Govt mulls fixed allocations to states for flood management, river maintenance

KUALA LUMPUR: The government is considering channelling fixed annual allocations to all states to improve flood management and river maintenance, replacing the current ad hoc or one-off approach. Deputy Energy Transition and Water Transformation Minister Akmal Nasrullah Mohd Nasir said the proposal requires in-depth policy and legal studies to ensure it does not conflict with the Federal Constitution. He said this was because matters involving water resources, rivers, and drainage fall under the jurisdiction of the respective state governments. "The government acknowledges the need for a fixed annual allocation, in line with current demands to ensure more effective flood management and maintenance efforts," he told the Dewan Rakyat today. He was responding to a question from Chow Kon Yeow (PH–Batu Kawan), who asked whether the government planned to improve its funding mechanism by replacing ad hoc allocations with a more structured and holistic approach for state-level flood management. Akmal said the ministry was also exploring the development of an integrated river and asset management system, inspired by the Malaysian Road Records Information System (MARRIS) used for maintaining state roads. "MARRIS derives its authority from Article 109(1)(b) of the Federal Constitution under the provision for state road maintenance. "The system compiles data on the length and width of roads, which is then analysed and coordinated by the Public Works Department (PWD) before allocations are recommended to the Finance Ministry." He added that while the federal government may provide financial and technical assistance, the primary responsibility for river maintenance still rests with the state governments as stipulated in current provisions.

KUALA LUMPUR: The comprehensive resolution of corruption and malpractice issues involving the Immigration at Kuala Lumpur International Airport (KLIA), following the exposure of the Fly and U-turn syndicates, will be among the highlights of today's Dewan Rakyat sitting. According to the Order Paper on the official Parliament website, Lee Chean Chung (PH-Petaling Jaya) will raise the issue with the Home Minister during the question and answer session. He will also inquire about the timeline for resolving these issues. During the session, Rushdan Rusmi (PN-Padang Besar) will question the Minister of Transport on the guidelines for approving special vehicle registration plates, including those issued by government agencies and private entities, as well as the revenue generated from such sales in the past five years. Chow Kon Yeow (PH-Batu Kawan) will seek clarification from the Minister of Energy Transition and Water Transformation on improving the annual distribution of flood management funds, as opposed to one-off allocations. He will also ask about efforts to establish a dedicated system for river maintenance and control asset management, similar to the Malaysian Road Records Information System (MARRIS). In addition, Datuk Ali Biju (PN-Saratok) will ask the Communications Minister on the government's plans for expanding the Integrated Radio and Internet Communication System (PRIME) in Sabah and Sarawak, and its coordination with government agencies for disaster preparedness. Following this, Members of Parliament will participate in a debate on the 13th Malaysia Plan (13MP), themed 'Melakar Semula Pembangunan, which was tabled by Prime Minister Datuk Seri Anwar Ibrahim last Thursday. The 13MP will outline the nation's five-year development plan from 2026 to 2030. The current Dewan Rakyat sitting runs for 24 days until Aug 28.

KUALA NERUS, July 13 (Bernama) -- The problem of coastal erosion caused by strong waves during the annual monsoon season, especially in Batu Rakit here, is expected to be resolved with the completion of the road repair and coastal reinforcement work along the T145 Jalan Mengabang Telipot-Batu Rakit Route in early October. Works Minister Datuk Seri Alexander Nanta Linggi said that since work began last April, the progress of the 280-metre project has so far reached 72.24 per cent, which is about 13 days ahead of the original schedule. 'The project, with an allocation of RM4.95 million, has shown commendable progress in both implementation and financial management. 'This project is funded by MARRIS (Malaysian Road Records Information System) with the allocation channelled to the state government. The Public Works Department (JKR) is providing technical assistance to ensure the project is carried out in the best possible manner,' he told reporters after inspecting the repair works on the collapsed road and shoreline in Kampung Tanjung Batu Rakit, here today. Meanwhile, Nanta said that the main scope of the work involved clearing rubble, geotechnical works, construction of retaining walls, installation of geotextile systems, sand filling works and stabilisation of the soil structure. All these works were carried out meticulously to ensure the long-term durability and safety of the infrastructure, he said. "The Ministry of Works, through JKR, would like to assure that this state project will continue to be closely monitored so that it can be completed according to schedule, quality specifications and cost. 'Residents in the area and road users are advised to continue to cooperate and comply with all safety instructions throughout the implementation period of the work," he said. -- BERNAMA

Dr Sim: Over 7,300 rural transformation projects approved in Sarawak since 2015

KUCHING (May 27): A total of 7,328 Rural Transformation Projects (RTP) have been approved by the Sarawak government from 2015 to 2025, with an overall allocation of RM1.288 billion for implementation by local authorities, said Deputy Premier Datuk Amar Dr Sim Kui Hian. Dr Sim, who is also the Minister for Public Health, Housing and Local Government, stated that 5,588 RTP projects or 76 per cent of the total number have been successfully completed to date. 'For 2025 alone, RM107.67 million has been allocated for 738 RTP projects, which are currently at various phases of implementation,' he added in his ministerial winding up speech during the State Legislative Assembly (DUN) sitting today. He also said that under the 12th Malaysia Plan (RMK-12), his ministry was given a ceiling allocation of RM470.436 million to implement infrastructure projects through 25 local authorities across Sarawak. As of April 30, 2025, RM297.2 million or 63.1 per cent of the funds have been disbursed. 'The projects include road and drainage improvements, waterfront development, market upgrades, provision of street and traffic lights, public toilets, libraries, beautification of landscapes, and rural amenities, all of which are in various stages of execution,' he said. Meanwhile he explained that since 2018, a total of 236 projects have been approved under Projek Rakyat, with an allocation of RM849.7 million for various agencies, including the Bintulu Development Authority (BDA) and Kuching North City Hall (DBKU). Of these, he said 134 projects have been completed, while 102 are still being implemented. Additionally, Dr Sim stated that his ministry has received RM283.237 million in 2025 under the Malaysian Road Record Information System (MARRIS) for the maintenance of council roads and related infrastructure such as road furniture, shoulders, and roadside drains. 'As of April 30, RM78.866 million has been disbursed,' he said. In his speech he also assured elected representatives from Machan, Tebedu and Krian that their requests for road maintenance will be addressed under the MARRIS fund. Dr Sim also disclosed that 16 local authorities have been allocated a total of RM1.23 billion to implement 189 projects under various regional development agencies. 'These include two projects under the Regional Corridor Development Authority (RECODA), nine under the Sri Aman Development Agency (SADA), 29 under the Integrated Regional Samarahan Development Agency (IRSDA), 29 under the Rajang Delta Development Agency (RADDA), 63 under the Betong Division Development Agency (BDDA), and 57 under the Greater Kuching Coordinated Development Agency (GKCDA),' he said. Apart from that, he also added that in the first quarter of 2025, his ministry received RM42.45 million in federal funding to implement additional development projects across Sarawak.
