Bhopal: Employees at the state secretariat wore caps bearing protest slogans while on duty on Wednesday, voicing their opposition to the newly approved promotion rules, which they allege sideline the interests of general category, backward class and minority employees. Mantralaya Seva Adhikari Karamchari Sangh president Sudhir Nayak said a protest would also be held during lunchtime at main gate number 1 on Thursday, while the later set of protests would be declared after that. Meanwhile, a high-level meeting was convened to deliberate on the provisions of the Madhya Pradesh Civil Services Promotion Rules, 2025, on Thursday. The meet would be attended by all additional chief secretaries, principal secretaries, secretaries, and heads of departments. The Chief Secretary would also remain present on the occasion. All concerned officials were asked to ensure their presence. The meeting was among the top officials of depts and not between the govt and employees union. The MP cabinet on June 17 approved the Madhya Pradesh Public Service Promotion Rules, 2025. Provisions include 20% reservation for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC). Due weightage is given to seniority, and among senior officials, those obtaining the minimum qualifying marks will be eligible for promotion. For Class I officers, a merit-cum-seniority principle will apply, the govt stated. The problem for the general category employees was that SC and ST public servants will have the opportunity for promotion based on merit, besides 20% reservation for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC).
