Kerala HC to monitor implementation of Chengara package

Kochi: High court has decided to closely monitor the implementation of the Chengara package, which aims to provide inhabitable land to marginalised communities. HC directed the revenue secretary to submit periodic reports on the progress of the implementation during the first week of every month, beginning Sept 2025. Justice S Manu issued the directive while considering a petition by Kunjumon of Nellikala in Ernakulam and 30 others, seeking directions to allot suitable land within their respective districts. Chengara package refers to a land allotment scheme introduced by the LDF govt in 2010 as part of the settlement of the Chengara land struggle. Upon reviewing the affidavits and reports filed by revenue officials, HC observed that no significant progress had been made in implementing the package. Although several interim orders had been issued and various authorities had filed reports and affidavits over time, the prevailing situation reflected a lack of meaningful advancement in distributing land to the beneficiaries. While some land had been allotted, there were disputes that much of it was uninhabitable. HC further noted that despite the formation of a committee chaired by the land revenue commissioner and additional committees at the district level to coordinate implementation, these efforts had not yielded the desired outcome. The bench observed that the issue warranted continuous oversight and accordingly ordered that the revenue secretary monitor the implementation and submit regular updates.

Thrissur: Chief minister Pinarayi Vijayan said on Wednesday that his govt will focus on helping people who have fallen prey to drug addiction through counselling and medical care, rather than isolating them. He emphasized that support from families and educational institutions is crucial for such initiatives. Vijayan made these comments during an interactive session with prominent citizens as part of the LDF govt's fourth anniversary said the plan is to launch a statewide anti-drug campaign with multiple agencies and the preparatory works were completed. The campaign will begin in educational institutions in June, he added. He asked families and educational institutions not to hide drug abuse cases out of fear of harming their reputation. He said they are not collecting information to punish anyone, but to help them overcome recalled how the Centre did not support Kerala during tough times. He criticized the opposition for not backing the govt when the Centre worsened the crisis by denying rightful assistance. He highlighted LDF govt's achievements over the past four years and claimed that Kerala is now ahead of other states in education, healthcare, poverty reduction, and industrial skips eventMetropolitan of Malankara Orthodox Syrian Church's Thrissur diocese Yuhanon Mor Meletius and DCC president Joseph Tajet criticized the govt event. I was invited for the event earlier and on Wednesday morning. Some govt representatives also gave me an ID for the event. I told them that instead of splurging money on such programmes, govt should try to resolve the agitation of ASHAs who are surviving on meagre wages. I'm not interested in such programmes unless govt takes steps to hike their wages, said Meletius, who is a vocal Left alleged that the programme exposed the pro-poor pretentions of the LDF govt. They don't have the time to talk to ASHAs, who are forced to survive on a meagre daily wage of Rs 232. But they have enough time to talk to prominent citizens, he asked.
