THIRUVANANTHAPURAM: Candlelight flickered in front of the Secretariat on Sunday evening as animal lovers gathered under the banner of 'India Unites For Animals', a protest organised by People for Animals (PFA) Trivandrum. The protest was in the wake of a recent Supreme Court order that allows mass confinement of street dogs. Holding placards and candles, protesters called for scientific and compassionate alternatives to street dog management, including sterilisation, vaccination, licensing, and community-supported care systems. PFA Trivandrum secretary Latha Indira described the court order as 'reactionary' and lacking a practical foundation. 'It is a reaction to a single news item without deeper thinking. India doesn't have enough shelters, and the existing ones run by NGOs are already overcrowded. You cannot just confine animals somewhere without feeding, vaccinating, or sterilising them,' said Latha. Protestors warned that indiscriminate confinement would lead to suffering and violate both animal welfare norms. They emphasised the importance of the ABC (Animal Birth Control) programme but were also critical of its limitations. 'We are doing a genocide of native dogs. By pushing only for sterilisation, we are saying we don't want them to reproduce. What's the alternative? We need licensing, public awareness, and responsible ownership. We also need government support, not just token programmes,' said Latha. She argued that most dog bites reported as 'stray dog attacks' were in fact from pet animals.

Bengaluru: What began as a dream home makeover quickly spiralled into a prolonged nightmare for a city-based woman, after she entrusted a furniture firm with interior work at her new residence. Lured by promises of top-tier quality and timely delivery, she paid Rs 5 lakh upfront — only to be met with delays, dodges, and ultimately, a denial of responsibility and refund. But over two years on, justice has been served as a consumer commission has ruled in her favour, ordering the company to refund the amount with interest and pay compensation. The story began in March 2023, when Latha S, 58, from Shankarapuram approached the furniture company, Ocean of Design in Deepanjali Nagar, to get her new residence furnished. Impressed by assurances of high-quality standards and delivery, she engaged its services and made an advance payment of Rs 5 lakh on March 20, 2023, through a demand draft — a payment the company acknowledged. Little did she know this was the start of a prolonged ordeal. Despite repeated requests and follow-ups, the company failed to deliver the promised designs and furniture. Another revised estimate was sent on Sept 12. By then, Latha had already completed portions of the work with another vendor because of the unacceptable delay. She then requested the company to refund the advance paid, but the firm expressed its inability to do so. Instead, it offered to execute and deliver select furniture items — a foyer shoe rack, foyer seating, console, and crockery unit — and on Oct 18, 2023, sent an estimated bill of a little over Rs 9 lakh, which left her in shock. Latha alleged that the advance amount of Rs 5 lakh was not deducted from the new bill. When she questioned this, the company told her that the advance would be adjusted only if she entrusted it with the complete furniture contract. Latha expressed her willingness to pay the balance as per the latest invoice, but the company refused to proceed with any work, insisting on the full contract. It also declined to refund the advance. After repeated follow-ups for a refund yielded no results, Latha issued a legal demand notice on Aug 2, 2024. In its reply, the company claimed that the Rs 5 lakh wasn't an advance for furniture work, but rather a design fee for services, effectively denying her request for a refund. Aggrieved by the firm's conduct, on Jan 9, 2025, she filed a complaint with the IV additional district consumer disputes redressal commission, alleging unfair trade practices. Despite being served a notice, the firm was absent and was placed as ex parte. After going through all the evidence, the commission observed that the firm had failed to deliver the promised designs and furniture despite receiving an advance payment. It also noted that the company's claim that the Rs 5 lakh paid was not an advance but a design fee was untenable. In the absence of any defence from the company, the forum concluded that the complainant had successfully proved the allegations. Holding the firm guilty of careless and negligent service, the commission declared it was liable to refund the advance amount. The company has been ordered to refund Rs 5 lakh with 6% interest from the day of payment, aside from shelling out Rs 25,000 for service deficiency, Rs 10,000 for the complainant's pain and suffering, and Rs 10,000 as litigation costs.

CHENNAI: The corporation council adopted a resolution on Monday increasing the penalty for illegal sewage connections to stormwater drains or for discharging sewage waste onto the streets to a maximum of Rs 5 lakh, depending on the type of the building. The maximum penalty was earlier Rs 2 lakh. Following a direction from the Madras High Court to implement penalties for illegal sewage connections into stormwater drains in 2017, the GCC had fixed penalties at Rs 5,000 to Rs 10,000 for ordinary buildings, Rs 25,000 to Rs 50,000 for ordinary commercial buildings, and Rs 1 lakh to Rs 2 lakh for multi-storey buildings. The corporation has now proposed to increase this as Rs 10,000 to Rs 25,000 for ordinary buildings, Rs 50,000 to Rs 1 lakh for ordinary commercial buildings, and Rs 2 lakh to Rs 5 lakh for multi-storey buildings. This is as per Section 161 of the Tamil Nadu Urban Local Bodies Act 1998, said the resolution, which prohibits any individual from discharging refuse, trade effluents or waste into water sources or drains maintained by the municipal corporations. As part of the civic body's initiatives to eliminate manual desilting of stormwater drains, the council also adopted a resolution to hire a private contractor, M/s Sai Tube Well company, to clean the stormwater drains across the city using machines having a suction capacity of 4,000 m3/hour. The firm will also be responsible henceforth to transport the silt collected every 25 km to the dump yards using dumpers. In addition, three vehicle-mounted high-capacity suction-cum-jetting machines with a recylcing facility will be procured by the corporation at a cost of Rs 13.95 crore to be deployed in each of the three regions of the city corporation for cleaning silt catch pits in SWDs. During the question hour, Ward 97 Councillor Latha raised concerns over tenders being awarded to the same private contractor for work across the city, stating that it was resulting in delayed progress of work, especially desilting of stormwater drains. She urged the civic body to issue tenders to other contractors ward-wise to ensure that the work is completed on time and every qualified contractor from all classes received equal opportunity.

Hassan/Chikkamagaluru: Chikkamagaluru and Hassan districts continue to witness heavy rain, prompting authorities to declare holidays for anganwadi centres in the Malnad taluks of both districts on Wednesday. Sringeri in Chikkamagaluru received the highest rain of 77 mm, while Hettur in Sakleshpura in Hassan district received 180 mm of rain in the last 24 hours. Rain caused damages in both districts on Tuesday and Wednesday. Nearly 100 metres of retaining walls constructed along National Highway-75 between Anemahal and Donigal in Sakleshpur taluk were washed away. The concrete road built a few days ago alongside the highway also developed cracks. People are concerned that the retaining wall might collapse if the rain intensifies. In the Malnad region of Chikkamagaluru district, NH-169 connecting Sringeri to Mangaluru was blocked after a landslide near Nemmar, close to Sringeri. However, the NHAI authorities managed to clear the mud, allowing movement of vehicles. The road was blocked a week ago following the landslip. Due to this, traffic on the Kalasa-Karkala state highway was halted. Police and forest department personnel cleared the tree. Hassan deputy commissioner KS Latha Kumari visited and inspected the rain-affected areas on NH-75. She checked several locations in Shiradi Ghat, including Kollahalli and Aane Mahal in Sakleshpur taluk, for potential landslide sites. Latha said a detailed report has already been prepared to scientifically prevent landslides and work will commence after the monsoon season. The DC said that a meeting has been conducted to prepare for the monsoon, and instructions have been given to revenue and other officials to take precautionary measures. She also said the district disaster management unit is very active and prepared to handle any serious situation.
