Controversy surrounds mayoral appointment in KwaDukuza Municipality
The KwaDukuza Local Municipality is expected to hold another special council meeting to elect a mayor and deputy following the last minute cancellation of a meeting last week. The ANC regional task team coordinator Nkosenhle Mngadi said the reason for the cancellation was because of Luthuli House's intervention which reminded the provincial structure about interviews which first had to be conducted by the team of the National Working Committee. Mngadi said the party's Secretary General Fikile Mbalula, called them and asked them to hold the appointment because it would be unprocedural to choose a mayor and deputy without due process being followed, including interviewing the candidates. "I think it was an oversight from our side. We committed the process of interviewing the candidates which is now an ANC policy for the appointment of all mayors of ANC-led municipalities. Our SG called to remind us so we are waiting for him to let us know which NWC members will conduct the interviews. We expect these to be completed by Wednesday so that the Speaker convenes a special meeting on Friday," said Mngadi.

R12 million for road projects in Driefontein and Acaciavale
Mayor Zama Sibisi yesterday (July 29) introduced a contractor for the Malva Road project in Ward 20, Acaciavale, under Alfred Duma Local Municipality. Sihlahlasiyahluma Construction (Pty) Ltd was announced as the contractor at an event that was held near the Acaciavale Community Clinic. R6 million has been allocated for the job, which is estimated to take about six months to complete. The project will create approximately 14 job opportunities for local residents. Also read: Municipality improves informal trading conditions in town Another project was launched in Ward 19, Driefontein, where Muntuza Engineering was announced as the contractor for the Mhlwaneni Road upgrade. Similarly budgeted at R6 million and scheduled for completion within six months, this project aims to significantly improve road quality and accessibility in the area. It is anticipated to generate 15 job opportunities for locals. The projects are funded by the Department of Co-operative Governance & Traditional Affairs (CoGTA). Sibisi emphasised the critical role these infrastructure upgrades will play in improving residents' daily lives by providing better access to essential services and boosting local economic activity. In closing, the mayor called on all community members to fully co-operate during the construction phase of these projects. Lindiwe Nhaca returns as deputy mayor of KwaDukuza amid ANC shake-up

Image: supplied In what appears to be a vote of confidence in all 28 current councillors of the ANC in KwaDukuza Local Municipality, the ANC is set to appoint former Ilembe District Municipality Sduduzo Gumede and former KwaDukuza mayor Lindiwe Nhaca as deputy mayor. The council will hold a special meeting on Thursday to elect a new mayor and deputy mayor after a month-long uncertainty following the provincial leadership's decision earlier this month to sack mayor Ali Ngidi and his deputy Njabulo Cele. The special meeting was confirmed by the regional task team coordinator Nkosenhle Mngadi. The special meeting was necessitated by Ngidi's resignation on Friday after hanging on, which many regarded as defiance, because the ANC had directed that by last week the mayor should have been elected. 'We can confirm that the council will hold a special meeting on Thursday where a new mayor and deputy mayor will be elected. We can also confirm the current mayor tendered his resignation letter on Friday,' said Mngadi. He refused to be drawn into who the party would be fielding as candidates for the positions between Nhaca, Gumede and Dolly Govender as they were selected for the two vacant positions, however, reliable sources within the party, said the party has opted to bring back Gumede for the mayoral position as well as Nhaca for the deputy mayor position, thereby overlooking all 28 current councillors. Gumede was a district mayor in 2016 until 2021 then disappeared into political wilderness. Nhaca was unceremoniously kicked out of her mayoral position in November last year by Mtolo who replaced her with the ousted Ali Ngidi through a vote of no confidence after she defied Mtolo's orders to voluntarily resign. In a surprise move, Nhaca's name was forwarded to the provincial's deployment committee alongside former Ilembe district Municipality mayor Siduduzo Gumede and current KwaDukuza Speaker Dolly Govender to choose the mayor from them. On July 2, ANC provincial task team coordinator Mike Mabuyakhulu summoned the party caucus, where he presented the report and the recommendations of the team that the party had appointed in April to investigate the reported abuse of privileges by both Ngidi and Cele. Besides removing the pair from their positions, the ANC also ordered them to pay back the money they splurged on luxury vehicles since assuming office in November without council approval. The report that was presented to council in April showed that from November to February the mayor had spent R497,180.10 while his deputy had spent R527,720.13 which meant the municipality was paying R17,590 on the vehicle hire. Furthermore, the ANC ordered Ngidi to pay for the fuel used by for mayoral car which was used to transport his family, particularly his children to school. Ngidi will also have to pay for the security firm that guarded his home which was also not approved by the council. It was reported that the Durban-based security company was billing the municipality R173,000 for eight guards that were stationed at the mayor's house day and night. The mayor and other municipal officials rolled up their sleeves to clean various parts of the town, including the bustling taxi rank. The initiative aimed to promote public awareness around littering and encourage greater community responsibility in maintaining cleanliness. Govan Mbeki Municipality welcomes new CFO
Govan Mbeki Municipality has appointed Vukosi Nkhata as its new CFO, effective July 1. Her appointment follows the resignation of the former CFO, Murufo Moloto, last year. Nkhata joins the municipality from Lekwa Local Municipality, where she served as CFO from April 2024 until June 30. During her tenure, she played a key role in stabilising Lekwa's finance department by implementing systems that promoted effective and efficient financial management. Nkhata brings over 17 years of experience in public finance and administration, having held several senior roles in the local government sector in Mpumalanga. Her career began as an audit clerk at the Auditor-General of South Africa. She later worked as an advisor under the Municipal Finance Improvement Programme (MFIP).
