Lesco revises net metering billing procedure

LAHORE: The Lahore Electric Supply Company (Lesco) has revised the billing procedure under the net metering project. Under the new procedure, the electricity generated and consumed will be recorded in the bills of consumers in a more transparent manner to improve the payment and clearance process. Through the amendment, all powers were delegated to the relevant SDOs. The powers to link the billing of AMI meters to the control room were delegated to the SDOs. The chief engineer sent a letter to all superintending engineers. Earlier, signatures were required at four places for billing in Lesco, SDO, Excion, SE and Manager PIU used to sign. With the change in the procedure, billing of large connections will be done on time. Timely billing will make things easier for consumers and Lesco. Copyright Business Recorder, 2025

Heavy rain disrupts power supply

PHOTO: EXPRESS The sixth spell of the ongoing monsoon season brought an hour of torrential rain to Lahore on Saturday, flooding streets and disrupting the city's power supply. The downpour affected more than 120 feeders of the Lahore Electric Supply Company (LESCO), leaving several neighbourhoods without electricity for hours. According to LESCO, the outages were caused by feeder tripping and other technical faults. Affected areas included the Township, Green Town, Samanabad, Gulshan Ravi, Qila Gujjar Singh, Shahdara, Imamia Colony, Shalimar, Baghbanpura, Harbanspura, Garhi Shahu, Mughalpura, and Bhati Gate, as well as several parts of the Walled City. Complaints of transformer damage also increased, leading to prolonged outages in some neighbourhoods. The Water and Sanitation Agency (WASA) reported that 65 millimetres of rain was recorded at Pani Wala Talab between 1:35pm and 2:35pm, inundating low-lying areas. Gulberg and Lakshmi Chowk received 58mm, Nishtar Town and Chowk Nakhuda 57mm, Farrukhabad 70mm, Gulshan Ravi 19 mm, Iqbal Town 39mm, Samanabad 37mm, Johar Town 34mm, and Qurtaba Chowk 23mm. The heaviest rainfall during the day was recorded at Pani Wala Talab at 77mm, followed by Lakshmi Chowk at 74mm. Upper Mall received 7mm of rainfall. Rainwater accumulated on major thoroughfares, including Mall Road, Jail Road, Canal Road, and at intersections such as Lakshmi Chowk, Davis Road, Empress Road, and Haji Camp. Model Town, Kot Lakhpat, Peco Road, Township, Green Town, Factory Area, Muslim Town, and Garden Town also experienced waterlogging. The downpour forced the postponement of the Independence Day Family Fun Race scheduled for the evening at Nishtar Park Sports Complex. Organisers cited water accumulation at the venue as the reason. The Pakistan Meteorological Department announced that a seasonal low persists over northern Balochistan, with moist currents from the Arabian Sea reaching the upper parts of the country. A fresh westerly trough is also affecting the northern areas. Hot and humid conditions are expected to continue across most of the country on Sunday, with rain, wind, and thundershowers likely in northeastern Punjab, Potohar region, Islamabad, upper Khyber-Pakhtunkhwa, Kashmir, and nearby hilly areas. Over the past 24 hours, hot and humid weather prevailed in most regions, with isolated rainfall reported in parts of Punjab. Lahore Deputy Commissioner Syed Musa Raza inspected drainage operations at Chowburji and reviewed WASA's response to monsoon rains. He directed WASA teams to expedite water removal from low-lying areas while ensuring minimal disruption for residents. He instructed all departments to remain on high alert and maintain close coordination to prevent water accumulation, particularly at vulnerable locations. Public advisories were also issued, urging citizens to avoid unnecessary travel during heavy rain, stay clear of electric poles and hanging wires, and drive cautiously in waterlogged streets. The DC said timely interventions and a comprehensive strategy to permanently address water accumulation were helping the administration maintain smoother traffic flow and safer public spaces during the ongoing monsoon season. The deputy commissioner also inspected anti-dengue operations in Raiwind, praising the health department for reducing larvae through consistent fieldwork. He ordered spraying in affected homes and nearby houses, with strict daily monitoring of high-risk sites. The DC warned against negligence, stressing the administration's commitment to providing a dengue-free environment in Lahore. With additional input from APP

LAHORE: Lahore Electric Supply Company (Lesco) CEO Ramzan Butt stated that during the successful operation 'Bunyan al-Marsus' in response to Indian aggression, Lesco stood alongside national security institutions. Under the directives of federal government, the Lesco established a special war room to ensure electricity supply to sensitive locations. The Lesco not only achieved record recoveries in these 100 days but also uncovered significant electricity theft scandals. The Lesco demonstrated outstanding performance last year by reducing losses of PKR 60 billion and exposing major electricity theft scandals, which is commendable. The Lesco took action against electricity theft, seizing 22,694,400 units valued at PKR 893,937,712. Of this, PKR 244,669,693 recovered, with 30,747 FIRs filed, 18,102 registered, and 716 individuals arrested. The Lesco also recovered Rs 1.895 billion from 42,588 defaulters. To address public complaints promptly, 13,744 court sessions were held, resolving 558 out of 585 overbilling complaints. Additionally, 1,088 complaints regarding faulty meters were resolved immediately, and 432 out of 444 transformer fault complaints were addressed. All 3,738 complaints regarding new connections were also resolved promptly. The longstanding issue of overbilling complaints has been diligently addressed, which was considered impossible just a few months ago. The Lesco successfully completed the annual maintenance of 123 grid stations. This maintenance work has proven crucial not only for enhancing the system's consistent performance but also for preventing overloads and faults, resulting in improved system performance and a reduction in complaints during the monsoon season. With the arrival of the monsoon season and Muharram, the Lesco has put all offices and operational teams on high alert. Additional materials were provided to ensure continuous electricity supply during Ashura. The Lesco has signed a historic agreement with CISNR aimed at digitizing the distribution network, reducing line losses, and promoting effective integration of solar energy. This agreement reflects Lesco's commitment to a digital and environmentally friendly future. New uniforms have been issued for line staff to enhance safety and identification, new mobile devices have been provided for meter readers, and a 'Lesco Safety Book' has been released for the protection of field staff. The Lesco has invited all vendors and manufacturers to register on the E-PADs digital portal to make the procurement system transparent, efficient, and modern. Special training programmes for female employees have been organized at Lesco's Regional Training Center (RTC), focusing on technical skills, safety measures, and administrative matters. These training programmes reflect Lesco's vision of promoting gender equality and inclusion. To ensure timely resolution of consumer complaints, 12 mini trucks have been provided to various offices for operational teams to ensure immediate response. The Lesco has successfully completed the project of undergrounding electricity wires around the Lahore Fort and Mall Road, aimed at enhancing the beauty of the city and preserving historical sites. The initiative, titled Apna Meter, Apni Reading, was announced by LESCO Chief Executive Officer Ramzan Butt during a recent address at the Lahore Chamber of Commerce and Industry. While further technical details and visuals of the app remain undisclosed, the official launch is expected soon. The project aims to increase transparency and reduce billing disputes. In his remarks, Butt underscored the critical role of the energy sector in national stability. 'There is a growing consensus that the survival of the country depends directly on the viability of the power sector,' he said. He stated that a Rapid Response Force has been deployed to ensure quick restoration of electricity in the event of weather-related outages or other disruptions. Addressing concerns of overbilling and faulty readings, Butt dismissed such claims, asserting that consumer complaints are being actively resolved. 'Lesco is addressing all concerns, including meter replacements and new connections, at consumers' doorsteps,' he said. He further stressed the importance of business leaders, noting that their energy consumption drives economic momentum. 'The role of the business community in supporting the power sector is indispensable,' he added. To curb industrial disruptions, Butt said directives have been issued to prevent tripping incidents on industrial feeders. He also responded to concerns about First Information Reports (FIRs), assuring stakeholders that Lesco is implementing safeguards to prevent undue legal action. On meter malfunctions, he acknowledged that some issues arise due to lack of awareness among industrial users. 'Responsibility for meter monitoring has been reassigned to meter readers to address this gap,' he said. LESCO also confirmed that there are no material shortages affecting operations at present.
