Clariant AG (CLZNF) Receives a Hold from Deutsche Bank
Deutsche Bank analyst Tristan Lamotte maintained a Hold rating on Clariant AG (CLZNF – Research Report) yesterday and set a price target of CHF10.00. Mayors locked in bitter village road dispute in south-west France
The mayor of Lartigue, population 41, some 80km south-east of Bordeaux, issued a municipal decree in December, to install a no-entry sign on a local road. Mayor Philippe Lamotte told Le Figaro he had installed the sign because: 'With GPS apps like Waze, more and more people are using this road because it's a faster route, especially to get to the coast at Mimizan or Biscarrosse. 'Traffic has increased tenfold in 15 years: we get all the people from Lot-et-Garonne! Advertisement 'We've set a speed limit of 30k/h, but some people drive at 80 on this very narrow road.' He said that some villagers are unable to sleep because of the noise of passing vehicles at night. He was, according to the local sub-prefect, within his rights to do so – but the decision has put him at loggerheads with officials from neighbouring communes, who were not consulted about the decision and whose residents cannot now pass through the village. The narrow road connects several villages, and residents of those communes can no longer use it on a daily basis. To make matters worse, one up-in-arms mayor said, although the decree was issued in December, the sign did not go up until May – meaning that the two-month limit to appeal against it had passed before the sign went up The legal status of the route is disputed. According to Lamotte, it's a Défense des Forêts contre l'incendie [forest fire defence] track, and therefore private. According to the mayor of nearby Giscos, it's a municipal road. The sub-prefect has contacted the préfecture to ascertain the impact the order may have on neighbouring communes, and to find out whether the decree was properly issued.
