Mussoorie chokes on tourist traffic; locals, visitors face hours-long delays

Mussoorie: Mussoorie faced massive traffic snarls over the weekend, turning the usual one-hour drive from Dehradun into a gruelling three-hour journey for visitors and locals alike. 'Over 6,000 to 7,000 tourist vehicles turn up during weekends, and managing that number with limited parking facilities becomes a challenging task, forcing us to adopt 'out-of-the-box' measures like introducing a one-way plan to streamline traffic,' in-charge of Mussoorie police station Santosh Kunwar said. Recognising the problem of limited infrastructure, Mussoorie Municipal Board chairperson Meera Saklani said that the ongoing Dehradun-Mussoorie Ropeway and Mussoorie Tunnel projects are aimed at providing long-term relief from traffic congestion. Locals said most of the traffic jams in the town are due to narrow roads and consistent congestion in key areas, including Gandhi Chowk, Motilal Nehru Road, Picture Palace, and the stretch from Kingcraig to Zero Point. Library Chowk, a central junction directing traffic towards Mall Road, Kempty Falls, Company Garden, and the Lal Bahadur Shastri National Academy of Administration (LBSNAA), bears the brunt of the town's congestion. To mitigate the weekend rush, heavy vehicles, including tempo travellers and large buses, are not permitted to enter Mussoorie and are turned back from Kothal Gate. Additionally, traffic heading towards Kempty Fall is diverted from Gajji Bend towards Zero Point to avoid the bottleneck at Library Chowk. Also Read: Dehradun admin enforces BNSS Section 163 in Mussoorie to manage tourist influx The district administration has implemented satellite parking (parking facilities located away from the main destination, used to alleviate congestion) at Hathipaon and Kingcraig, located approximately two to three kilometres from Mussoorie. The Hathipaon road towards George Everest House was utilised as a parking yard for over 900 vehicles. 'Police teams deployed at the spot direct tourists to use shuttle services to Library Chowk and Picture Palace bus and taxi stands, encouraging them to avoid bringing their vehicles onto Mall Road,' inspector Kunwar said. 'Most tourists shy away from parking at the roadside in Gajji Bend, so the administration should develop a multi-level, secured parking facility where tourists can safely leave their expensive vehicles,' Mussoorie Hotel Association president Sanjay Agarwal said. Mussoorie is losing out on tourists as people are seeking quieter destinations due to persistent traffic congestion. 'We had come to relax in Mussoorie during weekend holidays, but instead were caught in a traffic jam-like condition which resulted in wasting our time on searching for an adequate parking space in Mall Road, as most of them were full,' said Harpreet Singh, a tourist from Jalandhar, Punjab. Viral video captures onlookers' reactions Meanwhile, the Dehradun-Mussoorie Ropeway project, currently under construction, is also expected to reduce pollution from tourist vehicles. 'With one terminal in Dehradun and another in Mussoorie, it will help in decongestion as tourists will park their vehicles in Dehradun and come to Mussoorie using the state-of-the-art ropeway,' Saklani said. Under the ₹700 crore Mussoorie Tunnel Project, a 2.74 km long, two-lane tunnel will be constructed that will help to bypass traffic in the main Mussoorie town area, including Mall Road and the Lal Bahadur Shastri National Academy of Administration (LBSNAA). 'The project's DPR has been prepared, and we have sought time from Union Minister Nitin Gadkari for laying the foundation stone. Once constructed, it will bypass the bottleneck at Library Chowk and help divert vehicles heading towards Kempty Fall and Yamunotri,' Saklani said.

Selected Civil Service Candidates Advised To Be Mindful On Social Media, Maintain Public Decorum

Newly selected candidates of the UPSC Civil Services Examination (CSE) 2024 have been issued a detailed advisory reminding them to uphold high standards of integrity, dignity, and discipline in all spheres of life-including on social media. The message emphasises that even before their formal training begins, their public conduct on social media will reflect on the image of the services they are about to join. In the advisory issued by Lal Bahadur Shastri National Academy of Administration (LBSNAA), the training institution for India's civil servants, candidates were reminded that "your past actions also will be a reflection of your character and personality throughout your career." It stressed that the journey of becoming a civil servant begins not with training, but from the moment of selection. "You should start displaying exemplary conduct that befits an officer right from this day and not wait for your training to start," it stated, highlighting their future roles in governance and public service. Stressing the role of civil servants as visible representatives of the State, the note said, "Civil servants are the public face of the State and their conduct is under constant public scrutiny." Candidates were urged to maintain "courteous, respectful, dignified and appropriate" interactions with the public, government personnel, elected representatives, civil society organisations, and vulnerable sections of society. The institution also reinforced its guiding motto: "Sheelam Param Bhushanam - Character is the supreme embellishment," calling on candidates to demonstrate "integrity, dignity, humility and rectitude at all times." Among the detailed behavioral expectations are: Rejecting all forms of inducement, such as gifts and hospitality Demonstrating gender sensitivity, punctuality, and compassion Adhering to civic manners and personal hygiene Abstaining from public consumption of intoxicants Dressing in modest and occasion-appropriate attire Social media conduct received special attention. The advisory warned that posts and online behavior, even at this early stage, can impact the reputation of the service. "Any posts made or facilitated by you on social media will also reflect on the service," it cautioned. Candidates were advised to avoid impulsive online activity: "Pause and reflect on the possible impact of what you are going to post." It further added that avoiding potentially misinterpreted or controversial content is advisable. While the use of technology was encouraged for improving service delivery, the message underlined the need for ethical and responsible digital behavior. "The Academy promotes the use of technology and AI for improving the speed and quality of services delivered to the citizens," it said, but with clear boundaries on self-promotion and conduct. Candidates were also encouraged to begin adopting a healthy lifestyle in preparation for the intensive physical and academic training that lies ahead.

LBSNAA NEW DELHI: Be mindful of social media and refrain from impulsive posts, stated official guidelines issued for those selected for the civil services this year (2024 batch). The guidelines, issued by Mussoorie-based Lal Bahadur Shastri National Academy of Administration ( LBSNAA ), also emphasise: 'It's important to keep a diligent account of financial issues and reject all forms of inducement such as gifts, hospitality and free publicity. In this context care has to be taken that your success is not leveraged inappropriately at any stage.' It added that the selected candidates should start following these norms from now on and should also familiarise their family members with the cultural norms of the service. The premier academy for training of civil servants also said 'any kind of social media that promotes self is strongly discouraged'. The advisory comes at a time when several civil servants seek to boost their social media presence. Some of the senior IAS officers told TOI that contrary to the earlier norm when civil servants remained in the background and focused on execution of assigned tasks, now there is self publicity by officers using social media in some cases. The guideline said officers should 'pause and reflect' on the possible impact before posting any comment. '...You should remain mindful, even at this stage, of avoiding posts that would or could defame the service ot its is advisable to avoid posting any content lest it may lead to misinterpretation at an individual/ institutional level,' it said. The academy has also urged the new recruits to show compassion and engage with people in a manner that while expressing their viewpoint they must not hurt others' sentiments. It said they must ensure their personal conduct and official and social interface with the general public, people's representatives, corporate entities, civil society organisations, govt personnel and vulnerable sections of the society is 'courteous, respectful, dignified and appropriate'. On Monday, Prime Minister Narendra Modi had urged civil servants to treat citizens as Gods and serve them. He had told young officers to reach out to the poor and their concerns.
