DBKK urged to stop acting as federal tax collector
Yong KOTA KINABALU (June 1): Kota Kinabalu City Hall (DBKK) should stop playing the role of federal tax collector to hunt down inactive taxpayers, said former chief minister Datuk Yong Teck Lee. He said these hawkers and micro businesses are not major tax evaders. They are small, informal traders already battling rising costs, subsidy cuts, and declining purchasing power. Yong said the CEO of Lembaga Hasil Dalam Negeri Malaysia (Inland Revenue Board) had announced that LHDN Sabah collected RM5.7 billion in taxes from Sabah in 2024. LHDN also targets tax revenues of RM6.2 billion for this year 2025. This means an average of RM6 billion in taxes from Sabah per year for 2024 and 2025 alone. 'It is not rocket science that 40% of that RM6 billion tax revenues is RM2.4 billion. This RM6 billion tax revenues excludes other tax revenues collected by the Customs Department and other federal agencies in Sabah. 'Yet Sabah has not received its rightful 40 per cent share of that revenue that Sabah is entitled to under the constitution,' he said in a statement on Sunday. Yong said there is absolutely no reason for the federal government to delay making annual payments of at least RM2 billion to the Sabah government. Instead, Sabah is paid an interim amount of only RM600 million, which is a figure plucked from nowhere. He said enforcing tax compliance in this climate, while RM2 billion in Sabah's share remains unreturned, only worsens economic fragility and damages local economic resilience. 'DBKK must adjust its mindset. It should stop aligning with federal LHDN enforcement while the billions owed to this region remain unpaid. DBKK should not contradicts its role as a local government agency in uplifting livelihoods in Kota Kinabalu city,' said Yong. He called on the federal government to honour the 40 per cent entitlement without further delay. Until then, tax enforcement in this region should be re-evaluated, paused if necessary, and guided by consultation with the Sabah government and Sabah business organisations.

DBKK enforces ad rules, urges compliance
KOTA KINABALU (May 29): Kota Kinabalu City Hall (DBKK) has taken note of complaints from certain quarters regarding the enforcement actions on unlicensed advertisement installations within the city. It assured the public in a statement on Thursday that all actions taken are based on existing regulations and carried out transparently, fairly, and in the interest of the community. For public awareness, DBKK said all forms of advertisement installations such as banners, buntings, signboards on premises, or directional signs within DBKK's administrative area are subject to the Kota Kinabalu Municipal Council (Advertisement) By-laws, 1983, which have been in effect for the past 42 years and remain enforceable to this day. Therefore, any advertisement installation requires prior approval and a valid permit from DBKK. DBKK would like to emphasize that although the law does not mandate the issuance of a notice before a compound (fine) is imposed, it is DBKK's usual practice to issue a reminder notice to traders and premises owners as an initial step towards compliance. This reflects DBKK's consistent effort to adopt a prudent and educational approach. As a local authority, DBKK is merely fulfilling its responsibility to ensure that all parties comply with regulations transparently. This measure is crucial in maintaining an organized, clean, and advertisement-clutter-free city environment for the benefit of the entire community. DBKK has also introduced several initiatives to assist traders in obtaining advertisement licenses more easily. These include sharing information via official social media platforms, providing briefings during business license application processes, and offering a dedicated hotline for any advertisement-related inquiries. DBKK highly values the cooperation and contributions of business operators to the city's economic development. Therefore, DBKK urges all parties to continue working together by ensuring that any advertisement installation is carried out in accordance with legal procedures, so that Kota Kinabalu remains harmonious, tidy, and well-organized. For further inquiries or to appeal advertisement license matters, please contact the Licensing Department (Advertisement Section), DBKK at 088-521800.

Strategic tax compliance effort targets inactive taxpayers in KK
KOTA KINABALU: A joint verification operation targeting inactive taxpayers in Sabah's capital has uncovered 380 individuals still running businesses despite being listed as non-active in tax records. The four-day exercise, held under the Integrated Revenue Programme with Kota Kinabalu City Hall (DBKK), was a joint initiative between the Inland Revenue Board (LHDN) and DBKK, focusing on commercial areas such as Anjung Kinabalu, Anjung Senja and Todak Waterfront. LHDN chief executive officer Datuk Dr Abu Tariq Jamaluddin said the initiative aimed to identify inactive taxpayers who continued to operate businesses — a move to boost compliance and ensure accurate tax records. 'This strategic programme is not only about enhancing revenue collection but also strengthening compliance and ensuring our taxpayer records are accurate,' he said at the programme's closing ceremony on Thursday (May 29). Abu Tariq added that the programme utilised GeoHasil, a geo-location-based application, to streamline on-the-ground verification efforts. Business licence data provided by DBKK was also crucial in matching and confirming taxpayer status. Among the types of businesses identified were fresh produce vendors, food stalls, handicraft sellers, dry food traders, and wholesale market operators. He said the findings revealed untapped revenue potential and underscored the importance of shared, up-to-date data to support long-term compliance efforts. Kota Kinabalu Mayor Datuk Seri Dr Sabin Samitah, who also spoke at the ceremony, said DBKK was proud to play a proactive role in the initiative and hoped it would serve as a model for other local authorities nationwide. 'This programme reflects a meaningful collaboration between federal and local government, and we hope other local authorities will take similar steps,' he said. Sabin stressed that a fair and efficient tax system was essential for sustainable national development, enabling the government to deliver key services such as infrastructure, education, and healthcare. 'Through this joint effort, we're building trust and encouraging voluntary compliance while safeguarding national revenue,' he added. Both officials expressed hope that the collaboration will serve as a benchmark for other local councils aiming to strengthen tax governance through data sharing and coordinated verification exercises.
