Baldwin County tasing incident leads to arrest, officials say
BALDWIN COUNTY, Ala. (WKRG) — Baldwin County Sheriff's Office deputies have arrested a woman accused of tasing a disabled adult.

57-year-old Lyly Dutcher was arrested and charged with abuse/neglect of a disabled adult.
According to a BCSO news release, deputies were called to an unincorporated area of Fairhope on July 5 for a report of a domestic violence incident.
When deputies arrived, they found that Dutcher had threatened to use a taser on a 'mentally handicapped and non-verbal person,' which was reportedly captured on video.
Deputies were given another video on July 31 that allegedly showed Dutcher using the taser on the person on July 5.
'The Baldwin County Sheriff's Office Criminal Investigations Division continued with the investigation and after assessing the evidence, conducting multiple interviews and arranging for the victim to be interviewed at the Baldwin County Child Advocacy Center, a warrant was signed for the charge of abuse and neglect of an adult with a disability second degree,' read the release.
Dutcher has been released from jail on a $10,000 bond.
