MUSCAT: The Majlis Ash'shura on Wednesday concluded its review of the draft Civil Society Institutions Law following extensive discussions on several provisions, referring it to the State Council to complete the legislative process. This came during the 11th regular session of the second annual convening (2024-2025) of the tenth term (2023-2027), chaired by Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura . During the session, The Majlis finalised discussions on the draft law referred by the government, with the project report presented by Mansour bin Zahir al Hajri, Chairman of the Health and Social Committee. Al Hajri explained that the draft law responds to developments in civil society work in Oman, noting that the new legislation aims to address social and regulatory challenges facing civil society institutions. It establishes a flexible and progressive legal framework that accommodates ongoing transformations while enhancing these institutions' role in national development. The draft also introduces specialised provisions for volunteer teams, comprising 83 articles organised into six chapters covering general definitions, civil associations, civil institutions, social associations, volunteer work and final provisions. He indicated that the committee held multiple meetings with various civil society institutions and relevant entities to consider their perspectives and observations on the draft law's articles. He affirmed that the committee carefully examined all legislative and social dimensions during its review. During the session, Majlis Ash'shura members provided observations on several provisions and proposed enhancements to strengthen the legal texts and ensure alignment with the practical realities of civil society institutions. Discussions also addressed aspects related to licensing, classifications, governance of civil work, as well as penalty clauses. — ONA

Shura council approves draft real estate registry law

MUSCAT: The Majlis Ash'shura approved the amendments of the Law of Arbitration in Civil and Commercial Disputes and the draft Real Estate Registry Law and referred them to the State Council, at its tenth regular meeting held under the chairmanship of Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura, on Tuesday. The council discussed the amendments to some provisions of the Law of Arbitration in Civil and Commercial Disputes, which was referred by the government. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee, explained that the amendments aim to enhance the effectiveness of arbitration procedures to support the Sultanate of Oman's efforts to adopt international best practices in the field of dispute resolution. The council also discussed the draft real estate registry law referred by the government. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee, reviewed the committee's report on the draft law, which includes 40 articles distributed across five chapters. Al Saadi explained that the current real estate registry system no longer keeps pace with the technological boom the Sultanate of Oman has witnessed over the past decades in terms of real estate documentation and registration particularly after the introduction of digital registry systems, electronic title deeds and remote documentation services. The meeting also approved the vision of the Public Services and Utilities Committee regarding the draft air transport agreement between the Sultanate of Oman and the Kyrgyz Republic, referred by the government. The council is holding its eleventh regular meeting today (Wednesday), during which the draft civil society institutions law, referred by the government, will be discussed. The meeting saw the presentation of two urgent statements, the first of which was related to the Ministry of Labour's decision requiring commercial establishments that have completed one year since to employ at least one Omani citizen. The second addressed the failed food security projects and recommended taking decisive decisions to avoid financial waste. In the statement delivered by Mohammed bin Nasser al Mahrouqi, representative of the Wilayat of Sinaw, regarding the Ministry of Labour's decision, he called for exempting micro and small enterprises from implementing the decision. He also called for supporting medium-sized enterprises financially to enable them to employ national job-seekers. Mohammed bin Khamis al Hussaini, a representative of the Wilayat of Samayil, delivered an urgent statement regarding the failed food security projects. He recommended decisive decisions to avoid financial waste, noting that some food security companies have turned into a heavy burden on the state's general budget.

MUSCAT: The Council of Ministers and the Majlis Ash'shura on Sunday held a joint meeting at the Council of Ministers' premises in accordance with the Basic Law of the State and the Council of Oman Law. The meeting was aimed to support ongoing cooperation among institutions of the state and formulate common visions that contribute to the implementation of public policies and the promotion of the country's supreme interest. HH Sayyid Fahd bin Mahmood al Said, Deputy Prime Minister for the Council of Ministers, and members of the Council of Ministers received Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura, and members of the Majlis Ash'shura Office. At the outset of the meeting, HH Sayyid Fahd underscored the importance of the Majlis Ash'shura's coordination with the government towards enhancing the process of comprehensive development witnessed by the Sultanate of Oman. He reviewed means of supporting cooperation between the two councils in a manner that maintains efforts to serve the nation and its citizens. The meeting also laid emphasis on the priority accorded by the Council of Ministers to the role of the Majlis Ash'shura as a partner in the nation-building process. In pursuance of this approach, service ministers periodically respond to the Majlis Ash'shura's request (to the ministers) to submit ministerial statements that explain efforts made by government units to implement projects, according to the priorities of each phase to provide the best services to citizens. The proposals and opinions of the Majlis Ash'shura members are studied and incorporated into economic and social plans and programmes. The joint meeting reviewed several topics, including continued coordination and cooperation with the government, as well as ways to enhance community awareness programmes and activate the role of the Coordination Committee that liaises between the two councils. For their part, the Majlis Ash'shura chairman and the members of the Majlis Ash'shura's Office expressed the importance of the joint meeting and the positive outcomes that it yielded. They spoke about various matters of significance to the public interest. They also expressed their thanks and appreciation to the government and to the country's leadership for their efforts in supporting cooperation between the two councils. The Majlis Ash'shura members affirmed that the next phase of development would see more coordination envisaged to safeguard the gains made so far in the march of progress and prosperity in Oman. - ONA

JAKARTA: The Council of Oman participated in the 19th session of the Conference of the Parliamentary Union of the Organization of Islamic Cooperation (OIC), held in the Indonesian capital, Jakarta, on Wednesday. The Council of Oman's delegation was headed by Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura. He delivered at the opening session in which he emphasised that the Sultanate of Oman's experience in promoting good governance has always been a focus of attention in shaping the future and planning the country's national visions. He added: 'Through Oman Vision 2040, the government has attached great attention to the principle of governance due to its importance in promoting comprehensive national development. Governance has been adopted as one of the fundamental principles for achieving efficiency in institutional performance and ensuring transparency and integrity. Oman Vision 2040 seeks to establish an integrated system of good governance based on the foundations of accountability, justice and the rule of law while adopting the best administrative and technical practices to ensure the quality and sustainability of government services. The vision also emphasises the importance of involving the community in decision-making and achieving a balance between economic growth and social development within an effective and transparent regulatory environment.' 'In our discussion of good governance and strong institutions, we have to point to the alarming international failure to address the humanitarian tragedies, flagrant violations of international law, the absence of justice and the violation of human rights inflicted on the Palestinian people particularly in Gaza. The horrific events in Gaza have exposed the absence of fair global governance and the weakness of the international accountability system which led to the continuation of the occupation, the exacerbation of suffering and the loss of hope,' Al Maawali said.
