Bengaluru Stampede: CM Siddaramaiah Summons Senior Cops, Bureaucrats After Cabinet Meeting

According to sources, Siddaramaiah held a crucial discussion with senior police and administrative officials at the Vidhana Soudha. The focus of the meeting was on the ongoing investigation into the stampede, court proceedings, and the next steps in the matter. The meeting was attended by director general of police (DGP) MA Saleem, Bengaluru police commissioner B Dayananda, and intelligence chief Hemant Nimbalkar. Deputy chief minister DK Shivakumar, state home minister G Parameshwara, and chief secretary Shalini Rajneesh were also present. The state government has assured strict action against those responsible for the lapses that led to the incident, which claimed 11 lives. State minister MB Patil said the focus of the government's focus is to give best treatment to those injured and if needed they will be provided treatment in private hospitals also. 'Our focus is to give them the best treatment, if needed we will provide them treatment in the best private hospitals also and act as per humanity… But at the same time, we should look into lapses. Whoever it is and however big the person might be, the lapses will be unearthed in 15 days…and strict action will be taken against them," he said. The Karnataka Police has registered a case on charges of criminal negligence against the Karnataka Cricket Board Administrative Committee, Royal Challengers Bengaluru (RCB), among others. According to the deputy commissioner of police, Central Bengaluru, Shekar H Tekkannanavar, an FIR has been filed against RCB, DNA (event manager), Karnataka State Cricket Association (KSCA) Administrative Committee and others at Cubbon Park police station. Earlier in the day, the Karnataka High Court issued a notice to the state government over the stampede incident. It took suo motu cognisance of the incident and asked for a further status report. 'News items have been published in various newspapers, narrating the tragedy that happened when 11 persons died and 75 were injured during the course of the victory celebration of RCB. This court is taking cognisance of the incident," the court said. 'Senior Advocate Arun Shyam submitted that two events took place at Vidhana Souda and the stadium, let them give details of where the ambulances were deployed." Issuing notice to the state government, the high court said: 'To ascertain the cause of the tragedy and how to prevent it in future, we have also received communications from several persons on this subject matter. We issue a notice to the state government." The court listed the matter for hearing again on June 10.

Hebbagodi, Avalahalli, Kumbalagodu now under Bengaluru city cops
BENGALURU: Hebbagodi and Avalahalli police stations from the Bengaluru Rural District Police limits, and Kumbalagodu Police Station from the Ramanagara District Police limits have been included in the Bengaluru city police commissionerate. The decision comes after Dr MA Saleem,DG and IGP, wrote to the Bengaluru City Police Commissioner and Inspector General of Police (Central Range) to give compliance by June 6. 'The above-mentioned three police stations along with the existing staff from police constables to sub-inspectors should be handed over and taken over immediately. The existing staff, from police constables to sub-inspectors will continue to work in the same place on OOD basis from Bengaluru and Ramanagara districts to Bengaluru City Police for one month within which they should be replaced by staff of Bengaluru City Police,' the memo said. Additionally, re-organisation of jurisdiction through inclusion and exclusion of villages to the jurisdiction of Bengaluru City Police and Bengaluru and Ramanagara districts have also been ordered. 'With three police stations being added, Hebbagodi might be included to the South East division, Avalahalli to Whitefield division and Kumbalagodu to the West division. Chief Minister Siddaramaiah had said that the number of divisions will be increased from eight to 11. With three more divisions, the number of police stations will increase and three more IPS officers will be posted as DCPs in the city,' said an officer.

From Traffic Super Cop To Karnataka's DGP: The Journey Of MA Saleem

(Saleem's Website) When the official confirmation arrived that Dr MA Saleem was appointed the new Director General and Inspector General of Police (DG&IGP) of Karnataka, many of his peers and friends in the department said he was the right man for the job. Born on June 25, 1966, Saleem hails from Chikkabanavara, located in northern Bengaluru. He is a 1993-batch IPS officer who will now take charge as the 42nd DG&IGP of the state, a post he has reached after a long and eventful career marked by innovative ideas for people-first policing. But his appointment hasn't come without a ripple or two. Saleem's elevation has meant superseding a senior officer, DGP of Fire and Emergency Services Prashant Kumar Thakur. However, sources within the government indicate that Saleem was a strong frontrunner, with his track record in administrative efficiency in handling operational posts and effective policing tipping the scales in his favour. What makes Saleem stand out is not just his rank, but his reputation. Within the ranks of the Karnataka Police, Saleem is known as a man respected for his calm authority and people-friendly approach. 'Junior officers admire him, seniors trust him, and the constabulary relates to him," one officer said, adding that 'he's a low-profile officer, never showy. But his work speaks". Back in 2022, when Bengaluru made global headlines for being the second-slowest city in the world in terms of average traffic speed, it became a national embarrassment and also made international headlines. The average speed during peak hours had dropped to a crawl of less than 18 kmph. The then chief minister Basavaraj Bommai, who held charge of Bengaluru development, set traffic management as a top priority. The Bommai government brought in Saleem for a rare second stint as Special Commissioner of Police (Traffic)—on a specially created post—with the responsibility given to him to once again do what he had done earlier: manage Bengaluru's traffic chaos. 'He (Saleem) is the right candidate for the post. He has vast experience in handling Bengaluru's traffic and has a PhD in traffic management as well," Praveen Sood, who was then DGP Karnataka, had told News18. Saleem's doctorate degree was on his pet subject—traffic management. He obtained it from Bangalore University in 2010, and his thesis was 'Traffic Management in Metropolitan Cities: A framework to provide sustainable strategies to overcome traffic congestion and ensure greater safety on road." Saleem is best known for introducing one-way systems on a record 122 roads to decongest traffic. Apart from this, he created 'Safe Routes to School', Automated Traffic Challaning System, the Public Eye' initiative for citizen-led enforcement, and Local Area Traffic Management Plans to decentralise traffic management. His earlier tenure had already seen the introduction of helmet and seat belt enforcement, display cards for auto drivers, and citizen engagement programmes—all with one aim: making traffic management less about punishment and more about participation. A personal episode of this reporter is an anecdote that captures his people-first approach. At a private event, a young child met Saleem who was introduced as the traffic commissioner and a senior police officer. Hearing the word 'police", the child took a step back and held the mother's hand firmly. Gently, Saleem crouched down and said: 'You shouldn't be scared of the police. We are your friends." Then he turned to the mother and said, 'We have to build trust in the police. That is how people, and even kids, will feel safer." Another senior colleague of Saleem recounts an incident that spoke of his character as a police officer. Back in 2006, when a speeding BMTC Volvo bus ploughed into a crowded bus shelter near HAL Airport Road, killing two and injuring 20, a furious mob went on a rampage—torching vehicles, attacking police, and bringing the entire area to a standstill. The senior officer who was present that day recalled, 'Saleem sir was DCP Traffic then. But he rushed to the spot with me, knowing fully well that it was technically not his jurisdiction — it was a law and order situation. But he showed up, stood with us, helped control the mob, and ensured that backup forces could enter the area. He never for a minute thought that it was an issue of traffic or law and order to handle — it was only about being a police officer." Saleem also launched 'Aasare" helplines for the elderly, 'Spandana" for women, 'Makkala Sahayavani" for children, and the 'Garuda" police patrol system. He was instrumental in developing the Special Action Force in several districts and introduced Simputers for traffic enforcement in Bengaluru long before digital policing became the norm. 'He started Makkala Sahayavani when he was SP—a helpline exclusively for children. It was such a hit that we SPs in other districts replicated it immediately," said DGP Pronab Mohanty, who served in another district as an SP. As Director General of Police, Criminal Investigation Department (CID), Karnataka, he headed the CID and has overseen several high-profile and sensational Special Investigation Teams (SITs), including the IMA fraud case involving over 74,000 victims; the multi-crore cryptocurrency hacking cases; the Hassan multi-sexual harassment case; the misappropriation of Rs 94 crore at the Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation; the Police Sub-Inspector Recruitment Scam; and the sexual harassment and extortion allegations against a sitting MLA, among others. He was also awarded the President's Police Medal for Distinguished Service (2017), the Medal for Meritorious Service (2009), a National Award for e-Governance, and the IRTE Prince Michael International Road Safety Award for his contributions to road safety. Traffic expert ‘One-Way Saleem' is Karnataka police chief
Bengaluru: The state govt Wednesday appointed senior IPS officer MA Saleem as the new director general and inspector general of police of the state. Having worked as the director general of police, CID, Saleem is the 43rd DG-IGP of the state. His predecessor Alok Mohan's two-year tenure as the state police chief ended Wednesday. Saleem, who penned the book 'Traffic Management in Metropolitan Cities,' won a doctorate for his work on traffic management. He twice held the post of additional commissioner of police-traffic (Aug 2011 to July 2013 and April 2015 to March 2016) in Bengaluru city. However, his stint as the special commissioner of police-traffic (Nov 2022-May 2023) saw a massive change in traffic management across the city. Many junctions like Goraguntepalya, Hebbal, Silk Board and KR Puram, known for traffic congestion, saw smooth vehicular movements even during morning and evening peak hours. Saleem himself would stand on the road at these junctions, controlling the traffic. According to sources, he is the only IPS officer in the city who would come to the road as early as 8am each day and monitor the traffic at various junctions. "I know the roads, traffic junctions, and lanes of the city, where the traffic congestion prevails, like the lines on my palm. Also, I know the solutions to them. All required is to stand in these junctions and monitor the traffic flow," Saleem often said. Seeing their senior IPS officer standing on the road to monitor the traffic, his subordinates would follow suit without choice. Saleem's tenure as the special commissioner of police-traffic is marked as a milestone in the history of Bengaluru traffic for the effective implementation of rules. During his tenure with the traffic department, Saleem converted more than 140 roads to one-ways, which earned him the nickname ' One-Way Saleem .' Soon after taking over charge Wednesday evening, Saleem said measures will be taken to train rural police to handle cybercrimes. "Traffic in all cities and towns will be regulated. Also, we will control drug menace," he said.
