Illegal Afghans face intensified action

PHOTO: REUTERS In light of the directives issued by the Ministry of Interior (MoI), the field police in Rawalpindi have been instructed to intensify operations against Afghan nationals residing illegally within Pakistan. The objective is to apprehend and transfer these individuals to designated holding centres to facilitate their eventual repatriation to Afghanistan. Only those in possession of valid visas will be permitted to remain in the country. Rawalpindi City Police Officer (CPO) Rawalpindi, Khalid Hamdani, has issued strict implementation orders to ensure prompt compliance with the ministry's instructions. According to official sources, efforts are currently underway to identify and deport Afghan nationals residing without legal documentation. Just days earlier, the CPO had expressed serious reservations about the performance of Sub-Divisional Police Officers (SDPOs) and Station House Officers (SHOs) across the district, directing them to accelerate enforcement measures. It has now emerged that a formal communication has also been received from the MoI. In response, CPO Hamdani has reissued detailed written orders titled "Operations Against Illegal Afghan Nationals", addressed to the Superintendents of Police of the three divisions — Potohar SP, Saddar SP, and Rawal SP — as well as to all SDPOs and SHOs concerned. The directive mandates the formation of specialised teams at police station level to conduct targeted operations within their respective jurisdictions. These teams are instructed to locate and detain all Afghan nationals residing illegally, including but not limited to individuals without valid residency permits, persons holding expired visas, those lacking legal identity or documentation, holders of UNHCR tokens, and individuals without Afghan Citizen Cards or Proof of Residence Cards. Upon detention, these individuals are to be transferred without delay to the relevant holding centres, from where repatriation to Afghanistan will be arranged. The circular further reaffirms that only Afghan citizens with valid visas are legally permitted to reside in Pakistan.

Police order aggressive crackdown on illegal Afghans
While showing dismay over lackluster performance of police stations, police authorities have issued fresh orders to detain illegal residents and transfer them to designated holding centres ahead of their deportation to Afghanistan. City Police Officer (CPO) Khalid Hamdani has expressed deep dissatisfaction over the underwhelming performance of local police circles and Station House Officers (SHOs) in enforcing previously issued directives. According to sources, the ongoing campaign to identify and repatriate Afghan nationals residing unlawfully in Rawalpindi has entered a more aggressive phase. In a formal directive, CPO Hamdani instructed all Sub-Divisional Police Officers (SDPOs) and SHOs to take immediate and decisive action. The orders have also been communicated to Operations SSP Kashif Zulfiqar, Security SP, and all three divisional SPs. The CPO emphasised the need for strict action against Afghan nationals who are in possession of Afghan Citizen Cards (ACC), individuals whose visas have expired or who have overstayed, persons lacking any legal documentation, and United Nations High Commissioner for Refugees (UNHCR) token holders living or working within city limits. The CPO made it clear that such individuals must be taken into custody and transferred to official holding centres to initiate the repatriation process. The directive also pointed to the disappointing performance at the police station level, noting that previous instructions had not been implemented with the seriousness they required. The CPO reiterated that strict compliance is mandatory, and daily progress reports on arrests and detentions must be submitted to the CPO's office without delay. The order concluded with a stern warning that any failure to enforce these directives will not be tolerated.

Umrah scam suspect netted
Sadiqabad police claimed on Friday to have arrested a highly skilled con artist who targeted elderly citizens by deceiving them with promises of facilitating Umrah pilgrimages, recovering stolen items worth millions of rupees from the suspect. Using smooth talk and religious pretexts, the suspect gained access to victims' homes, where he stole significant amounts of cash, jewelry, and other valuables. According to Operations SSP Kashif Zulfiqar, stolen items worth over Rs9 million have been recovered from the suspect and returned to their rightful owners. For several months, the accused had been operating across Rawalpindi, particularly preying on elderly and unsuspecting individuals. He would gain their confidence by presenting himself as a facilitator for religious travel, then use that trust to access their homes and rob themeither by stealth or deception. At least seven cases of a similar nature had been registered against the suspect at Sadiqabad, New Town, Pirwadhai, and Morgah police stations. His activities had become a serious concern for law enforcement. To apprehend the criminal, Rawalpindi City Police Officer Khalid Hamdani assigned the case to Rawal SP Muhammad Haseeb and Sadiqabad SHO Luqman Javed. The investigation team worked in collaboration with technical and IT experts to trace the suspect. Following a recent incident in Sadiqabad involving another elderly victim, investigators reviewed CCTV footage from the area, leading to the identification and arrest of the suspect, Qaiser Hussain, a resident of Tench Bhatta. During interrogation, he confessed to his involvement in multiple such incidents. Police officials confirmed that valuables worth over Rs9m, stolen over a series of incidents, have been recovered.

Rawalpindi deports over 45 aliens

PHOTO: AFP The repatriation of Afghan nationals from Rawalpindi continues, with more than 45 individuals, including the family members and associates of an Afghan national, Wali Jan, deported to Afghanistan. These individuals were residing illegally at the incarcerated suspect's home in Pakistan. Wali Jan is currently imprisoned in Adiala Jail and will be deported to Afghanistan upon completion of legal proceedings. Sources said Wali Jan is involved in several serious criminal cases registered at various police stations in Rawalpindi and Islamabad. These include charges related to terrorism, attempted murder, resistance to law enforcement, aerial firing, and display of weapons on social media. In the first week of this month, CCD and Mandrah police arrested Wali Jan and his accomplices for brandishing weapons on TikTok. Authorities recovered three rifles, including Kalashnikov and M4, along with 13 magazines, bullets, and other items. Rawalpindi City Police Officer (CPO) Khalid Hamdani stated that promoting weapons is a criminal offense and will not be tolerated. "No one will be allowed to become a symbol of fear for citizens," he asserted. Following his arrest, Wali Jan was declared a proclaimed offender in a case registered at Sadar Bairooni Police Station. During the investigation, authorities discovered more Afghan nationals residing illegally at his camp. A joint search operation was conducted by Sadar Division Police in the Mandira area, during which illegal Afghan residents were taken into custody. Among those detained were two men, 12 women, and 35 children. Wali Jan's own Afghan identification card was found to be expired. Upon confirmation of their illegal status and the suspect's involvement in criminal activities, Rawalpindi police transferred the individuals to a holding camp before completing their deportation via land route under tight security. A senior police officer confirmed to The Express Tribune that all individuals associated with Wali Jan, totaling over 45, have been repatriated to Afghanistan. Legal formalities for Wali Jan are ongoing, and he will be deported once the process is completed.

Police under fire in abduction case
The Rawalpindi police chief showed his 'resentment' over the Rawal Division police after a local court expressed strong displeasure over the police's failure to recover three children allegedly abducted by their father, despite more than a year having passed since the incident. The suspect remains at large, with no substantial progress reported in the investigation. Taking notice of the situation, Rawalpindi City Police Officer, Khalid Hamdani, has directed the Rawal Division SP to obtain the suspect's travel history and Call Detail Record (CDR), and personally oversee efforts to trace the accused and ensure the safe recovery of the abducted children. The CPO has sent a letter titled "Explanation" to the Rawal Division SP, criticising the lack of implementation of the court's directives. The letter refers to a written order by a Rawalpindi court concerning FIR No 510 registered in February 2024 at Sadiqabad Police Station, in which a woman alleged that her former husband had abducted her three children. The suspect has not been traced nor have the children been recovered, prompting judicial frustration. The court has issued multiple arrest warrants under Section 100 of the Criminal Procedure Code (CrPC), with the next hearing scheduled for June 5.
