Forum demands cabinet sub-committee for internal reservation of SCs
Mangaluru: The Confederation of SCs & STs Organisation has urged the state govt to form a cabinet sub-committee to examine the Justice HN Nagamohan Das One Man Inquiry Commission report on internal reservation among the 101 Scheduled Castes (SC) designated in the state. Forum president Lolaksha told reporters on Thursday, that an unbiased sub-committee, headed by a non-SC minister along with all ministers from SC communities, needs to be formed. The special state cabinet meeting to be held on Aug 16 should decide to set up a sub-committee of the cabinet. The committee should discuss in detail the report submitted by the Justice HN Nagamohan Das committee. Further, it should hear suggestions and grievances from individuals from the SC communities and organisations. The pros and cons of the report need to be discussed in detail by the sub-committee, Lolaksha said. "Any decision that the govt takes on basis of the report will significantly affect the life and future of more than one crore SC community members from 27,24,768 families in the state. Hence, the chief minister and ministers of the state should not make any decision in haste," he said. "Once the sub-committee is formed, members should visit all districts across the state, soon after the legislature session. At least meetings should be convened in Kalaburagi, Belagavi, Mangaluru, Mysuru, and Bengaluru to hear grievances from members of SC communities and their organisations. The sub-committee should make recommendations to the govt as per the fundamentals of the Constitution. A detailed review is essential as the report was prepared in an unscientific way," he said. Confederation urges CM to form Cabinet sub-committee to review Nagamohan Das Commission report
Confederation of Scheduled Castes and Scheduled Tribes' Organisations on Thursday urged Chief Minister Siddaramaiah to form a sub-committee of the State Cabinet to review in detail the report submitted by the H.N. Nagamohan Das Commission, which was constituted to implement internal reservation among the State's 101 Scheduled Castes. Addressing press persons here, its president Lolaksha said that the confederation urges the Chief Minister to take a decision on forming the sub-committee in the special Cabinet meeting scheduled for Saturday. The sub-committee should be headed by a senior Minister who does not belong to a Scheduled Caste, but it should include all the Ministers belonging to the Scheduled Castes. 'The sub-committee should hear/receive the views and representations of the Scheduled Castes' people/organisations over the report, and review its merits and demerits,' he said. The proposed internal reservation policy should be designed with sincere concern to empower the most vulnerable among the oppressed and deprived Scheduled Castes through special priority, and ensure justice in every way without adopting any discriminatory policy on the basis of left or right leanings, Mr. Lolaksha said. Since any decision to be taken by the government on the report will have a significant impact on the lives and future of 1.07 crore people belonging to 27,24,768 Scheduled Caste families, the Chief Minister and Ministers should not take any hasty decisions in this regard, the confederation said. The confederation also demanded that, immediately after the current session of the Legislature ends, the sub-committee should either visit all districts or at least hold meetings in Kalaburgi, Belagavi, Mangaluru, Mysuru, and Bengaluru, to receive representations from Scheduled Caste people/organisations and then make appropriate recommendations to the government in accordance with the spirit of the Constitution. Mr. Lolaksha said: 'In our memorandum submitted to the Commission on January 31, we had demanded a fresh survey for internal reservation in the State. However, before the survey even began on May 5, the chairperson of the Commission said that those who have converted to Christianity but still hold an SC certificate would be allowed to participate in the survey. The chairperson also justified the participation of those registered under names such as Adi Dravida and Adi Karnataka, despite their caste names not being listed under the Scheduled Castes. The survey was conducted without including a 'religion' column, allowed 3,22,049 people registered as Beda Jangam and Budga Jangam to participate, but considered only 1,44,387 of them.' 'These actions, in data collection and analysis, go against the spirit and commitment of the Constitution, create hostility and division among castes, and classify communities in an unscientific manner, thereby making recommendations to the government. For these reasons, a thorough review of this report is absolutely necessary,' Mr. Lolaksha said.

Suspend SC survey: Forum
Mangaluru: The Confederation of SCs and STs Organisation has urged the govt to act against serious constitutional violations and suspend the Scheduled Caste Comprehensive Survey 2025 . Confederation president Lolaksha told reporters on Tuesday, that an appeal was made to the superintendent of police, Directorate of Civil Rights Enforcement (DCRE), chief secretary to the Karnataka govt, principal secretary to the social welfare department, and the ADGP of state govt established the Justice HN Nagamohan Das One Man Inquiry Commission to provide internal reservations among the 101 Scheduled Castes designated in the state. The commission's chairman stated that the commission would conduct a survey of Scheduled Castes in the state starting May 5, using 58,932 teachers and anganwadi Das stated that if someone officially converted to Christianity and obtained a certificate to that effect, they would not be included in the list of 101 SC castes. Similarly, those who converted to Islam and obtained a caste certificate under that name would not be included. However, if someone practices Christianity outwardly but continues to use SC credentials in govt records to avail benefits, and mentions their sub-caste during the survey, they will be included, Lolaksha said."As per Article 341(1) of the Constitution and the Constitution (Scheduled Castes) Order, 1950 (as amended), only those practising Hinduism, Sikhism, or Buddhism are recognised as Scheduled Castes. Any SC certificate issued to individuals outside these religions is invalid and considered fraudulent. There is a conspiracy to include Dalit Christians in the ambit of the scheduled caste, which needs to be opposed," he social welfare department, the nodal department, and the state govt should ensure that no one who has converted to Christianity or Islam, regardless of whether they hold an SC certificate, is eligible for inclusion in the SC survey, Lolaksha demanded. "A brief period will be allowed to receive their response before determining the next steps. We demand legal action against unconstitutional and unlawful actions under the guise of an internal reservation survey," he added.
