Separate crashes in Lafourche, Terrebonne parishes leave cyclists dead

TERREBONNE PARISH, La. (WGNO) — Troopers with the Louisiana State Police are investigating separate crashes in Lafourche and Terrebonne parishes that left two cyclists dead on Sunday, June 1. LSP officials said troopers responded to the first crash in Terrebonne Parish around 8:30 p.m. on Louisiana Highway 57 near Cedar Grove Road. City of New Orleans offering an amnesty program for past-due parking, traffic tickets Troopers said an initial investigation shows that 75-year-old Jerry Francis was riding a bicycle south on Louisiana Highway 57 when the bicycle was hit by a 2008 Lincoln Navigator also heading south. Francis suffered serious injuries and was taken to a hospital, where he later died. LSP officials said the driver of the Lincoln was uninjured and wearing a seatbelt. According to the LSP, Francis was riding the bicycle 'with no lights or reflective material' at the time of the crash. Around 10:30 p.m., LSP troopers said they responded to a crash on Louisiana Highway 308 at the intersection with Louisiana Highway 657 in Lafourche Parish. Atmos Energy offers advice for natural gas safety during hurricane season LSP officials said an initial investigation shows 28-year-old Johnathon Bourg was riding a motorized bicycle north on Louisiana Highway 308 while a 2021 Acura TLX was heading east on Louisiana Highway 657. According to troopers, Bourg rode the bicycle through a red light, causing the Acura to hit it while going through the intersection. Bourg was taken to a hospital, where he later died. The driver of the Acura was uninjured and wearing a seatbelt. Here's a recap of the latest in Louisiana political news. Landry signed an executive order to improve jail security after 10 Orleans Parish inmates escaped. He wants to implement transparency and accountability in criminal justice systems across the state. New Orleans' jail system was troubled decades before 10 inmates made an audacious escape The order includes Department of Corrections inmates being transferred to state-operated facilities, the Inspector General would oversee audits of case files, court clerks are asked to document continuance requests, and judges are asked to address unnecessary delays. The DOJ closed its investigation into LSP and retracted allegations that state police violated people's Fourth Amendment rights. The DOJ said LSP used excessive force against people who did not pose a safety risk to officers. 'I'm grateful that under Pam Bondi's leadership, the Justice Department is taking a hard look at the biased, politically-motivated conduct of the Biden Administration's DOJ,' said AG Liz Murrill. 'This report was issued two days before inauguration, with one day's notice to the Governor and me, and zero opportunity to even read it, much less comment. WEST BATON ROUGE, La. (Louisiana First) — A teenager from Texas is safe, and a 24-year-old is behind bars in connection with a missing persons case. According to the Louisiana State Police (LSP), troopers successfully located the missing juvenile from Texas after an agency request from the Texas Department of Public Safety (DPS). Just after 12:15 p.m. on Thursday, May 23, LSP received a BOLO (Be-On-the-Lookout) for a 2010 Chevrolet Malibu believed to be occupied by a missing 16-year-old, and a possible suspect, 24-year-old Angel Guerrero of Texas. Troopers saw the suspect vehicle on US 190 east of LA 413 in West Baton Rouge Parish and performed a traffic stop. The juvenile was identified and safely recovered. Guerrero was identified as the driver and was detained. Texas DPS was notified. LSP began to investigate further while making custody arrangements for the juvenile. Guerrero was arrested and transported to the West Baton Rouge Parish Jail and booked for improper lane usage, no driver's license, contributing to the delinquency of a minor, and as a fugitive for the Texas DPS. The juvenile was placed into the custody of the Louisiana Department of Children and Family Services, pending reunification efforts. Construction continues on state crime lab set for 2026 completion

BATON ROUGE, La. (Louisiana First) — Construction continues on the new Louisiana State Police (LSP) Crime Lab, slated for a 2026 completion. An LSP captain said the facility will provide more space, features, and law enforcement's biggest tool in addressing criminal cases. 'We're trying to meet those demands,' said Capt. Chad Guidry. A digital tour of the facility shows the new additions, including a dividable conference room, new meeting spots, outside features, and a new indoor gun range. 'You may hear that and go, 'They're going to just go in there and shoot guns,'' Guidry said. 'No. We actually can go distance determination, gunshot residue, we can fire larger calibers inside without having to go to a range offsite, or something like that.' The space will be double the current crime lab and be the biggest in Louisiana. 'The current crime lab is 53,000 square feet,' Guidry said. 'This is 118,000 square feet.' Louisiana has more than 11,000 unsolved murder cases dating back to 1965, according to a database posted by Project Cold Case. Guidry said more space means more analysts, and that could lead to more cases being solved. 'Adding more personnel down the road will help with that,' Guidry said. 'As science and technology advance, it'll make things a little bit easier.' Officials broke ground at the site in 2023, when the state stared down a large case backlog. Guidry said LSP is now doing better in that respect, but it was a pressing issue at the time. 'It takes more personnel, it takes more equipment, different types of equipment,' Retired Col. Lamar Davis said at the time. Construction is much further along than it was then, and Guidry said the foundation will be visible within the next two months. He said the initial $100 million estimate still stands. If the construction company informs LSP that costs have increased, Guidry said there would be tweaks to keep it at that total cost. 'We'd look at some cutbacks,' Guidry said. 'The cutbacks may be changing some of the shell pieces to the building, not adding a certain feature.' Guidry said taxpayers are not directly funding this project. Instead, it is funded through a bond agreement. The project has a 2026 completion estimate, but newer technologies are being implemented at the current lab. Guidry said LSP cannot simply wait on the new lab to be finished before adding that equipment. (Louisiana First) — Louisiana State Police troopers urge drivers to make safe decisions while behind the wheel following a crash in East Feliciana Parish that left a 21-year-old man dead. On Wednesday, May 21, troopers responded to the scene around 11 p.m. on LA 68, just north of LA 10, and learned Michael Lillie, of Jackson, was driving a 2014 Hyundai Santa Fe at a high rate of speed. According to LSP, Lillie failed to navigate a left-hand curve. The vehicle then ran off the road, hit a culvert, went airborne, struck a utility pole, and overturned. Lillie was not wearing a seatbelt and was pronounced dead at the scene. Troopers said impairment is unknown at this time, but a routine toxicology sample was collected for analysis. 'Troopers urge drivers to always make safe decisions behind the wheel: never drive impaired, always wear a seat belt, and avoid distractions.
