RAIPUR: With the Chhattisgarh govt advancing its plan to relocate the Vidhan Sabha to a new, state-of-the-art complex in Nava Raipur, Leader of Opposition Dr Charandas Mahant has written to chief minister Vishnu Deo Sai and Assembly Speaker Dr Raman Singh, urging the installation of a statue of Bharat Ratna Baba Saheb Bhimrao Ambedkar at the new Assembly complex. Dr Mahant stated that the architect of the Constitution, Baba Saheb Bhimrao Ambedkar, shaped the Constitution with clarity, foresight, and a spirit of social justice. He added that this serves as an ideal for any democratic nation and it is everyone's duty to follow it. Dr Mahant mentioned that during his tenure as Chhattisgarh Assembly Speaker, he announced the installation of Baba Saheb Bhimrao Ambedkar's statue in the proposed new Assembly complex. He noted that Prime Minister Narendra Modi gave his in-principle consent to attend the inauguration ceremony of the newly constructed Chhattisgarh Assembly in November 2025. Dr Mahant believes this would be an opportune time to unveil the statue of Baba Saheb Ambedkar, which would be a great honour for the Scheduled Caste community in Chhattisgarh and India. This would also serve the broader public interest in remembering the great leader's contributions. The new Assembly complex, situated in Sector-19 of Nava Raipur, spans approximately 51 acres. It is designed to include the main Assembly building, MLA rest houses, residential quarters for officers and employees, and an auditorium with a seating capacity of 500. The complex will be powered by solar energy, incorporate rainwater harvesting systems, and feature extensive plantations of native tree species such as Mahua, Kusum, Sal, and Sagon. The new Assembly complex is expected to be fully operational by September 2025. The relocation of the Vidhan Sabha marks a pivotal step in the development of Nava Raipur in Chhattisgarh's new capital. The city is envisioned as a modern, smart, and sustainable urban centre, integrating administrative functions with cultural heritage. The new Assembly complex is set to become a symbol of democratic values and the state's commitment to sustainable development.

Indian Solar Association to promote rooftop solar energy installations in houses

Efforts will be taken to install rooftop solar energy panels in two lakh houses in Tamil Nadu, said the Indian Solar Association Director C. Narasimhan. Mr. Narasimhan told The Hindu that there are just about 20,000 registrations from Tamil Nadu for the Prime Minister's Surya Ghar Yojana scheme. 'We have appealed to Chief Minister M.K. Stalin to provide net metering facility for these connections soon.' The association will organise awareness campaigns and a conference inviting all the solar energy panel providers and banks. A modern house typically requires about 3 kW of rooftop solar panels, and the government subsidy for this will be ₹78,000. The remaining cost can be financed through a bank loan. If around two lakh houses adopt solar energy, there will be a significant reduction in energy consumption from the grid. Additionally, commercial establishments can also install rooftop solar systems, saving ₹4 to ₹4.5 per unit of power. The association will also promote the Kusum scheme among farmers, encouraging the use of solar energy for water pumping. Mr. Narasimhan said Tamil Nadu will soon allocate lands for setting up storage facilities for renewable energy at six locations in the State. The Central government gives subsidy for setting up the storage facilities. These storage centres will enable the State to avoid power disruptions during peak hours, he said.

NEW DELHI: A Delhi court has sentenced a man to life imprisonment for killing his wife by setting her on fire in 2014. The court held that the case did not fall under the 'rarest of rare' category. The FIR was registered at Sarai Rohilla Railway Station police station. On April 9, 2025, Additional Sessions Judge Virender Kumar Kharta found Giriraj Kishor Bhardwaj guilty of murdering his wife Kusum. During sentencing on May 17, the court rejected the plea that poverty should reduce the sentence. 'Although aggravating circumstances outweigh mitigating ones, this case does not fall within the rarest of rare doctrine,' the judge said. The defence cited Bhardwaj's poor background, first-time offender status, his ailing father. The prosecution argued for maximum punishment, noting the crime's brutality and its impact on the children. The court directed compensation to Kusum's legal heirs under Section 357A of CrPC, as per the Delhi Victim Compensation Scheme, 2018, since Kusum had died.

New Delhi: Delhi's Tis Hazari Court has recently awarded a life sentence to a man who killed his wife by burning her in 2014. The court stated that the case does not fall under the category of "rarest of rare" cases. An FIR was registered at the Sarai Rohilla Railway Station police station in 2014. The court had held the accused guilty of murder on April 9, 2025. Additional Sessions Judge (ASJ) Virender Kumar Kharta sentenced Giriraj Kishor Bhardwaj alias Shyam Nagar for murdering his wife Kusum. The court rejected poverty as a significant mitigating factor and noted that the aggravating circumstances outweighed the mitigating ones. While sentencing the convict on May 17, the court said, "In the present case, the aggravating circumstances have outweighed the mitigating circumstances, but still, the present case does not fall within the purview of the rarest of rare doctrine." During arguments on sentencing, the defence counsel requested a lenient view. It was argued that the convict belongs to the economically weaker section of society. The counsel also stated that the convict's father is a senior citizen suffering from various ailments, and his mother has already passed away. It was further submitted that the convict is a first-time offender and could be reformed. Therefore, minimum punishment should be considered. On the other hand, the prosecution sought the maximum punishment for the convict. Additional Public Prosecutor (APP) argued that the convict committed the heinous offence of murdering his wife and deserved the maximum penalty. He further submitted that the sons of the convict and the dead have suffered immensely due to the convict's actions, as they had to discontinue their studies after the murder of their mother. It was also pointed out that the elder son of the convict and the dead has become a drug addict, while the younger son, a minor, is now working as a helper to a vegetable vendor. Regarding compensation to the family members of the dead , the court said that since Kusum is already dead , the convict cannot directly compensate her legal heirs. Therefore, the court directed on May 17 that compensation will be awarded to the legal heirs of the dead Kusum under Section 357A CrPC, as per the Delhi Victim Compensation Scheme, 2018 (Part-I).
