Internal quota: Cabinet discussion deferred to August 19
Amid serious differences between the Dalit right (Holeyas) and the Dalit left (Madigas) over the report on internal reservation submitted by the H.N. Nagamohan Das Commission, the State government on Thursday deferred the special Cabinet meeting scheduled for Saturday over a lack of consensus among Ministers from Scheduled Castes communities. The Cabinet meeting will now be held on August 19. While the Dalit left and microscopic SC communities have started an indefinite protest at Freedom Park here demanding the implementation of the Commission's recommendations, the Dalit right and allied castes have petitioned the government to disregard the report terming it as 'unscientific, incomplete and done with mala fide intentions.' Government sources said that the differences between the two groups have exploded with Ministers from the Dalit right and touchable communities, such as Bhovis and Lambanis, opposing the report and the Dalit left Ministers seeking its implementation. 'Because of a lack of consensus among the Scheduled Castes Ministers, Chief Minister Siddaramaiah decided to postpone the Cabinet meeting. He has asked all Ministers from the SC community to come to a consensus,' a source told The Hindu. Sources said that a meeting of Ministers had been convened at the residence of Home Minister G. Parameshwara on Wednesday. The Lambanis and Bhovis are learnt to have opposed the implementation of the recommendations since they feel their quota is meagre and they fear missing out on reservation benefits. 'Pressure is building on the government from both sides.' The Congress had in its manifesto ahead of the 2023 Assembly polls promised to implement internal reservation and had also made the Chitradurga declaration. Meanwhile, the Federation for Social Justice for Scheduled Castes, which is holding a protest in Bengaluru since August 11 seeking speedy implementation of the recommendations, met the Chief Minister on Thursday. They appraised him of their plans of an indefinite fast from Friday in support of their demand, but deferred it after the Chief Minister's assurance to address their concerns. The more than three decades old demand for internal reservation comes from the Dalit left groups that accuse the Dalit right of cornering reservation benefits in public education and employment avenues. The commission has sliced up the 17% reservation for Scheduled Castes among microscopic (1%), Dalit left (6%), Dalit right (5%), touchable castes of Lambanis, Kormas, Korachas, and Bhovis (4%), and a group of Adi Karnataka, Adi Dravida, and Adi Andhra (1%).

Cabinet receives panel report on internal SC reservations
Bengaluru: The Karnataka Cabinet has received the Justice HN Nagmohan Das Commission report proposing internal reservation within the Scheduled Caste (SC) quota. The commission was constituted in November last year to assess social and educational backwardness within the Scheduled Caste population and suggest equitable sub-reservation under the existing 17% quota allocated to SC communities. The proposal aims to address long-standing demands from various sub-castes within the SC umbrella, particularly groups who feel left out of the current system of reservation. 'The Cabinet has received the report and after studying it, on August 16 (Saturday), a special cabinet meeting will be held to discuss it and take a decision,' said Law and Parliamentary Affairs Minister HK Patil. 'Justice HN Nagamohan Das Commission has submitted the report after a scientific survey in a short period of time. 92% of the community's population has been covered,' he added. The internal quota framework suggested in the report reportedly includes 6% for SC (Left), also referred to as the Madiga community, and 5% for SC (Right), which includes Holeyas. A further 4% is proposed for SC communities such as Lambanis, Koramas, Korachas, and Bhovis. Another 1% has been suggested for over 40 nomadic tribes classified as micro communities, while the remaining 1% is earmarked for Adi Karnataka, Adi Dravida, and Adi Andhra communities. These percentages, according to people aware of the matter, are yet to be officially confirmed. After the Cabinet meeting, Patil refused to discuss the specifics of the report's recommendations. 'Though I have seen reports in the media, I have not compared it with the survey report,' he said. The recommendations come in the wake of a significant Supreme Court verdict dated August 1 last year, which clarified that states are constitutionally empowered to create sub-classifications within Scheduled Castes for targeted affirmative action. The apex court acknowledged the heterogeneous nature of SC communities and allowed for sub-reservation to uplift those who remain under-represented and socially or educationally disadvantaged. The formation of the commission was also influenced by increasing discontent among several sub-castes who argue that reservation benefits are disproportionately accrued by a few dominant groups. The SC (Left), in particular, has been vocal in demanding an internal quota to rectify what it describes as years of neglect under the broader SC category. To develop its recommendations, the commission relied on a scientific survey that covered 92% of the SC population across Karnataka. It took into account indicators such as access to education, public employment, and social status to determine how internal reservation might ensure a fairer distribution of the benefits of affirmative action.

Special Cabinet meeting on Aug 16 to discuss report on SC internal quota in Karnataka
The Karnataka Cabinet on August 7 received the H.N. Nagmohan Das Commission's report on internal reservation for 101 Scheduled Castes in the State, and decided to discuss the report in a special Cabinet meeting on August 16. Copies of the report were given to Ministers to study before a detailed discussion in the special Cabinet meeting on August 16, Law and Parliamentary Affairs Minister H. K. Patil told reporters after the Cabinet meeting. The 1,766-page report has made six recommendations. The commission considered social and educational backwardness, along with adequate representation in public employment, before arriving at a matrix for quota within the 17% reservation for SCs in public education and employment. The report is believed to have recommended 6% reservation for the Dalit left, 5% for the Dalit right, 1% to more than 40 nomadic tribes classified as micro communities, and 1% for Adi Karnataka (AK), Adi Dravida (AD) and Adi Andhra (AA) communities. According to sources, the report has recommended 4% quota for Lambanis, Koramas, Korachas, and Bhovis (touchable communities).

Karnataka Cabinet likely to approve Nagamohan Das report on August 7
The State Cabinet, which is expected to meet on Thursday, is likely to approve the recommendations of the commission headed by H.N. Nagamohan Das, which submitted its report on internal reservation for 101 Scheduled Castes in Karnataka to the government on Monday. According to leaked data, the report recommended 4% quota for Lambanis, Koramas, Korachas, and Bhovis (touchable communities) against the 4.5% recommended during the previous BJP government. It has provided 6% reservation for the Dalit left, 5% for the Dalit right, 1% to more than 40 nomadic tribes classified as micro communities and 1% for Adi Karnataka (AK), Adi Dravida (AD) and Adi Andhra (AA) communities. Lambani community leaders, including Legislative Assembly Deputy Speaker Rudrappa Lamani and former MLC Prakash Rathod, said that the community was 'disappointed' with the 4% quota recommended by the commission and demanded 5%, as more than 80% of the people have been living below the poverty line and as migrants. They claimed that there were several loopholes in the method adopted to collect the data of the community. Mr. Rathod questioned the authenticity of the data and claimed the Lambanis constituted 4.68% of the SC population in the State. Meanwhile, the Dalit left groups, which have been demanding internal reservation, have said that the government should implement the recommendations of the report at the earliest.

CM Siddaramaiah gets SC quota report; cabinet to discuss on August 7
BENGALURU: Justice (retd) HN Nagamohan Das submitted his report on sub-classification of reservation for Scheduled Castes (SC) to the state government on Monday. The report will be placed before the cabinet on August 7 to decide on its implementation, Chief Minister Siddaramaiah told reporters after receiving the report. Rubbishing controversies surrounding the SC caste survey by the commission, he said there were no issues with the survey. The report is 1,766-page long and includes the survey data and analysis with six recommendations. Justice Das' suggestions include division of 17% quota for internal reservation among 101 castes by classifying them as ABCD groups, within SCs. 'I was asked to submit a report on internal reservation under my chairmanship. We conducted the survey for 60 days by using a mobile app. Over 27 lakh Scheduled Caste families have been covered. Everything has been verified and the report submitted. It is now the property of the government. It is up to the government to accept or reject it,' Justice Das told reporters after submitting the report at Vidhana Soudha. The communities that participated in the survey are anxiously waiting to know their population and the quantum of reservation recommended for them. Systematic report made using modern tech: Dr G The SC left community leadership, which often claims that they are more in numbers than SC right, hope for not less than 6.5% out of the 17% reservation. Echoing the sentiments of the community, former minister HH Anjaneya urged the CM to make the Justice HN Nagamohan Das report public. While Bhovis, Lambanis, Korachas and Koramas have been classified as one group, other castes are also expecting their fair share of the quota. Ministers hailing from different SC castes - Home Minister Dr G Parameshwara, Social Welfare Minister Dr HC Mahadevappa, Food and Civil Supplies Minister KH Muniyappa, Excise Minister RB Timmapur, RDPR Minister Priyank Kharge and Backward Classes Welfare Minister Shivaraj Thangadagi were present when Justice Das submitted the report. The CM directed Chief Secretary Dr Shalini Rajneesh and social welfare department principal secretary to take steps to place it before the cabinet meeting on Thursday.
