that the department took such a step based on government guidelines, the commission concludes that if the students were given the permission to appear for the exams, their results should be published as per the Article 21 (Right to Life),' he added. The commission also mentioned that since the accused students' results were withheld, they could not apply for the Plus-I admissions that commenced on May 14 and will conclude on May 20. Therefore, it has instructed the general education department and the secretary of Kerala Board of Public Examination to publish their SSLC results by May 18.

Fitness check of school buildings under way in Kozhikode

The engineering team under the Local Self-Government department (LSGD) has started evaluating the fitness of school buildings in Kozhikode district to ensure the safety of students as the new academic year is round the corner. Around 1,300 school buildings will be covered by the ongoing fitness check in compliance with the State government's safety instructions. The process is expected to cover all government-aided and unaided schools in two weeks. Under the revised norms, fitness certificates will be made mandatory for even temporary facilities arranged for the development or maintenance of the existing buildings. Instructions have also been issued to schools to complete all maintenance works by May 27. Education department officials confirmed that the fitness check would be comprehensive and would cover amenities, electronic equipment, and office accessories. The condition of wells, drinking water supply systems, and comfort stations would be specifically recorded before issuing fitness certificates, they added. An engineer associated with the inspection team said any safety flaws noticed during field-level inspections would lead to the temporary withholding of fitness certificates as per the Kerala Education Rules. He added that the process would ensure that all buildings would be fit to withstand monsoon-related challenges. Heads of a few grama panchayats said all emergency maintenance works had been completed in a majority of schools in consultation with parent-teacher associations. They pointed out that the ongoing maintenance works in a few buildings could be completed within a week. According to officials, school buildings constructed in environmentally sensitive areas will have to go through multiple levels of inspections, apart from the one now being carried out by the LSGD engineering wing. The instructions earlier issued by the Kerala State Commission for Protection of Child Rights will also have to be followed in the case of such buildings. There were isolated incidents of cracks developing on school buildings in the upland areas of Kozhikode district as a result of frequent quarry blasts. A few managements had taken up the issue with the higher authorities, citing that the denial of fitness certificates in such cases was not justifiable, and that the quarry operators concerned should meet the expenses of maintenance works.
