Thiruvananthapuram, July 12 (UNI) In view of the rising Nipah cases, the Health Department in Kerala has devised and implemented several strategies across the state to contain the epidemic, said Dr. Rajan Khobragade, Additional Chief Secretary, Health and Family Welfare. Dr. Khobragade made these remarks while inaugurating an international conference on 'Nipah and Other Zoonotic Spillovers - Integrating Health Strategies for Prevention' held here yesterday and emphasized the need for collaboration. Pointing out the state Government's commitment to detecting and containing epidemics that have affected the state since 2019, he highlighted the importance of One Health concept in the current scenario and sought support from institutions such as the Institute of Advanced Virology to strengthen the public health system in the state. The conference was organized in collaboration with the Department of Infectious Diseases, Government Medical College, Thiruvananthapuram, and the Kerala One Health Centre for Nipah Research and Resilience. Dr. Simmi Tiwari, Joint Director of the National Centre for Disease Control, congratulated the Government of Kerala for establishing the Institute of Advanced Virology (IAV), stating that the institute has already made a mark in the field of virology and can significantly contribute to improving public health and epidemic preparedness in both the state and the country. She emphasized the need to expand diagnostic facilities for the timely detection of zoonotic spillover infections that frequently impact the state. Sessions on various topics were delivered by eminent international and national experts, including Dr. Emily Gurley, Professor of the Practice, Infectious Disease Epidemiology, Johns Hopkins University, Baltimore, USA; Dr. Vidya Arankalle, National Institute of Virology, Pune; Dr. Guruprasad R. Jayant Khobragade appointed as next Ambassador of India to Spain

New Delhi [India], July 1 (ANI): The Ministry of External Affairs on Tuesday announced the appointment of Jayant Khobragade of the Indian Foreign Service batch of 1995, as the next Ambassador of India to Spain. Khobragade is currently serving as the Ambassador of India to ASEAN, is expected to assume his new role in Spain shortly, according to an official statement from the MEA. 'Shri Jayant Khobragade (IFS: 1995), presently Ambassador of India to ASEAN, has been appointed as the next Ambassador of India to the Kingdom of Spain. He is expected to take up the assignment shortly,' the statement read. He will be replaced by Srinivas Gotru of IFS batch of 1997 who's appointed as the next Ambassador of India to ASEAN was announced by the MEA back in January. Gotru was serving as the Joint Secretary in the MEA. India and Spain have maintained cordial relations since establishing diplomatic ties in 1956. Notable milestones include Indian Prime Minister Narendra Modi's official visit to Spain in May 2017 and regular engagements between leaders on the sidelines of global summits, including the G20 in 2018 and 2021. In February 2023, a phone call between the prime ministers reiterated confidence in the growing relationship between the two nations. Additionally, External Affairs Minister Jaishankar has consistently engaged with Spain's Foreign Minister Jose Manuel Albares during events like the UNGA sessions in 2022 and 2024. Bilateral ties have expanded beyond politics to include cultural and educational collaborations. In 2023, the University of Valladolid signed two MoUs with the Indian Council for Cultural Relations (ICCR) to establish chairs in Hindi Language and Indian Studies. Further strengthening academic relations, the Association of Indian Universities (AIU) and the Conference of Rectors of Spanish Universities (CRUE) signed an MoU in July 2024 to foster higher education partnerships. The Indian diaspora in Spain, numbering approximately 75,000, primarily resides in Catalonia, Valencia, Madrid, and the Canary Islands. In response to growing consular service demands, the Consulate General of India was inaugurated in Barcelona on August 13, 2024, marking another step in enhancing India-Spain relations. (ANI)

HT had reported on June 19 that Khobragade was set to be named as the ambassador to Spain following a decision to appoint Dinesh K Patnaik, currently the envoy in Madrid, as the new high commissioner to Canada. Though Khobragade was officially named as India's envoy to Poland in January, the posting did not go ahead because of various reasons, people familiar with the matter said. Khobragade has done a stint in the Indian embassy in Spain in the past. He has also served in the Indian missions in Russia, Pakistan and Kazakhstan, and as the ambassador to Kyrgyzstan. Within the external affairs ministry, he has served in the disarmament and international security division and West Africa Division. He also served on deputation with the Department of Atomic Energy during 2017-2020. Khobragade was appointed the ambassador to Asean in Jakarta in 2021, months after Pakistan refused his posting as the Charge d'Affaires in Islamabad.

Dinesh K Patnaik set to be India's new envoy to Canada

Senior diplomat Dinesh K Patnaik, currently India's envoy to Spain, is expected to be the new high commissioner to Canada as the two sides reset their relationship, people familiar with the matter said. Patnaik is expected to be replaced in Spain by Jayant Khobragade, currently India's ambassador to the Association of Southeast Asian Nations (Asean), the people said on condition of anonymity. The process for securing an agrément, or the formal agreement whereby a state receives a foreign country's envoy, for Patnaik is already underway, the people said. During their first meeting on Tuesday on the margins of the G7 Summit in Canada, Prime Minister Narendra Modi and his Canadian counterpart, Mark Carney, agreed on several steps to reset bilateral ties, which had plunged to an all-time low because of a diplomatic row over the killing of a Khalistani separatist in 2023. Among these steps was the appointment of new high commissioners in each other's capitals. HT first reported in March that Patnaik, from the 1990 batch of the Indian Foreign Service, was the front-runner for the post of high commissioner in Ottawa. He is one of India's senior-most diplomats and served as deputy high commissioner to the UK during 2016-2018, a position that required handling the Khalistan problem within the Indian diaspora, as is the case with Canada. Patnaik has more than 30 years of experience in assignments within India and abroad. He has served in the missions in Geneva, Dhaka, Beijing, and Vienna, and in the divisions focusing on Africa, Europe (West), the UN, and external publicity in the external affairs ministry. Patnaik was the deputy chief of mission at the Indian embassy in Austria during 2009-2012, the ambassador to Cambodia during 2012-2015, and the envoy to Morocco during 2015-2016. Though Khobragade was officially named as India's envoy to Poland in January, the posting did not go ahead because of various reasons, the people said. Khobragade is from the 1995 batch of the Indian Foreign Service and has done a stint in the Indian embassy in Spain in the past.
