Plea to shift Myanmar Kuki detainees from Imphal jail

The Kuki Organisation for Human Rights (KOHUR) has petitioned Manipur Governor Ajay Kumar Bhalla and the National Human Rights Commission (NHRC), seeking the transfer of 64 Myanmar nationals of Kuki ethnicity from the Imphal Central Jail to 'temporary prisons' in the Kuki-dominated districts of the State. In a separate memoranda addressed to Mr. Bhalla and NHRC Chairperson, Justice V. Ramasubramanian, on July 25, the rights organisation raised serious constitutional and humanitarian concerns over the continued detention of the Myanmar nationals. It highlighted the case of two of them, who have remained in jail despite completing their sentences. The KOHUR said the detention of the Myanmar nationals was a 'grave violation' of Article 21 of the Constitution of India, which guarantees the right to life and personal liberty, and a breach of international human rights conventions to which India is a signatory. The organisation referred to earlier gubernatorial notifications that permitted the relocation of Indian Kuki under-trial prisoners from Imphal and other sensitive zones to temporary prisons in the Kuki-dominated districts, such as Churachandpur, Kangpokpi, and Tengnoupal. The KOHUR statement, signed by its chairman, H.S. Benjamin Mate, pointed out that the Myanmar detainees share deep cultural, linguistic, and familial ties with the indigenous Kukis of Manipur. It said that denying these detainees relocation based on nationality 'constitutes discriminatory treatment' and the continued detention of individuals beyond their sentence was 'a clear instance of arbitrary incarceration and a miscarriage of justice'. In a letter to the Manipur Governor, the students' body said the decision was unjust and burdensome, especially for aspirants from the Kuki community who have been displaced or affected by the protracted violence in the State. It underscored the disproportionate impact such logistical decisions have on conflict-affected communities. 'If this request is not heeded, Kuki students in Delhi and across India may perceive this as an act of suppressing the educational opportunities of a particular community,' the organisation stated.

The Congress MP said he wanted to visit Phougakchou Ikhai, a peripheral area along the border of Meitei-dominated Bishnupur district and Kuki-dominated Churachandpur, on Sunday as it falls under his constituency. "I, an elected Member of Lok Sabha, was stopped from visiting Phougakchou-Ikhai Makha Leikai Keithel (Bazar) in Bishnupur district, which falls within my parliamentary constituency (Inner Manipur) today, despite the heavy presence of security forces, including the Indian Army, in the area guarding the place," the MP said in a late night post on X. "Tellingly, civilians belonging to other communities (such as Pangals) are allowed to travel through the same place right in front of me, a Member of Parliament of the largest democracy in the world!" he added. "It speaks of the clandestine ways through which the state has been nurturing a communally founded division of Manipur, and drawing up and enforcing an imaginary and unconstitutional line, the so-called 'buffer zone', in support of communal forces in the state," the Congress MP said. Phougakchao Ikhai, which was one of the first areas in Manipur to have been affected by ethnic violence which broke out on May 3, 2023, is now heavily guarded by security forces. Residents of the locality had fled after a violent mob coming from Churachandpur district vandalised and torched several houses in nearby Torbung on May 3, 2023. The attacks led to retaliation on Kukis in Imphal on the night of May 3, further spiraling the conflict in which over 260 people have died and thousands have been rendered homeless so far. PTI

Guwahati: An indefinite shutdown called by the Indigenous Tribal Leaders' Forum (ITLF) has brought life to a standstill across Manipur's Churachandpur district and other Kuki-dominated areas. The protest follows the killing of an elderly Kuki woman during a reported crossfire. The victim, Hoikholhing Haokip , wife of the Langchingmanbi village chief, was allegedly killed during an exchange of fire between security forces and unidentified militants on Thursday, June 19. The ITLF condemned the incident as a "grave injustice" and blamed the authorities for failing to protect civilians in conflict-hit areas. Meanwhile, violence continued in other parts of the state on the same day. In Bishnupur district, a farmer identified as Ningthoujam Biren Singh was shot in the arm by an unknown assailant while working in his paddy field in Phubala Maning. Live Events Singh, a resident of Phubala Awang Maning Leikai and a member of the Meitei community , was initially taken to the District Hospital in Bishnupur and later referred to the Regional Institute of Medical Sciences (RIMS) in Imphal. His condition is currently stable. In response to these incidents, combined security forces launched a search operation in and around Langchingmanbi, Heichanglok, and western areas of Phubala village. During the operation, security personnel came under fire and retaliated.
