Egypt, Algeria, Tunisia revive Libya talks amid western fragility

The foreign ministers of Egypt, Algeria, and Tunisia met in Cairo on Saturday to reactivate a trilateral mechanism focused on Libya, amidst concerns over the evolving situation and fragility in the west of the country. Badr Abdelatty, Egypt's Minister of Foreign Affairs and Emigration, hosted the meeting. He was joined by Ahmed Attaf, Minister of Foreign Affairs and the National Community Abroad of the People's Democratic Republic of Algeria, and Mohamed Ali Nafti, Minister of Foreign Affairs of the Tunisian Republic. The discussions centred on developments in Libya, joint coordination on the unfolding situation, and a shared desire to exchange views and assessments to support Libya at this critical time. The trilateral mechanism involving Egypt, Algeria, and Tunisia was initially launched in 2017 and became inactive in 2019. The Cairo meeting signalled the reactivation of this joint initiative, stemming from the three nations' commitment to supporting security and stability in Libya. Minister Abdelatty emphasised the 'special relationship that binds Egypt, Algeria, and Tunisia with the sisterly state of Libya and the depth of historical ties, human connections, and intertwined interests between the three countries and Libya.' He pointed to the 'priority that the Libyan file represents for the national security of Egypt, Algeria, and Tunisia as direct neighbouring countries to Libya,' stressing the 'necessity of providing support for efforts aimed at launching a political process to settle the crisis in Libya.' The Egyptian Foreign Minister outlined the parameters of Egypt's position on the developments in Libya, which supports a 'Libyan-Libyan solution path without dictations or external interference or bypassing the role of Libyan national institutions, leading to the holding of presidential and parliamentary elections simultaneously.' He underscored the 'importance of respecting the unity and territorial integrity of Libya and keeping it away from external interference, supporting the efforts of the United Nations in communicating with all spectrums of the Libyan people, and the need to concert international efforts to enforce relevant UN resolutions regarding the withdrawal of all foreign forces, mercenaries, and foreign fighters from Libya, in a way that contributes to restoring security and stability.' Regarding recent developments in the Libyan capital, Tripoli, the three ministers agreed on the importance of maintaining security and stability throughout all Libyan territories, safeguarding the state's resources and national institutions, and respecting the unity and integrity of Libya. They called for preserving peace, renouncing violence, and upholding the Libyan national interest above all considerations. They affirmed their commitment to continue working with regional and international partners to provide assistance and all forms of support to Libya and to work towards ensuring the security and safety of its people. In a final communique, the ministers stated that their meeting in Cairo on 31 May 2025, held within the framework of historical and fraternal ties and a shared destiny with Libya, and stemming from the sincere determination of their respective leaderships, served to resume the trilateral neighbouring countries' mechanism to discuss the latest developments and push towards the desired political solution in Libya. In light of the serious developments and evolving security situation in Tripoli, the communique detailed that the ministers renewed their call to all Libyan parties to exercise utmost restraint and immediately halt any escalation to ensure the safety of the Libyan people. The ministers stressed the importance of upholding the interests of the Libyan people, preserving their resources and properties, and achieving consensus among all Libyan parties, under the supervision and support of the United Nations and with the assistance of neighbouring countries. This, they stated, should lead to endingthe division and moving forward with the political process towards unifying institutions and holding parliamentary and presidential elections simultaneously. The communique further emphasised the necessity of expediting a solution to the Libyan crisis and ending political division to avoid further escalation, the spread of violence and terrorism, and the widening of the conflict, affirming that Libya's security is integral to the security of its neighbours. The ministers reiterated the need for full Libyan ownership of the political process, stating that the solution must be Libyan-Libyan, emanating from the will and consensus of all components of the Libyan people, with UN support and assistance, and in a manner that considers the interests of all Libyans without exclusion. The ministers, through the communique, affirmed their rejection of all forms of external interference in Libya, which they said would fuel internal tension and prolong the crisis, thereby threatening security and stability in Libya and neighbouring countries. They also stressed the need to continue supporting the efforts of the Joint Military Committee (5+5) to consolidate the existing ceasefire, ensure the withdrawal of all foreign forces, foreign fighters, and mercenaries within a specified timeframe, and reunify military and security institutions, in full harmony with ongoing efforts within UN, African, Arab, and Mediterranean frameworks. Finally, the ministers agreed to continue coordination among the three countries and the United Nations to assess the situation in Libya and exchange views on the future of the Libyan political scene and how to cooperate to achieve security, stability, and development in the region. The foreign ministers of Tunisia and Algeria expressed their sincere thanks to Egypt for hosting the meeting at this critical time and for the warm reception and generous hospitality. The communique concluded by stressing the need to hold periodic meetings of the trilateral neighbouring countries' mechanism, with the next ministerial meeting planned to be held in Algeria, followed by another in Tunisia, before the end of the current year.

This evacuation occurred amidst an unstable security situation gripping the country. This action transcends a mere evacuation operation; it serves as a tangible embodiment of the political leadership's profound concern for the lives and dignity of Egyptians and the state's unwavering commitment to protecting its citizens wherever they may be. This clearly reflects the philosophy of the New Republic, which places human beings at the heart of its priorities. In this context, Dr. Ayman Mohaseb, Deputy Chairman of the Arab Affairs Committee in the House of Representatives, lauded the swift action taken by the Egyptian state, implementing President Abdel Fattah El-Sisi's directives to repatriate 71 Egyptian citizens from Libya amid the volatile conditions in Tripoli. He emphasized that this event clearly demonstrates the political leadership's dedication to safeguarding the lives of Egyptians abroad and its unwavering support for them during times of crisis. Dr. Mohaseb stated that this move affirms that the Egyptian state does not leave its citizens abroad as prey to any dangers and that there is a firm political will to provide the highest levels of protection and care for Egyptians wherever they are found. The Member of Parliament commended the full coordination between the Ministry of Foreign Affairs, the Egyptian Embassy in Tripoli, and the operations room established by the Ministry to monitor the conditions of Egyptians moment by moment. He affirmed that this rapid and effective mechanism reflected the level of readiness and professionalism in dealing with the developments in the Libyan scene and its repercussions on Egyptian communities. Dr. Mohaseb pointed out that the escalating tensions in Libya in recent days, the increasing severity of the political division, and the subsequent widespread protests in the Libyan street necessitate serious international intervention to contain the crisis and pressure the Libyan parties to sit at the dialogue table to reach a comprehensive settlement that guarantees lasting security and stability. MP Ayman Mohaseb added that the continued political chaos in Libya not only affects the brotherly Libyan people but also extends its impact to neighboring countries, including Egypt, which has always sought to achieve a national Libyan-Libyan consensus away from foreign interference, while respecting the unity and sovereignty of Libyan territory. He called on the international community and the United Nations to assume their legal and humanitarian responsibilities in containing the Libyan crisis, stressing that Egypt will always remain a defender of the region's peoples and a supporter of peace and stability tracks. Repatriation of Egyptians from Libya Reflects State Vigilance and Concern for its Citizens Engineer Hazem El-Gendy, a member of the Senate, also praised the significant efforts exerted by the Egyptian state, under the directives of President Abdel Fattah El-Sisi, to repatriate Egyptian citizens wishing to return from Libya. He affirmed that this step reflects the vigilance of state agencies and their rapid action to protect their citizens abroad and their constant concern for their safety and security, especially in times of crisis. In a statement, El-Gendy explained that the Egyptian government's success in repatriating 71 citizens from the Libyan capital, Tripoli, via an EgyptAir plane came at a highly sensitive time, given the security disturbances and escalating political tensions in Libya. This reflects the Egyptian state's ability to move quickly and in a coordinated manner to protect its citizens abroad and embodies its national and responsible role in providing a safe haven for Egyptian citizens in conflict zones. The Senator added that this step confirms that the Egyptian state does not abandon its citizens abroad and that there is high-level coordination between the concerned ministries, foremost among them the Ministry of Foreign Affairs, which played a pivotal role in communicating with Egyptians stranded in Libya and registering their data, as well as the operations room formed by the Ministry to monitor the situation moment by moment and take the necessary logistical measures to transport them safely to their homeland. In the same context, El-Gendy stressed the importance of pushing towards a comprehensive and sustainable political settlement in Libya, emphasizing that security or military solutions will not bring stability but will rather complicate the Libyan scene and threaten its unity and territorial integrity. He stated that Egypt has always been a supporter of all political initiatives aimed at achieving Libyan-Libyan consensus away from foreign interference. El-Gendy called on all Libyan parties to prioritize national interest, work to renounce disputes and division, and sit at the dialogue table to reach a formula that guarantees the peaceful transfer of power and the organization of elections as soon as possible, thereby achieving the aspirations of the Libyan people for stability and development. He urged the international community to support peaceful settlement efforts and work to end the state of political stalemate that has dominated the Libyan scene for years. MP Hazem El-Gendy warned that the continuation of tensions will lead to a deterioration of the humanitarian situation and threaten security in the entire region, stressing that the repatriation of Egyptians from Libya is a clear message of the Egyptian state's vigilance and its readiness to act immediately in times of crisis. It also reflects the political leadership's philosophy of protecting the dignity of the Egyptian citizen wherever they are found. Embodying the State's Strength and Affirming that Citizen Dignity is a Red Line In the same vein, Major General Dr. Reda Farahat, Deputy Chairman of the Conference Party and Professor of Political Science, stated that the Egyptian state's success in repatriating 71 detained citizens from Libya reflects the strength of the Egyptian state and its security and diplomatic apparatuses. It reaffirms that the dignity of the Egyptian citizen abroad is a red line that cannot be crossed and that the political leadership, headed by President Abdel Fattah El-Sisi, places the security and safety of the Egyptian citizen at home and abroad at the top of its priorities. The Professor of Political Science added that the recent operation to liberate and return Egyptian citizens from Libya clearly demonstrates the level of coordination and integration among Egyptian state institutions, whether the Ministry of Foreign Affairs or the national security agencies concerned. This is not the first time that Egypt has succeeded in resolving similar crises involving citizens in conflict or threat zones but rather comes within a consistent approach that translates the state's orientation towards protecting its citizens, no matter the challenges. The Professor of Political Science explained that the state's rapid response to move immediately upon receiving information about the detention of Egyptians there, followed by its success in returning them safely to their homeland, confirms that the state possesses effective and influential tools in the region and that it has a pivotal role in the Libyan issue, stemming from its keenness on Libya's stability and territorial integrity and confronting any threat to Egyptian national security. The Deputy Chairman of the Conference Party pointed out that this achievement is not only a victory for the detained Egyptians and their families but also a reassuring message to all Egyptians working abroad, indicating that the state stands behind them, monitors their conditions, and will not abandon them no matter the distance or the complexity of the circumstances. He added that this operation reflects the strength of Egypt's regional position and the extent of the respect of other countries and entities for the Egyptian state when it intervenes in such crises. Farahat stressed that this event should be a motive for greater awareness on the part of citizens, especially regarding illegal travel or going to unsafe areas, noting that what happened is one of the fruits of the New Republic, which believes in the value and dignity of the citizen and is keen to place the Egyptian human being at the heart of the security, development, and stability equation.

CAIRO – 18 May 2025: President Abdel Fattah El-Sisi received US Senior Advisor for Africa and Senior Advisor to the President on Arab and Middle Eastern Affairs Mr. Massad Boulos, on Sunday. The Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said Mr. Boules conveyed the greetings of US President Donald Trump to President El-Sisi, which the President appreciated and emphasized the deep strategic relations between Egypt and the United States as well as Egypt's keenness to strengthen them across various fields in line with the interests of both countries. The meeting addressed the latest developments in the Middle East and ways to restore regional stability. President El-Sisi stressed the necessity of reaching an immediate ceasefire in the Gaza Strip and the facilitating the flow of humanitarian aid, appreciating the joint mediation efforts by Egypt, the United States, and Qatar, and affirming Egypt's commitment to continuing this coordination in the coming period. Mr. Boulos affirmed the United States' commitment to continuing joint efforts with Egypt to restore regional calm in a way that serves the interests of all parties. The meeting also addressed the situation in Libya and ways to restore stability. President El-Sisi reiterated Egypt's commitment to a Libyan-Libyan solution. The President stressed that Egypt has been and remains the country most affected by Libya's instability and the most dedicated to supporting all proposed political settlement steps and consensus on a unified government that enjoys credibility among Libyans, with political support from the House of Representatives, the High Council of State, and the Presidential Council, and whose core mission would be holding simultaneous presidential and parliamentary elections. The meeting also touched on the situation in Lebanon, Sudan, and Yemen. Both sides stressed the urgent need to protect stability in these countries and safeguard their resources, sovereignty, and territorial integrity. The meeting also covered developments in Africa, particularly in the Horn of Africa and the Sahel regions, and efforts to underpin stability in those regions. This is in addition to strengthening the role of governments and state institutions to serve the interests of their people. The meeting was attended by Minister of Foreign Affairs, Emigration and Egyptian Expatriates Dr. Badr Abdelatty and Director of the General Intelligence Service Mr. Hassan Rashad. From the US side, US Ambassador to Egypt Herro Mustafa Garg and Deputy Assistant Secretary for North Africa.
