
Karnataka to convene all-party meet, push Centre for Krishna water award notification
Bengaluru: Chief minister Siddaramaiah Saturday announced that an all-party meeting will soon be convened to discuss the implementation of the
Krishna Water Disputes Tribunal-II
final award, as the state prepares for a crucial inter-state water ministers' meeting called by the
Union Jal Shakti ministry
on May 7.
After chairing a high-level meeting ahead of the Centre's proposed gathering of water resources ministers from the Krishna basin states, Siddaramaiah reiterated that the govt remains committed to protecting the interests of Karnataka's farmers and will pursue all legal avenues to secure its rightful share of Krishna river water. "We will pursue all legal options to secure the state's rightful share of Krishna river water," he added.

The meeting, which was attended by deputy CM and water resources minister DK Shivakumar, along with ministers HK Patil, MB Patil, RB Thimmapur, Sharanabasappa Darshanapur, Shivanand Patil, chief secretary Shalini Rajneesh, advocate Mohan Katarki, focused on key issues.

One of the primary concerns discussed was the long-pending notification of the Krishna Tribunal-II award by the Centre. The tribunal had delivered its final verdict on Dec 30, 2010, and submitted a further report on Nov 29, 2013, allocating 173 tmc of water to Karnataka. Of this, 130 TMC was earmarked for the
Upper Krishna Project Phase-3
. However, Andhra Pradesh had filed a Special Leave Petition (SLP) in the Supreme Court challenging the tribunal's order. As a result, the Supreme Court, in its order dated Sept 16, 2011, directed that no notification of the award should be issued until further notice.
Despite repeated representations from Karnataka, the Centre has not yet issued the gazette notification of the tribunal's final order. "It has been 15 years since the tribunal passed its award. Farmers in the UKP-3 region of north Karnataka are still waiting to access their legitimate share of water," the CM said.
The CM also pointed out that the SC had previously directed the Centre to publish the Cauvery Tribunal's order, even when appeals were pending. A similar directive was given for the Mahadayi Tribunal award on Feb 20, 2020, and both verdicts were eventually notified by the Centre. Siddaramaiah stressed Karnataka will now demand the same approach for the Krishna Tribunal award.
He also said they will mount pressure on the Centre to clear the decks for increasing the height of Almatti dam by issuing a notification of the award of Justice Brijesh Kumar Krishna River Water Disputes Tribunal, enabling the riparian states to utilise additional allocation of waters. "In its second award, the tribunal has allocated us 130 tmcft of additional water. To utilise this, we need to increase the height of the dam to 524 metres from 519 metres, he added.
The state govt has resolved to continue pressuring the Centre to publish the notification and to consider seeking a modification of the 2011 SC order that restricts the notification of the award.

15 teachers dismissed in Buxar over selection irregularities
Buxar: Education department on Friday dismissed 15 teachers in Buxar who were appointed through the teachers' recruitment examination (TRE), citing serious irregularities in their selection. The action was taken by district education officer, Amarendra Kumar Pandey. According to official sources, 14 of the dismissed teachers are residents of Uttar Pradesh (UP), who fraudulently claimed the benefits of reservation meant exclusively for candidates with domicile of Bihar. The DEO cited official correspondence from the director of secondary education (letter no. 1341; May 15, 2024) and deputy director (letter no. 1507; July 15, 2024), which stated that reservation benefits are not to be extended to non-residents of Bihar. Prof. Kodandaram of TJS urges Centre to stop Polavaram-Banakacherla link
HYDERABAD Telangana Jana Samithi (TJS) president and MLC Prof. M. Kodandaram has demanded that the Centre stop the Polavaram-Banakacherla Link Canal project taken up by Andhra Pradesh in violation of the AP Reorganisation Act and without the appraisal and approval of the river boards, Apex Council and other statutory agencies. Speaking to newspersons here on Friday, he suggested that the Centre could go ahead with processing the appraisal of the Polavaram-Banakacherla project only after making allocation of water to the ongoing and contemplated projects of Telangana including the future needs in the Godavari Basin or else it would amount to violation of the riparian rights of Telangana. Prof. Kodandaram said neither Bharat Rashtra Samithi (BRS) president K. Chandrasekhar Rao nor his party leaders had any moral right to speak on the Polavaram-Banakacherla project. He also wondered by the Bharatiya Janata Party leaders from the State were keeping silent on the project that was bound to harm the interests of Telangana permanently. Against the allocation of 518 tmcft water to it, AP was already utilising over 630 tmcft, while Telangana was not utilising even half of the 968 tmcft allocated to it in the Godavari Basin. With the Polavaram-Banakacherla project, AP was conspiring to take away over 300 tmcft of water more to the non-basin areas at the cost of basin areas in Telangana. Meanwhile, BRS senior leader T. Harish Rao has criticised Chief Minister A. Revanth Reddy for his comments on the Polavaram-Banakacherla project in Delhi on Friday. He accused the Chief Minister of coming to a tacit understanding with his AP's counterpart and political guru N. Chandrababu Naidu to allow AP to have its way in illegally diverting the Krishna and Godavari waters to the non-basin areas. He pointed out that KCR had been demanding at least 1,950 tmcft water share in the Godavari surplus waters of over 3,000 tmcft in addition to the 968 tmcft of assured water allocated to Telangana by the Godavari Water Disputes Tribunal. Against the BRS demand of 2,918 tmcft, Mr. Revanth Reddy was conspiring to limit Telangana's share to just about 1,000 tmc ft, he alleged. Similarly, Mr. Revanth Reddy was talking about only 500 tmcft share in Krishna waters against 763 tmcft being demanded by KCR all along. Mr. Harish Rao sought to know the rationale behind Mr. Reddy's silence on not demanding the Apex Council meeting on the Polavaram-Banakacherla issue.
