Haryana to rebrand VCs as ‘Kulguru': Mahipal Dhanda

Haryana education minister Mahipal Dhanda on Friday said that the vice-chancellors (VCs) of all government universities in the state will now be referred to as 'Kulguru' instead of the current title 'Kulpati'. Dhanda, an MLA from Panipat Rural, said that an amendment to the University Act will be made to formalise this change. The announcement came during a one-day workshop on internship organised under the National Education Policy, 2020, by Haryana State Higher Education Council at JC Bose University of Science and Technology in Faridabad. Prof Som Nath Sachdeva, VC of Kurukshetra University (KU), was the guest of honour at the event. Dhanda also highlighted that Haryana is the first state in India to fully implement NEP. Prof Sachdeva, said that the university achieved a prestigious NAAC A++ grade and became the first to integrate NEP-2020 in all undergraduate, postgraduate and affiliated college programmes. Additionally, KU launched over 172 internship programmes through its virtual internship program portal (VIP), aligned with NEP. The university also introduced Apprenticeship-Embedded Degree Programs (AEDP) for courses such as BCA, Professional, Event Management, and Medical Lab Technology, starting this academic year.

The minutes of the meeting stated as agenda: "To change/rename of designation from 'Kulpati' to 'Kulguru' for the signature on the degree certificates and other academic documents." The directive has been marked for action by the Controller of examinations. "'Kulguru' is not only culturally significant but also gender-neutral, offering a more inclusive alternative to the conventional titles used in Indian universities," news agency PTI quoted a JNU official as saying. In Hindi, "pati" means husband, while "guru" translates to teacher, a gender-neutral term. 'Symbolic gesture': JNUSU president Reacting to the move, JNU Students' Union president Nitish Kumar said that instead of "symbolic gestures", the Delhi-based university should work towards "concrete gender justice." JNU Latest News: In an important change, Jawaharlal Nehru University (JNU) has decided to replace the Hindi word 'Kulpati" (which means head of an institution) with 'Kulguru" (which means teacher) as the official Hindi title for the Vice-Chancellor. The new term is meant to be more gender-neutral. This proposal was made by JNU Vice-Chancellor Shantishree Dhulipudi Pandit during a recent meeting of the university's working council. In 2022, while speaking at an event, the Vice-Chancellor emphasised that official titles should always be gender-neutral to prevent any future controversies. She mentioned that an important Executive Council meeting was scheduled for September 14, where she would propose replacing the term Kulpati with Kulguru. She added, 'When I joined this university, everyone used 'he' instead of 'she' — even on official documents. But I've since made sure that it's changed to 'she' wherever applicable." She also supported the growing demand to replace Kulpati with Kulguru going forward. JNU's decision follows similar steps taken in other states. In February, the Rajasthan government introduced the Rajasthan Universities' Laws (Amendment) Bill, 2025, aiming to replace 'Kulpati" and 'Pratikulpati" (Pro-Vice Chancellor) with 'Kulguru" and 'Pratikulguru" in all state university laws written in Hindi. The Bill, which was passed in March, explains that the Vice-Chancellor is both the executive and academic head of a university, and that the new terms reflect the traditional guru-shishya parampara (teacher-disciple tradition) from India's ancient education system. Similarly, in July last year, the Madhya Pradesh Cabinet approved a proposal to adopt the term 'Kulguru" for Vice-Chancellors.
