CM Gupta brings in ₹1,400cr fund to expedite local infra projects

Chief minister Rekha Gupta on Thursday announced major reforms to expedite development works in the city such as the creation of ₹1400 crore Chief Minister's Development Fund (CMDF) to support local infrastructure projects, faster fund disbursement under the MLA Fund Scheme, expanded authority for the municipal corporation to execute works in unauthorised colonies, and adoption of the updated Delhi Schedule of Rates (DSR) 2023 aimed at fast-tracking progress towards the making of ''Viksit' Delhi. CM also announced that the Delhi government has implemented DSR 2023 for all construction works. (Vipin Kumar) In a statement, CM Gupta called these steps historic, adding that these steps will lead to greater transparency in construction projects. 'These decisions will ensure rapid execution of development works, ease the burden on implementing agencies, and provide financial relief to construction companies, steering the Capital swiftly towards the vision of a 'Viksit Delhi'', said CM Gupta. Gupta stated that CMDF is created to meet the infrastructural needs and any MLA requiring funds for a development project in their constituency can utilise this fund. The maximum cost of a single project has been fixed at ₹10 crore. The planning department will release 50% of the total project cost in advance, while the remaining 50% will be disbursed upon completion of the work. The CM stated that consultations with officials, representatives, and contractors helped identify bottlenecks, leading to new measures and rule changes to fast-track infrastructure development. 'The reforms will speed up various delayed and stalled infrastructure projects in the city. From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up project execution,' said CM Gupta. CM also announced that the Delhi government has implemented DSR 2023 for all construction works. To be sure, DSR 2023 is a comprehensive document published by the Central Public Works Department (CPWD) that provides standardised rates for various construction-related items, including materials, labour, and services. It serves as a benchmark for cost estimation, budgeting, tendering, and payment in public construction projects across Delhi. 'With the implementation of DSR 2023, contractor companies will now be paid according to the updated rates for construction materials and labour. Chief Minister Rekha Gupta on Thursday said the MLAs can now use their funds to carry out development works through the MCD as against the earlier norms when such projects could only be executed through the Irrigation and Flood Control Department or the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). The chief minister said this often caused delays in completing smaller projects, as these departments prioritised larger works. With this change, minor development works will now be handled more swiftly by the Municipal Corporation, she added. The chief minister has introduced key reforms to fast-track development projects, enhance transparency and eliminate financial hurdles, and taken crucial decisions in construction-related procedures, said an official statement. Gupta said these decisions will ensure rapid execution of development works, ease the burden on implementing agencies and provide financial relief to construction companies, steering the capital swiftly towards the vision of a Developed Delhi. Highlighting the state of delayed and stalled projects over the past several years, the chief minister said that slow pace of construction had adversely impacted the city's infrastructure. From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up project execution, she added. The new measures and amendments to existing rules governing construction projects have been formulated following extensive consultations with senior departmental officials, public representatives and construction contractors to identify bottlenecks. Gupta said the purpose of the Chief Minister's Development Fund is to meet the infrastructural needs of Delhi. A budget allocation of ₹1,400 crore has been approved for the Delhi government's Planning Department for implementation of this scheme in 202526. Any MLA requiring funds for a development project in their constituency can utilise this fund, she added. The maximum cost of a single project has been fixed at ₹10 crore. This scheme will provide a flexible and dynamic mechanism for development at the local level, the statement said. A key feature of the scheme is that administrative departments, local bodies and autonomous institutions (through their administrative secretaries) will be responsible for preparing project proposals based on the chief minister's directives. The Planning Department will release 50 per cent of the total project cost in advance, while the remaining 50 per cent will be disbursed upon completion of the work. Payments will be made to the concerned department or agency based on the project's progress, utilisation certificates and completion certificates, it said. The MLAs can undertake development works in their respective constituencies under the MLA Fund Scheme. A major change has now been introduced in the payment release process for these projects. The Urban Development Department disburses funds under this scheme. The first instalment, amounting to 10 per cent of the estimated cost, will be released to the executing agencies at the time of project approval. The second instalment, which along with the first instalment will make up 50 per cent of the tender amount, will be released upon submission of the required documents. This means that half of the project's total funds will be disbursed as soon as the work begins. The remaining 50 per cent will be released upon completion of the work in a bid to reduce delays in payments to construction companies and contractors. Gupta said the Delhi Schedule of Rates (DSR) 2023 is now being followed for all construction works, replacing the earlier DSR 2016. Although some interim modifications were made in between, they were not comprehensive. The DSR provides a detailed list of rates for various construction items, materials and labour, serving as a standard reference for cost estimation and tendering processes. It is published by the Central Public Works Department (CPWD). With the implementation of DSR 2023, contractor companies will now be paid according to the updated rates for construction materials and labour. One key advantage of this change is that it is expected to attract larger companies to actively participate in development works.

Dehradun (Uttarakhand) [India], May 14 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami on Wednesday approved multiple development projects across the state, including road improvement, educational infrastructure, and a memorial museum for statehood martyrs, according to the Uttarakhand Chief Minister's Office (CMO). The decisions aimed to enhance connectivity, honour the sacrifices of statehood activists, and strengthen rural education facilities. The Chief Minister gave a green signal to the asphaltisation and improvement of the road stretching from Barar Band to Pankhu Kokila Devi Temple, and further from Pankhu to Kotmania via Dharam Ghar in Pithoragarh district, the official statement said. The move was seen as a significant step toward improving local road infrastructure and supporting religious tourism in the region. In Mussoorie, CM Dhami revised an earlier proposal for a shed at the martyr's site, following a request by the Mussoorie Shaheed Memorial Committee, the statement added. Instead, the government approved the construction of a museum dedicated to the martyrs of the Uttarakhand movement, which would be built on land adjacent to the Mussoorie Shaheed Sthal. The project was aimed at preserving the legacy of those who laid down their lives for statehood. Additionally, the Chief Minister sanctioned Rs95.84 lakh for building a multi-purpose hall in Village Panchayat Pitna located in Jageshwar Assembly constituency of Almora district. To further boost educational facilities, he also approved Rs 99.95 lakh for the construction of four classrooms in Gandhi Inter College, Panuanaula, the statement added. On Tuesday, Dhami also approved the release of a total amount of Rs 350 crores, at the rate of Rs 500 lakh per MLA, grant-wise (78 percent, 19 percent and 3 percent for General, SC and ST respectively) from the amount provisioned in the income-expenditure of the current financial year 2025-26 under the MLA Fund Scheme to 70 MLAs for the development works of their assembly constituency, as per an official release. Under the state scheme by the Chief Minister, Rs 3.71 crore has been allotted for the construction of new motor road from Dehalchori motor road to Kanda temple via Chamapani-Dhaulkandi under the assembly constituency of Pauri in district Pauri Garhwal, Rs 5.44 crore for the construction of 36meter span pre-stressed RCC bridge on Pathri Roh river near Sukarasa village on Pathri to Bahadarabad road in Haridwar rural assembly constituency of district Haridwar and Rs 4.45 crore for strengthening and road safety work by DBM and BC in km 01 to 05 of Khankra Chhatikhal motor road in development block Augustmuni of assembly constituency of district Rudraprayag. Under the state scheme, CM Dhami has approved the sanction of Rs 7.28 crore for the construction of a suspension bridge on the footpath leading to the Panchkedar Shri Masta Madmaheshwar temple in Ukhimath block under Kedarnath assembly constituency of Rudraprayag district, and Rs 3.61 crore for the improvement and asphalting work of Syalgi-Juladgaon-Dodak-Thapla motor road in Pratapnagar assembly constituency of Tehri Garhwal district. In addition, the Chief Minister has approved the sanction of Rs 2.18 crore for the electricity supply work for the Manpur-Kashipur residential project under Pradhan Mantri Awas Yojana (Urban). (ANI)
