Final preparations under way for school reopening in Kottayam
Amid unfavourable weather conditions, preparations for the reopening of schools in Kottayam have entered their final phase. The District Education department has completed inspections of all 910 schools across the district. Local self-government bodies have also concluded their respective assessments. However, adverse weather and the operation of relief camps in a few school premises may delay reopening in some cases. Cleaning and repair work, funded by local bodies, has been completed in most schools. Of the total, 26 schools still require minor repairs, which officials said would be wrapped up by the next day. Parents-Teachers' Associations (PTAs) are actively supporting final arrangements on campuses. Textbook distribution 'Textbook distribution too is nearing completion. Out of the required 15,06,181 textbooks, 11,17,461 have already been distributed. The remaining 3,88,720 books will be handed over before the academic year begins. Distribution of school uniforms is also progressing under the leadership of individual schools,' said an official with the District Education Office Kitchen inspections have been conducted to ensure the readiness of utensils and facilities for the midday meal scheme. School premises have been cleaned with the help of the PTAs and any structural issues such as cracks or holes have been sealed with cement to ensure student safety. As part of the 'Operation Surakshitha Vidyarambham-2025' initiative, launched to ensure the safe transport of students, school vehicle inspections are being carried out by the Motor Vehicles department (MVD), led by the District Regional and Sub-Regional Transport Offices. Inspections completed Of the 1,793 school vehicles operating in the district, inspections have been completed for 996, focussing on maintenance and compliance with safety guidelines. As per new mandates, drivers must have at least 10 years of experience with the type of vehicle they operate. Each school bus is also required to have door attendants based on the number of doors. In addition to inspections, the MVD officials are conducting orientation classes for drivers and attendants. These sessions cover government-issued safety protocols, proper use of fire safety equipment and best practices for student transport.

Fitness certificates issued to nearly 200 school buses in Kozhikode city
The Motor Vehicles department (MVD) has completed the fitness check of 190 school buses in Kozhikode city limits ahead of the reopening of schools. Fitness certificates were rejected for around 20 vehicles which were not found fitted with Geographical Positioning System (GPS) under the fresh safety guidelines. MVD officials said the certificates were granted only after inspecting several factors including the condition of seating, tyres, speed governors, and emergency exits. Re-inspection of the buses that were not given fitness certificates would be held on Saturday, they added. The fitness check was launched in Kozhikode district after offering a one-day mandatory training session for all educational institution vehicle drivers. Instructions had already been issued to school managements about the training session and the decision to keep untrained drivers away from the job in the new academic year. MVD officials said the directive to fix surveillance cameras in school buses would be implemented from September. School managements would be given time till the last week of August to make the necessary arrangements as per the order issued by Transport Minister K.B. Ganesh Kumar. Appointment of door attenders, emergency firefighting equipment and a register carrying the details of all travellers would be made mandatory from the new academic year. All schools would be responsible for appointing a teacher separately to take care of the school bus services and the related safety issues. Police sources said inspections to track speed limit violations and footboard journeys, and violation of the permitted seating capacity would be intensified to enforce safety norms. Combined flash inspections with the support of MVD squads would be carried out in all parts of the district, they added.

Students' safety: MVD, police to put in place stringent norms for drivers
To enhance the safety of students travelling in educational institution buses, the Motor Vehicles department (MVD) and the police have decided to put in place stringent norms for school bus drivers in Kozhikode. Only those who complete the one-day training programme of the MVD on safe driving, which was officially launched here on Wednesday, will be permitted to drive educational institution vehicles from the next academic year. Drivers who undergo training will be issued a certificate, which has to be shown to enforcement squads during flash vehicle checks as part of heightened safety measures. Training will be given after verification of the licence. Police clearance certificates will also be made mandatory in case the drivers have a history of involvement in traffic rule violations. According to MVD officials, the fitness check of educational institution vehicles, a mandatory exercise carried out every year, will be completed by the end of May. Automated facilities will also be used to complete the process. By August, CCTV cameras will also be made mandatory for all educational institution vehicles, they said. Traffic police officials said the fitness check was expected to cover over 1,000 school buses in Kozhikode city alone. They made it clear that safety norms would be equally applicable to drivers working for private coaching centres. For vehicles other than school buses, the stickers issued after police checking will be mandatory to operate pick-and-drop services. Mobile enforcement squads of the police and the MVD will jointly conduct checking to expose safety rule violations, they affirmed. Meanwhile, the proposal to enable the GPS tracking system in school buses is still hanging in the balance due to the alleged lack of cooperation on the part of various school managements. Now, the GPS system is functional only in very few private institution buses in Kozhikode. The MVD's Vidhya Vahan mobile application designed for the purpose also remain underutilised. Similarly, the launch of radio frequency identification and detection (RFID) cards for students, which was planned several years ago to track the entry and exit of students in school buses, has also not been implemented. Sources in the MVD and the police said technical issues related to the setting up of an exclusive server continued to be a major hurdle to its implementation.

Major travel requirement change you need to fly across US goes into effect today
A long-teased new travel document requirement for flying within the US is being fully enforced beginning today. From May 7 and onward, American travelers need a REAL ID in order to clear Transportation Security Administration (TSA) checkpoints without issues for domestic flights. The TSA had been warning the public for months leading up to the deadline, to apply for the enhanced IDs. State-issued driver's licenses and identification cards are no longer compliant for air travel. REAL IDs have a distinct star or flag icon at the top corner of the card. Yesterday, Homeland Security Secretary Kristi Noem told a Congressional panel that 81% of American travelers have obtained REAL IDs. But with about one-fifth of Americans still without REAL IDs, travelers and airport officials may face confusion, chaos and extended wait times at security checkpoints. That is despite a grace period of sorts that the US is giving. Travelers lacking a REAL ID will still be able to fly for the time being, but 'may be diverted to a different line, have an extra step', said Noem. 'We will make sure it's as seamless as possible,' she said. Accepted alternatives to the REAL ID include passports and tribal identification. Non-US citizens must carry a passport to enter America, so the screening requirements and process for them remain unchanged. State-issued driver's license and identification cards are no longer accepted for domestic travel as of May 7. Besides a REAL ID, here are the acceptable forms of documentation: US passport US passport card Passport issued by a foreign government DHS trusted traveler cards such as Global Entry, FAST, NEXUS and SENTRI Border crossing card US Department of Defense ID An acceptable photo ID issued by a federally recognized Tribal Nation/Indian Tribe US Citizenship and Immigration Services Employment Authorization Card (I-766) Veteran Health Identification Card US Merchant Mariner Credential Officials have prepared for REAL ID enforcement and say they do not anticipate a backlog with the new rules going into effect. More Trending 'TSA is planning accordingly to ensure no impact to wait times or TSA screening operations,' Lisa Farbstein, a spokesperson with the agency in the New York City region, told the New York Post. Farbstein said that travelers with only a state-issued identification card 'will be notified of their non-compliance' and could be subject to additional screening. The REAL ID requirement was a long time coming. It was initially scheduled to be implemented in 2020 but the coronavirus pandemic caused a backlog in transactions at Motor Vehicle Division (MVD) offices across the US. To apply for a REAL ID, visit the MVD website or a local Department of Motor Vehicles (DMV) office, and have documentation with full legal name, dateof birth, social security number, proof of address and lawful status.
