NiGEN 2025 To Bolster national Groundwater Management For Nation's Water Security
KUALA LUMPUR, July 29 (Bernama) -- The 2025 National Integrated Groundwater Network (NiGEN) programme is an integrated strategic initiative to strengthen the management and development of the country's groundwater resources sustainably based on scientific data. Department of Minerals and Geosciences Malaysia (JMG) director-general, Datuk Zamri Ramli, said the effort was in line with the aspirations of a MADANI Malaysia in ensuring the security of the country's water supply and environmental sustainability for the well-being of future generations. He said NiGEN 2025, led by the Ministry of Natural Resources and Environmental Sustainability (NRES) through JMG, is a strategic engagement platform that brings together stakeholders from the groundwater-related industry to foster smart collaboration. "NiGEN 2025 is also a space for knowledge transfer, sharing of advanced monitoring technology and reporting on the progress of the pilot project for pioneering groundwater mapping and development projects in Kedah (PABT Kedah)," he said in a statement today. According to Zamri, the implementation of NiGEN 2025 supports the principles of inclusiveness, good governance and sustainability which are the core of MADANI Malaysia, in line with current government policies such as the Water Sector Transformation Roadmap 2040 (AIR 2040) under the Ministry of Energy Transition and Water Transformation (PETRA). In addition, he said the programme is in line with the National Water Resources Policy (DSAN) and the Integrated Water Resources Management (IWRM) approach which emphasises the use of scientific data and digital technology in addition to supporting the Public Service Digitalisation Agenda through the use of MyGovCloud in the groundwater monitoring system. 'This programme also provides a platform to obtain industry and stakeholder feedback, which will form the basis for improving policies, project implementation and governance of the country's water sector in the future. 'With the participation of international hydrogeological experts, NiGEN 2025 also opens up opportunities to share best practices in groundwater resource management at the global and local levels,' he said. At the same time, Zamri said that among the key impacts targeted through NiGEN 2025 is to expand the national monitoring network of groundwater resources and provide high-quality data to support the country's water security policy.

Fadillah, also the Minister of Energy Transition and Water Transformation, said the announcement also proved that reforms do not necessarily have to be a burden, but rather provide justice and relief to the majority of the people. "This is a call for togetherness and appreciation for everyone who has contributed to the country's development from villages to cities, from civil servants to farmers. This clearly proves how much MADANI Malaysia is not merely a slogan, but a national movement that we have successfully steered together,' he said in a statement today. Fadhilah said the prime minister has appropriately honoured all Malaysians who are the pillars of the country's stability and united all parties to continue to focus on comprehensive reforms for the sake of future generations. "Firm on policy, clear on direction. The prime minister has instilled confidence that fiscal reform is on the right track, with the support of the people as the mainstay,' he said. Fadillah said the strengthening of the Gross Domestic Product in the first quarter of 2025, which reached 4.4 per cent and a projection of 4.5 per cent for the second quarter; climbing 11 steps to the 23rd position in the Global Resilience Index 2025; and the strengthening of the ringgit by five per cent proved that the success achieved is not just numbers on papers. This paves the way for investments, job opportunities and implementation of social policies targeting the welfare of the people. As such, he said the measures announced also proved the effectiveness of MADANI policies in safeguarding the people. "As a native of Sarawak, I have seen for myself the real meaning of a comprehensive policy. The increase in the floor price of paddy, incentives for rubber and grassroots programmes, such as Sejati MADANI, answer the needs of rural folk,' he said.

MADANI Mind Transformation Workshop Trains Participants As Elements Of Community Change
KUCHING, July 20 (Bernama) -- Participants of the MADANI Mind Transformation workshop in Petra Jaya have been urged to be elements of change in their respective communities, by living and practising the spirit of MADANI Malaysia in their daily lives. Deputy Prime Minister Datuk Seri Fadillah Yusof said Sarawak should be the best example of a united, progressive and competitive MADANI society. 'As we know, the MADANI Malaysia concept introduced by Prime Minister Datuk Seri Anwar Ibrahim is an integrated and holistic effort to make all policies and implementations in Malaysia more humane, which is constantly improved through deliberation and feedback from the people. 'In this MADANI Malaysia concept, its implementation is based on strong unity and emphasises justice that should be felt by every diverse racial entity or ethnic group in this country,' he was speaking at the closing ceremony of the workshop here, today. The text of his speech was read by the Deputy Minister in the Sarawak Premier's Department (Law, MA63 and State-Federal Relations) Datuk Sharifah Hasidah Sayeed Aman Ghazali. Fadillah, who is also the Minister of Energy Transition and Water Transformation, said in the context of Sarawak, the collective approach becomes more significant because cultural and ethnic diversity is the main strength of the state. 'Every race, whether Malay, Iban, Bidayuh, Orang Ulu, Chinese, Indians and others need to join hands as 'Team Sarawak' to realise MADANI's aspirations. "We need to remember that this mind transformation is not just a government programme, but a social movement that needs to be embraced and practised in daily life. Start with small steps at home in educating children, interacting with neighbours and contributing to the local community," he said. The three-day Mind Transformation Workshop since Friday, involved 54 participants from the Tupong, Samariang and Satok state constituencies.

Parliament To Convene On Jul 21 Till Aug 28, 13th Malaysia Plan Tops Agenda
The Second Meeting of the Fourth Session of Malaysia's 15th Parliament begins on Monday and will run until August 28. The main focus of this sitting is the tabling of the 13th Malaysia Plan (MP13), a key policy document that outlines the country's development direction from 2026 to 2030. Dewan Rakyat Speaker Tan Sri Johari Abdul confirmed that the Prime Minister and Minister of Finance, Datuk Seri Anwar Ibrahim, is scheduled to present the MP13 on 31 July, during the second week of the sitting. This will be the first Malaysia Plan introduced under the current MADANI Government and Anwar's leadership as the 10th Prime Minister. Anwar has previously stated that the MP13 is aimed at economically empowering the people by raising incomes and implementing inclusive, sustainable structural reforms. The plan also aims to improve governance and the efficiency of public service delivery. Key focus areas include regional equity, human capital development, and policy reforms to increase Malaysia's global competitiveness, in line with the MADANI Malaysia principles. Tan Sri Johari said Parliament would allocate sufficient time for MPs to thoroughly debate the contents of MP13. He urged all elected representatives to engage in professional, substantive discussions and to avoid excessive politicisation of the debate. 'We want the debate to remain focused and constructive,' Johari told Bernama in an exclusive interview. 'MPs should use the time to propose ideas that may have been overlooked by the government—that is their role.' According to the Dewan Rakyat calendar, the debate on MP13 will span eight days from August 4, followed by ministerial winding-up speeches over four days starting August 18. This session is expected to feature a lively and comprehensive policy debate, especially as it precedes the tabling of the 2026 Budget scheduled for October. Besides MP13, this session will also see debates and presentations of various important bills concerning institutional reform, government governance, public services, and the welfare of the people. Johari noted ongoing efforts to reform Parliament under the Parliamentary Services Act 2025, recently approved by the King, with particular attention to strengthening the role of Special Select Committees comprised of both government and opposition MPs. Johari stressed the importance of these Committees, noting that their decisions represent the collective interests of the people rather than partisan views. Regarding the recent resignations of Pandan MP Datuk Seri Rafizi Ramli and Setiawangsa MP Nik Nazmi Nik Ahmad from the Cabinet, Johari confirmed they will be relocated to the government backbenchers' area. Dewan Rakyat sitting begins on Monday, with focus on tabling MP13
KUALA LUMPUR — The tabling of the 13th Malaysia Plan (MP13) is the main focus of the Second Meeting of the Fourth Session of the 15th Parliament which opens from Monday until August 28. Dewan Rakyat Speaker Tan Sri Johari Abdul said the tabling of MP13 by Prime Minister Datuk Seri Anwar Ibrahim, who is also the Minister of Finance, is scheduled to take place in the second week of the Dewan Rakyat sitting on July 31. MP13, which sets the direction for the country's development for 2026 to 2030, is the first by the MADANI Government under Anwar's administration as the 10th Prime Minister of Malaysia. Anwar previously said the MP13 was formulated with a focus on the economic empowerment of the people through increased income, inclusive and sustainable economic structural reforms, as well as strengthening governance and efficiency in public service delivery. Apart from that, it also emphasises regional justice, human capital development, and policy reforms to strengthen Malaysia's competitiveness at the global level in line with the principles of MADANI Malaysia. In this regard, Johari said this Dewan Rakyat session would provide adequate debate time for Members of Parliament to discuss the contents of the 13th Malaysia Plan while calling on all elected representatives to be professional and use the debate space well. 'We want the debate (session) to be more substantive and Members of Parliament should not politicise the situation so much that we drift too far. 'Members of Parliament need to stay focused on what issues we are discussing… how (they) can help the government by suggesting things that the government may have overlooked, that is our role,' he told Bernama in an exclusive interview recently. Based on the Dewan Rakyat calendar, the MP13 debate session will last for eight days starting August 4, before the ministers wind up for four days starting August 18. This session is also expected to be held in a more lively atmosphere with a comprehensive policy debate, given that it is the main meeting before the focus shifts to the tabling of the 2026 Budget at the scheduled meeting session this October. Apart from MP13 presentation, Johari said this session is also expected to see the tabling and debate of several important bills involving aspects of institutional reform, government governance, public services and issues related to the welfare of the people. In accordance with the Parliamentary Services Act 2025 (PSA) which has been approved by the King of Malaysia Sultan Ibrahim, he said efforts and measures to reform Parliament also continue to be implemented and streamlined, especially in strengthening the role of each Special Select Committee of Parliament. 'The participation of the Special Select Committee needs to be expanded because its role is quite significant with its members comprising government and opposition MPs with experience, qualifications and great influence. 'When discussing an issue in the Special Select Committee, we see that it is not in favour of the government or the opposition, rather the decision made is to represent the people as a whole,' he said. Commenting on the positions of Pandan MP Datuk Seri Rafizi Ramli and Setiawangsa MP Nik Nazmi Nik Ahmad in the Dewan Rakyat following their resignations from the Cabinet, Johari said the two leaders would be transferred to the government backbenchers' area. He said it is a normal practice for any MP who is no longer a member of the administration or the Cabinet to move his seat to the backbenchers' area. — BERNAMA
