Godavari-Banakacherla row: Revanth Reddy hints at moving SC; Centre may call Apex Council meet soon with him & Chandrababu Naidu
HYDERABAD: With tensions escalating between Telangana and Andhra Pradesh over the proposed Godavari-Banakacherla link project, the Centre is likely to convene an Apex Council meeting soon, bringing both chief ministers to the table to resolve the contentious water sharing dispute. The Apex Council-last convened in Oct 2020-is headed by Union jal shakti minister CR Patil. CM A Revanth Reddy and irrigation minister N Uttam Kumar Reddy, who met Patil in Delhi on Thursday, said the Union minister had assured them that the meeting would be held soon. During the hour-long meeting, Revanth made it clear that Telangana would not compromise on its water interests under any circumstances. He conveyed to the minister that while the state was open to resolving disputes through dialogue, it would approach the Supreme Court if the Centre's actions were not in Telangana's favour. Revanth proposed an alternative plan, stating that if AP truly believed surplus water was available in the Godavari, the Centre could consider linking the Icchampally-Nagarjuna Sagar route to lift water to the Penna basin, instead of Polavaram-Banakacherla. This, he said, could be centrally funded. The CM also urged the Centre to expedite the Krishna Water Disputes Tribunal-II verdict. Expertinspector Click Here Undo Revanth and Uttam argued that the Banakacherla project violates the interests of Telangana, as well as the Godavari Water Disputes Tribunal (1980) and the AP Reorganisation Act, 2014. They expressed concern over how the Union finance ministry and environment ministry appeared to be fast-tracking approvals for AP's projects while neglecting Telangana's. Revanth said AP's claim of basing the Banakacherla project on Godavari floodwaters had no legal or technical standing. "There is no mention of floodwaters or surplus waters in the GWDT-1980," he said, arguing that the entire project lacks regulatory grounding. Revanth reminded the Union minister that as per the Reorganisation Act, new inter-state projects must first be cleared by the Godavari River Management Board, Central Water Commission, and the Apex Council. "The AP govt violated mandatory procedures and is going ahead with project. Their claim that project is based on floodwaters is not only misleading but has no statutory support," he said. Uttam said Patil responded positively and confirmed that his ministry had not received any detailed project report related to Banakacherla from AP so far.

Cong govt fast tracking key irrigation projects: Uttam
Hyderabad / Nalgonda: Irrigation Minister Uttam Kumar Reddy on Sunday said that the Congress government had taken historic steps to correct decades of injustice in Krishna River water allocation and had fast-tracked key irrigation works across the State, especially in South Telangana. Addressing a detailed review meeting in Miryalguda, he said that due to persistent efforts by the Congress government, the Krishna Water Disputes Tribunal-II headed by Justice Brijesh Kumar had reopened the issue of 811 tmcft water allocations between basin States. He termed this a significant achievement and a clear contrast to the silence of the previous BRS government, which allowed Andhra Pradesh to increase the capacity of the Pothireddypadu head regulator and launch the Rayalaseema Lift Scheme without any protest. Uttam said that the Congress government was now installing telemetry instruments across all Krishna basin projects to ensure real-time monitoring and transparency in water usage. Reviewing specific works in Miryalaguda constituency, he gave detailed updates on several lift irrigation schemes. The Keshavpuram Lift Irrigation Scheme covering 3,032 acres had reached 60 to 70 percent completion and motors had already been ordered with the project expected to be operational by June. The Dumma Pothulagandi-Chamala Tanda scheme was designed to benefit 12,239 acres and had now progressed to groundwork and silt removal. The Bothalapalem-Wadapally lift scheme, meant for 8,610 acres, was about 10 percent complete and targeted for completion by mid-2025.

Karnataka to convene all-party meet, push Centre for Krishna water award notification
Bengaluru: Chief minister Siddaramaiah Saturday announced that an all-party meeting will soon be convened to discuss the implementation of the Krishna Water Disputes Tribunal-II final award, as the state prepares for a crucial inter-state water ministers' meeting called by the Union Jal Shakti ministry on May 7. After chairing a high-level meeting ahead of the Centre's proposed gathering of water resources ministers from the Krishna basin states, Siddaramaiah reiterated that the govt remains committed to protecting the interests of Karnataka's farmers and will pursue all legal avenues to secure its rightful share of Krishna river water. "We will pursue all legal options to secure the state's rightful share of Krishna river water," he added. The tribunal had delivered its final verdict on Dec 30, 2010, and submitted a further report on Nov 29, 2013, allocating 173 tmc of water to Karnataka. Of this, 130 TMC was earmarked for the Upper Krishna Project Phase-3 . However, Andhra Pradesh had filed a Special Leave Petition (SLP) in the Supreme Court challenging the tribunal's order. As a result, the Supreme Court, in its order dated Sept 16, 2011, directed that no notification of the award should be issued until further notice. Despite repeated representations from Karnataka, the Centre has not yet issued the gazette notification of the tribunal's final order. "It has been 15 years since the tribunal passed its award. Farmers in the UKP-3 region of north Karnataka are still waiting to access their legitimate share of water," the CM said. The CM also pointed out that the SC had previously directed the Centre to publish the Cauvery Tribunal's order, even when appeals were pending. A similar directive was given for the Mahadayi Tribunal award on Feb 20, 2020, and both verdicts were eventually notified by the Centre. Siddaramaiah stressed Karnataka will now demand the same approach for the Krishna Tribunal award. He also said they will mount pressure on the Centre to clear the decks for increasing the height of Almatti dam by issuing a notification of the award of Justice Brijesh Kumar Krishna River Water Disputes Tribunal, enabling the riparian states to utilise additional allocation of waters. "In its second award, the tribunal has allocated us 130 tmcft of additional water. To utilise this, we need to increase the height of the dam to 524 metres from 519 metres, he added. The state govt has resolved to continue pressuring the Centre to publish the notification and to consider seeking a modification of the 2011 SC order that restricts the notification of the award.
