Oman to participate in World Conference of Speakers of Parliament

MUSCAT: The Sultanate of Oman will take part in the 6th World Conference of Speakers of Parliament scheduled to be held in Geneva, Switzerland, from July 29 to 31. Oman's delegation to the conference is led by Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura. The conference is organised by the Inter-Parliamentary Union (IPU) in cooperation with the United Nations under the theme 'A world in turmoil: Parliamentary cooperation and multilateralism for peace, justice and prosperity for all'. The event explores ways to consolidate parliamentary partnerships amid the rapid pace of global challenges. Oman's participation in the event affirms its commitment to pluralism and highlights its active role in promoting dialogue and understanding among peoples and its support for international initiatives aimed at achieving sustainable peace and comprehensive development. It undertakes this role from the point of view that global challenges require legislative and diplomatic efforts. It is worth noting that the World Conference of Speakers of Parliament has become the largest global parliamentary gathering of parliament speakers. The event brings together more than 300 parliament speakers from 170 countries, along with high-level participation from international organisations, civil society institutions, academics and media professionals. The conference gains significance from its status as an international parliamentary platform whose first round kicked off in 2000 at the Millennium Summit in New York. The conference aims to integrate the ranks of national parliaments within the context of a joint global governance system and to bridge the international democratic gap by activating legislative institutions' role in devising global decisions.

MUSCAT: For the second consecutive day, the Majlis Ash'shura continued its discussion on the statement of Qais bin Mohammed al Yousef, Minister of Commerce, Industry and Investment Promotion. The Council's members emphasised the need to intensify efforts and review strategies and policies to enhance the added value of the trade and industry sectors domestically, linking industries to available national resources. They also called for increasing Omanisation rates in the manufacturing sector, given its rapid growth, and stressed the importance of devising a plan to incentivise industrial companies to absorb national talent. During the session, the members of the Council highlighted the necessity of strengthening incentives and facilities to empower the industrial and commercial sectors. They also proposed establishing a national centre to support stalled industrial projects. Additionally, the members discussed the significance of foreign investment as a solution to economic and social challenges, such as job creation and industrial expansion. They urged the creation of an attractive and flexible investment environment characterised by integration among relevant entities, while addressing obstacles that may hinder foreign investment efforts. The session also touched on the growing importance of e-commerce in Oman, with a proposal to establish a unified e-commerce portal under the ministry's supervision to support local sellers and streamline licensing, payment and delivery services. These discussions took place during the Council's 14th regular session of the second annual convening (2024-2025) of its 10th term (2023-2027). MUSCAT: Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura, received a delegation from the Mauritanian government, headed by Mokhtar El Housseinou Lam, Minister in charge of the General Secretariat of the Government of the Islamic Republic of Mauritania and Supervisor of the National Documentation Authority, along with his accompanying delegation. During the meeting, both sides exchanged views on issues of mutual interest between the Sultanate of Oman and the Islamic Republic of Mauritania, particularly those related to the long-standing and close relations between the two countries and their peoples, and ways to further strengthen them in a manner that serves the interests of both nations. Al Maawali emphasised the important role that archives and documentation institutions play globally in collection, preservation and record-keeping. He also praised the significant efforts of the National Records and Archives Authority in the Sultanate of Oman. The meeting was attended by Dr Hamed bin Mohammed al Dhawyani, Chairman of the National Records and Archives Authority, along with several members of the Majlis Ash'shura. Following the meeting, the visiting delegation toured various facilities of the Council, attended part of a regular session, and visited the Oman Council Library, where they were introduced to some of the modern technologies used in the Council's operations and activities.

MUSCAT: The Majlis Ash'shura on Wednesday concluded its review of the draft Civil Society Institutions Law following extensive discussions on several provisions, referring it to the State Council to complete the legislative process. This came during the 11th regular session of the second annual convening (2024-2025) of the tenth term (2023-2027), chaired by Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura . During the session, The Majlis finalised discussions on the draft law referred by the government, with the project report presented by Mansour bin Zahir al Hajri, Chairman of the Health and Social Committee. Al Hajri explained that the draft law responds to developments in civil society work in Oman, noting that the new legislation aims to address social and regulatory challenges facing civil society institutions. It establishes a flexible and progressive legal framework that accommodates ongoing transformations while enhancing these institutions' role in national development. The draft also introduces specialised provisions for volunteer teams, comprising 83 articles organised into six chapters covering general definitions, civil associations, civil institutions, social associations, volunteer work and final provisions. He indicated that the committee held multiple meetings with various civil society institutions and relevant entities to consider their perspectives and observations on the draft law's articles. He affirmed that the committee carefully examined all legislative and social dimensions during its review. During the session, Majlis Ash'shura members provided observations on several provisions and proposed enhancements to strengthen the legal texts and ensure alignment with the practical realities of civil society institutions. Discussions also addressed aspects related to licensing, classifications, governance of civil work, as well as penalty clauses. — ONA

Shura council approves draft real estate registry law

MUSCAT: The Majlis Ash'shura approved the amendments of the Law of Arbitration in Civil and Commercial Disputes and the draft Real Estate Registry Law and referred them to the State Council, at its tenth regular meeting held under the chairmanship of Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura, on Tuesday. The council discussed the amendments to some provisions of the Law of Arbitration in Civil and Commercial Disputes, which was referred by the government. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee, explained that the amendments aim to enhance the effectiveness of arbitration procedures to support the Sultanate of Oman's efforts to adopt international best practices in the field of dispute resolution. The council also discussed the draft real estate registry law referred by the government. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee, reviewed the committee's report on the draft law, which includes 40 articles distributed across five chapters. Al Saadi explained that the current real estate registry system no longer keeps pace with the technological boom the Sultanate of Oman has witnessed over the past decades in terms of real estate documentation and registration particularly after the introduction of digital registry systems, electronic title deeds and remote documentation services. The meeting also approved the vision of the Public Services and Utilities Committee regarding the draft air transport agreement between the Sultanate of Oman and the Kyrgyz Republic, referred by the government. The council is holding its eleventh regular meeting today (Wednesday), during which the draft civil society institutions law, referred by the government, will be discussed. The meeting saw the presentation of two urgent statements, the first of which was related to the Ministry of Labour's decision requiring commercial establishments that have completed one year since to employ at least one Omani citizen. The second addressed the failed food security projects and recommended taking decisive decisions to avoid financial waste. In the statement delivered by Mohammed bin Nasser al Mahrouqi, representative of the Wilayat of Sinaw, regarding the Ministry of Labour's decision, he called for exempting micro and small enterprises from implementing the decision. He also called for supporting medium-sized enterprises financially to enable them to employ national job-seekers. Mohammed bin Khamis al Hussaini, a representative of the Wilayat of Samayil, delivered an urgent statement regarding the failed food security projects. He recommended decisive decisions to avoid financial waste, noting that some food security companies have turned into a heavy burden on the state's general budget.
