Fugitive dad Travis Decker was filmed on a police dashboard camera just three days before he allegedly killed his three young daughters, according to a report. Decker, 32, slammed into a car at a red light in Wenatchee, Washington, on May 27, and begged the motorist he crashed into 'not to call the police,' local King 5 reported. The nearly 20-minute dash cam video showed Decker leaning up against his pick-up truck and staring at the responding officer as he completed the police report. 'I could tell he was not in his full senses,' the driver added, noting Decker asked odd questions during the accident report. Advertisement Police said Decker was also in a traffic accident on May 4, in which the accused killer rear-ended a Honda CRV and sped away. The driver of the Honda tailed Decker's truck and provided his license plate number to police, according to the report. The May 27 encounter with Decker ended with a visibly uncomfortable nine-second long handshake during which the motorist attempted to wrestle his hand away from the fugitive dad. Decker reportedly repeatedly asked the man if he was 'going to be OK' during that awkward exchange, the report stated. On May 30, Decker allegedly zip-tied plastic bags over the heads of daughters Paityn, 9, Evelyn, 8, and Olivia 5, suffocating them to death just hours after picking them up for planned visitation, according to authorities. The Washington state legislature passed a bill recently that would allow the state to tax Tesla for the electric vehicle emissions credits it sells to other manufacturers in the state. According to King 5 in Seattle, Washington, lawmakers passed a bill on April 27 that requires any manufacturer selling zero-emission vehicle (or ZEV) credits to pay a tax on that sale. Currently, Tesla is the only car manufacturer that sells those credits to other companies. In states like California, Washington, and 16 others, car manufacturers must ensure that a percentage of their vehicles are zero-emission when driven, either from electricity or hydrogen fuel. If a manufacturer can't deliver that percentage of ZEVs, they can purchase ZEV credits from manufacturers that are delivering a higher percentage. So, a company like Tesla can sell those credits to a company like Ford or General Motors to ensure that they make their quota of EVs delivered, even if they're not meeting the actual percentage. And because Tesla is the only EV manufacturer doing this, it's raking in money from the program. Tesla has earned $10.7 billion from the ZEV credit program, according to Politico estimates cited by King 5, and it accounted for 43% of the company's profits in 2024. "We never intended for this program to be a source of windfall profits for one manufacturer," said Rep. Joe Fitzgibbon (D-Seattle), who was the bill's primary sponsor. The bill would charge 2% of the sale price of each credit sold, and 10% of the average price of a credit for each credit banked. Overall, the program is estimated to generate $77.9 million in its first year and $202.9 million between 2027 and 2029. At this time, the law only impacts Tesla. Before the bill passed, an editorial in the Wall Street Journal suggested the proposal was "abusive lawmaking," per Teslarati. However, if other companies enter the ZEV credit sale market, they would be impacted as well. Nonetheless, the bill faced pushback from Tesla, which saw a 71% decline in net income in Q1 of 2025, as a growing number of automakers are introducing EV offerings to the market for consumers seeking more eco-friendly vehicles — also known for saving drivers money on fuel and maintenance compared to gas-powered vehicles. For more than 100 years, roads and bridges in Washington state have been paid for with gas taxes. But thanks to more fuel-efficient and electric cars, the tax revenue is declining, says House Transportation Committee Chair Rep. Jake Fey. In a press release, he noted that gas tax revenue funds more than a third of the state's transportation budget ($1.3 billion annually), and without action gas tax revenue will decline by over 70% by 2050, leaving roads significantly underfunded. Fey's new proposal is to charge car owners an annual fee based on the mileage of their vehicles. This alongwith a nine-cent increase to the state gas tax is part of the House $15.2 billion transportation budget proposal. 'It's easy to collect," Fey said to King 5. "It's easy to get the information on miles per gallon." The proposed fee would not apply to cars that get less than 25 miles per gallon — meaning vehicles that use more gas will not be charged the fee, since they already pay more in gas taxes. Fey's proposed per-mile fee would only apply to cars with more efficient engines — not plug-in hybrids or electric cars, which pay an annual registration fee. Traditional hybrids would no longer have to pay the $75 hybrid registration fee. Instead, they would be subject to the new Highway Use Fee. For example, a car that gets 26 miles per gallon would be charged about $7 per year in fees. A vehicle with 50 miles per gallon efficiency would pay $94 annually, according to KING 5. 'This is going to start in addition to the gas tax, which is also going to be raised, so there are some concerns there,' said Rep. Andrew Barkis, the top-ranking Republican on the House Transportation Committee, to King 5. 'But if this is a model that over time can morph into a road usage charge that replaces the gas tax, this is a good model.' Despite his support, Barkis ultimately voted against the transportation budget proposal, saying he'd prefer to see the state use sales tax from car purchases or the Climate Commitment Act to pay for road repairs. The Washington House and Senate must now negotiate and reconcile their transportation budgets to reach a final agreement before the end of the legislative session on April 27. While the proposed Highway Use Fee might not break the bank, it comes at a time when many Washington residents are already feeling the pinch of rising car-related costs. Washington already has one of the highest gas taxes in the country at 49.4 cents per gallon and this may go higher. Auto insurance rates are climbing across the country, and drivers are also paying more for repairs, parts, and vehicle registrations. A white Seattle man is in MAJOR trouble after allegedly attacking two people while spewing racial slurs at them. According to police, the suspect took it a step further than just offensive language. The King County prosecutor's office said a man called 911 on Feb. 25 to report seeing a white man attacking a woman outside of an apartment building in the First Hill neighborhood. According to King 5, the caller said two people were talking outside when the suspect approached them. Suddenly, the man erupted into a tirade of racial slurs, the caller said, per authorities. The race of the two individuals was not disclosed by authorities but police described the slurs to be 'anti-Black.' Things didn't stop there. The woman told officers the suspect leapt over a railing and charged at her. She claimed she was knocked to the ground before being hailed with a 'flurry' of punches and kicks while still being down, police said. The 911 caller corroborated this story, adding that the man fled the scene and ran back inside his apartment, per The Seattle Times. However, once the man left his home, police say he was arrested by responding officers. Police identified the man as 42-year-old John David French. The woman who was allegedly attacked suffered a knee laceration and swelling to her head and face, police said. French was taken into custody at the King County jail on a $20,000 bail. He was charged with second-degree assault and a hate crime offense. The report says French has no state record of prior convictions or arrests. Though, he did have a previous conviction for wrongful use of a controlled substance during his time in the U.S. Army in 2003, per the report. Now, he's managed to raise the number of reported hate crimes in the county to nine, per Seattle police data. Two moviegoers got an extra taste of action Tuesday night — and not just from their choice to view "Captain America: Brave New World." During a showing of the latest Marvel flick at Liberty Cinema in downtown Wenatchee, Washington, the ceiling of the theater collapsed onto the audience, local officials said. Wenatchee Fire Department responded to the collapse at about 8 p.m. on Tuesday night, finding two people in attendance. The department said in a statement that no injuries were reported. "Talk about an interactive movie experience... just not the kind you want!" the department said in a statement. Photos from the first responders show the movie still projected on the screen, but with a heap of snapped planks and ceiling tiles covering the front of the theater. A video from the fire department shows the spread of long, wooden planks poking up towards the now-gaping ceiling. Sun Basin Theatres, which owns the downtown Wenatchee cinema, told NBC News that the collapse was "unexpected." "We are all grateful that no one was injured when this occurred on Tuesday evening," spokesperson Bryan Cook said in a statement. Cook added that the theater's team is working with local authorities "to ensure a thorough investigation" to figure out what caused the ceiling to come crashing down. Wenatchee Valley Fire Department Battalion Chief Cam Phillips responded to the scene on Tuesday night, telling NBC News affiliate King5 that a couple had the theater to themselves before the untimely collapse. 'They heard some pops and cracking and the gentleman stood up and took a peek,' Phillips told King5. '[He] walked up toward the screen and as he looked up, he said, 'Run!'' Phillips added that the man's girlfriend didn't have time to react before the ceiling started to fall down around her, leaving her to be found covered in debris in her seat just one row behind the jumble of wood and insulation. 'We are really fortunate that this didn't happen on a Friday night or a Saturday night when the theater was full,' Phillips told King5.
