However, no final agreement was reached on the allocation of key government posts, sources told Rudaw. The KDP delegation was led by Kurdistan Region Prime Minister Masrour Barzani, who also serves as the party's deputy head. The PUK delegation was headed by party leader Bafel Talabani and included Deputy Prime Minister Qubad Talabani, a senior PUK figure. A PUK delegation member, speaking to Rudaw on condition of anonymity, said the meeting "proceeded in a positive and good atmosphere," but noted that no final decisions were made regarding cabinet positions. For his part, a member of the KDP's central committee also told Rudaw that the meeting between the two ruling parties was 'good.' Speaking on condition that his name be withheld, the KDP figure noted that the PUK had requested several sovereign ministerial portfolios. Sovereign portfolios traditionally refers to the topmost important ministries in a cabinet, including the defense, interior, foreign, finance and justice ministerial portfolios. In the Kurdistan Regional Government (KRG), the Peshmerga ministry functions as the equivalent of a defense ministry. The same KDP source added to Rudaw that his party only 'offered one sovereign ministry' to the PUK: the Peshmerga ministry. Rudaw's correspondent in Dukan, Peshawa Bakhtyar, confirmed that the KDP additionally agreed to hand over the finance ministry. However, according to Bakhtyar, the PUK additionally demanded the positions of interior and natural resources ministers, as well as the post of chancellor of the Kurdistan Region Security Council (KRSC). The PUK also requested that the authorities and duties of the Kurdistan Region's Deputy PM Qubad Talabani be defined in writing. The KDP reportedly rejected the aforementioned demands. Accordingly, further talks will be held. Of note, a former Kurdistan parliament lawmaker representing the KDP, Fadhil Basharati, told Rudaw on Tuesday that the PUK is seeking certain government positions that, based on "the election results,' should be allocated to the winning party - the KDP. The Kurdistan Region held delayed parliamentary elections in October. The KDP emerged as the leading party with 39 seats in the 100-member legislature, followed by the PUK with 23 seats. As no single party won a majority, a governing coalition will need to be formed, as has traditionally been the case. Since then, talks between the KDP and PUK on the shape of the KRG's tenth cabinet have been ongoing. Notably, the ongoing deadlock has significantly impacted the region's legislative process. Since the October elections, the Kurdistan Parliament has convened only once, in early December. No speaker, deputy speaker, or secretary were elected during that session, and no further meetings have been scheduled, as lawmakers await the outcome of the coalition talks.

He is pursuing a master's degree in Arabic language while tending to his flock. He had dropped out of middle school at a young age. But 16 years later, in 2008, he picked up where he left off, resuming his studies through open learning programs. He started again in seventh grade and has been continuing ever since. He graduated from Akre College's Arabic department and is now pursuing a master's degree in the same department. 'I'm currently in my second year, with only my thesis and a few English courses remaining,' he told Rudaw. Bakhtiyar, 45, also cares for about thirty sheep. Throughout his life, he's taken on many different jobs, but his true passion has always been teaching. 'This year, dust storm waves in the Kurdistan Region, especially in Erbil, will be more frequent compared to previous years. This is because Erbil is located on the dust storm path between Iraq and the southwestern Mediterranean Sea,' Rebin Samad, head of the surveying department at Erbil Polytechnic University, told Rudaw. Samad explained that reduced rainfall this year has given way to nine dust storms in Erbil so far. 'More intense waves are predicted,' he added. On Monday, health officials told Rudaw that nearly 550 people had been hospitalized across Iraq in a single day as a severe dust storm swept through multiple provinces, causing widespread respiratory problems. Earlier in the day, Amer al-Jabri, spokesperson for Iraq's meteorology and seismology directorate, said the storm was strongest in Iraq's central and western areas, with a lower impact expected in the north. Wind speeds were reported between 30 and 50 kilometers per hour, reducing visibility to as low as four kilometers. In Kirkuk alone, the number of hospitalizations doubled on Tuesday to more than 200. "There are two types of dust storms. One is an intense wave that covers Erbil, like what has been recorded these days. The other type is just dust settling rather than direct exposure to the wave, which causes less damage and has fewer negative effects,' Samad explained. According to his research findings, the most impacted neighborhoods lie in the south and west of Erbil, particularly those between the Kirkuk-Erbil and Mosul-Erbil roads. Samad recommended that an Erbil green belt initiative be prioritized in the southern part of the city, where the risk and damage are greatest. Samad explained that Iraq's weather is influenced by patterns in the northwestern Mediterranean, and Erbil acts as a corridor for dust waves moving through Iraq, making central Erbil particularly vulnerable. He further lamented that 41 percent of Iraq is now desert, and climate change is worsening the situation. A drop in rainfall and vegetation has caused a yearly decline in the number of date palms, further intensifying dust storm conditions. With desertification increasingly taking its toll on Iraq, the researcher warned that agricultural land and inhabited areas could soon be threatened unless urgent climate measures are undertaken. Dust storms are a familiar seasonal challenge in Iraq, but their frequency and intensity have worsened due to long-term drought, expanding desertification, and rising temperatures. In mid-April, over 3,700 people were admitted to hospitals across the country due to breathing difficulties caused by dust storms. The United Nations has urged immediate action to tackle Iraq's environmental deterioration. According to the environment ministry, Iraq has recorded an average of 272 dusty days annually over the last two decades. That figure could rise to 300 days per year by 2050 if current trends continue. Iraq is considered among the countries most vulnerable to climate change, with poor water resource management and upstream dam projects in neighboring countries further decreasing the flow of the Tigris and Euphrates rivers. The Diyarbakir (Amed) court convicted Ahmad Zeydan 'for 'aiding the terrorist organization and engaging in its propaganda' through the media,' the Turkish opposition media outlet ANKA stated. The Van mayor's supporters took to the streets on Tuesday to condemn the court decision which the DEM Party has criticized as 'unlawful.' #BREAKING: Abdullah Zeydan, mayor of Van from the pro-Kurdish DEM Party, has been sentenced to three years and nine months in jail for terror-related charges. His supporters are protesting the ruling. — Rudaw English (@RudawEnglish) February 11, 2025 Such court rulings in Turkey are widely seen as a precursor to dismissing mayors and replacing them with government-appointed trustees. Zeydan's tenure has been fraught with uncertainty since his victory in Turkey's local elections last March, when he secured over 55 percent of the votes for the pro-Kurdish Peoples' Equality and Democracy Party (DEM), defeating the country's ruling Justice and Development Party (AKP) candidate. However, his victory was quickly challenged by a local court, responding to a last-minute request by the justice ministry. As a result, the Van municipality was handed to the AKP runner-up. The move then sparked protests in the Kurdish-majority southeast and faced widespread criticism from both the AKP's allies and the country's opposition parties. The DEM Party later filed an appeal with the election board to challenge the removal of Zeydan, which was accepted, leading to his reinstatement as mayor. This is not the first time Zeydan has been sentenced on alleged terror-related charges. He was previously jailed between November 2016 and January 2023 on similar accusations. His rights were reinstated in 2022, allowing him to participate in the elections. Since 2016, dozens of Kurdish mayors have been dismissed and sentenced on 'terrorism-related' charges, for alleged ties to the Kurdistan Workers' Party (PKK), which Ankara designates as a terrorist organization. Dismissed mayors are then replaced with state-appointed trustees. Despite significant wins in most of the predominantly Kurdish regions in Turkey in the March elections, the DEM Party's affiliated mayors have frequently been dismissed.
