Security agencies not registered with govt will be shut down: CM Sawant
Panaji: In a move aimed at preventing law and order situations such as gang wars, chief minister Pramod Sawant said on Friday that security agencies not registered with the home department would be shut down. His statement, delivered during his Independence Day address, came three days after a fight between two gangs at Mungul, Fatorda, on Tuesday, which left two persons injured. Goa police arrested several persons in connection with an alleged attempt to murder. The CM said his govt is committed to maintaining law and order in Goa. Sawant also said govt will not allow illegal construction of houses on govt and comunidade land. The CM called for the public to have a partnership with govt with regards to innovation, involvement, and investment. 'We want the public to innovate, involve themselves with govt, and invest in the state,' he said. The chief minister also said that state govt is committed to providing efficient and doorstep govt. Govt will construct a unity mall in Goa to provide locals with a place to sell their products, he added. He also said that various development projects have been initiated by govt, including a convention centre. Sawant said that under the flagship initiative 'Majhe Ghar', state govt has undertaken several 'bold, compassionate, and people-centric' reforms to ensure every Goan family can claim this fundamental right which they were deprived of for the last 60 years. He said that govt has made reforms so that the public is not harassed and can get easy approvals from govt bodies to construct and repair their houses. He also urged people not to politicise the regularisation of houses on comunidade land and said everyone has a right to regularise their house. Sawant said that govt does not want to send a signal to the public who have constructed legal houses that govt is providing free houses to those constructed irregularly. 'Govt is committed to not allow illegal houses henceforth on govt and comunidade land,' he said. Sawant said that his govt is committed to resolving the issues of the public. 50,000 houses in Goa will be regularised over next few days
Panaji: Over 50,000 houses will be regularised in the state in the next few days following the three laws passed in the recently concluded monsoon session of the Goa legislative assembly. Chief minister Pramod Sawant said that under the flagship initiative 'Majhe Ghar', state govt has undertaken several 'bold, compassionate, and people-centric' reforms to ensure every Goan family can claim this fundamental right. Sawant said that under the Goa Land Revenue Code (Amendment) Bill, 2025, homes built on govt land before Feb 28, 2014, by landless, long-term residents can now be regularised. Class-I occupancy will be granted, with up to 400sqm (plinth+2m buffer) allowed. 'A strict no-transfer clause for 20 years. False declarations will invite legal penalties. This ensures security of tenure to those who have built and lived with hope but without rights,' Sawant said. 'A total of 24,270 families will benefit from the law, including 22,086 Goan families and 2,184 non-Goan families.' No regularisation in protected zones like CRZ, forests, or tenanted land,' Sawant said. 'This is a one-time humanitarian measure, ensuring dignity without compromising community rights. A total of 19,259 families will benefit from having houses on comunidade land, including 14,302 Goan families and 4,957 non-Goan families. With an investment outlay of ₹70,000 crore, the policy outlines a comprehensive plan to support homebuyers, developers, and other stakeholders across the housing ecosystem. Here are five key takeaways from the newly announced policy: The new policy—Majhe Ghar, Majha Adhikar (My Home, My Right)—marks Maharashtra's first major housing policy update since 2007. Despite several draft proposals over the years, no policy was finalised until now. Officials said the update was long overdue, especially in light of the evolving housing needs post-COVID-19. To support the initiative, the state has allocated ₹2,000 crore and proposed the formation of a dedicated cell to assist cooperative housing societies. This cell will provide end-to-end support—including guidance on planning, funding, developer selection, and project execution—empowering societies to undertake redevelopment independently. The Maharashtra government has set an ambitious target of generating an affordable housing stock of 35 lakh units by 2030. Under the new policy, the government aims to create a land bank for residential use by 2026. This initiative will be implemented in coordination with the Revenue Department, Forest Department, Maharashtra State Road Development Corporation, Water Resources Department, and the Industries Department, among others. Real estate developers believe this initiative will significantly impact the future supply of affordable housing in a city like Mumbai, where the Maharashtra Housing and Area Development Authority (MHADA) currently offers only a limited number of affordable homes through its lottery scheme. The Maharashtra cabinet has approved the state's 2025 housing policy, targeting the construction of 35 lakh affordable homes by 2030 with an investment of ₹70,000 crore, according to a government statement. The homes will be built for the Economically Weaker Sections (EWS) and Lower Income Group (LIG) categories under the policy titled Majhe Ghar - Majhe Adhikar. To support the self-redevelopment of ageing buildings, the government has allocated ₹2,000 crore and proposed a dedicated cell to assist housing societies with planning, funding, developer selection, and project execution. The cell will be set up to encourage cooperative housing societies to take up redevelopment projects independently. The policy also introduces a rent-to-own model, allowing working women, students, and industrial workers to occupy homes for up to 10 years with the option to purchase them afterwards. Deputy Chief Minister Eknath Shinde, who also serves as the housing minister, said that based on NITI Aayog's recommendations for the G-Hub in the Mumbai Metropolitan Region, the state must contribute a significant share of the estimated ₹20,000 crore viability gap fund via the Affordable Housing Fund to attract investment in the affordable and inclusive housing sector. "The policy is to promote green building practices, and new constructions will be planned to combat climate risks, including heat, flood and earthquake, with innovative construction technologies under the Global Housing Technology Challenge for sustainable, disaster-resistant, cost-effective and climate-smart construction practices," Shinde said. The housing policy also proposes the creation of a state Housing Information Portal—a centralized digital platform powered by artificial intelligence. According to the statement, the portal will integrate data on housing demand and supply, geo-tagging, fund allocation, district-wise land acquisition, and coordinate with systems such as MahaRERA, Mahabhulekh, and PM Gati Shakti. The state plans to create affordable housing near major hospitals in cities like Mumbai. These will be offered on rent to relatives of patients, on the lines of the Prime Minister Awas Yojana (PMAY). Under the new policy, the government aims to create a land bank for residential use by 2026. This initiative will be carried out in coordination with the Revenue Department, Forest Department, Maharashtra State Road Development Corporation, Water Resources Department, and the Industries Department, among others. The new housing policy supports the prime minister's 'walk-to-work' concept, underlining the development of housing close to employment hubs, especially in industrial areas. To encourage walk-to-work living, the policy mandates that 10% to 30% of land designated for amenity plots in industrial areas be reserved exclusively for residential use. "In view of increasing urbanisation, orders for inclusive housing have been given not only to large municipal corporations with a population of more than 10 lakhs but also to all Metropolitan Region Development Authorities," Shinde said. The policy also aims to promote slum rehabilitation projects by revitalising them through the cluster redevelopment approach. New constructions will be planned to deal with weather risks, including heat, floods and earthquakes, bringing innovative and climate-appropriate construction practices into the mainstream. At present, the state has RERA, and Maharashtra was the first state to set up MahaRERA. Now, a state-level Supreme Grievance Redressal Committee will be set up to monitor quality control, mediate with developers in respect of grievances of beneficiaries, and ensure the timely completion of redevelopment projects under DCPR 2034 and the MHADA Act. Real estate developers are of the view that the policy is a step in the right direction toward achieving the vision of 'Housing for All.' "The 'Majhe Ghar – Majhe Adhikar' policy is a commendable step in realising the vision of Housing for All in Maharashtra. With a robust investment plan of ₹70,000 crore and a clear target of constructing 3.5 million homes over the next five years, the government is prioritising inclusive urban development. Low-cost houses, slum rehabilitation: Maharashtra approves housing policy with eye on Housing for All by 2030
The Maharashtra government on Tuesday approved its first comprehensive housing policy in nearly two decades under the banner My Home, My Right (Majhe Ghar, Majha Adhikar) with a vision to provide sustainable, secure and inclusive housing to every citizen of the state by 2030. The Cabinet cleared the Housing Policy 2025, which lays out a roadmap for constructing 35 lakh houses by 2030 and 50 lakh more in the following decade. With an estimated investment of Rs 70,000 crore, the policy promises affordable housing, technological innovation, slum rehabilitation, and land reforms across the state. The policy outlines housing support for working women, students, industrial workers, senior citizens, and other vulnerable sections. The policy states that models such as rental housing for 10 years followed by ownership will be implemented for working women and students. A public-private partnership (PPP) will be encouraged under the policy. Special housing schemes will also be launched for journalists, differently-abled persons, artists, freedom fighters, mill and airport workers, among others. Affordable rental housing will be developed near major public hospitals for patients' families in big cities. Speaking after the cabinet meeting, Chief Minister Devendra Fadnavis said, 'Today, we have approved a landmark housing policy for Maharashtra with the core objective of ensuring housing for all. Guided by the inclusive slogan 'My Home, My Right', this is the first full-fledged housing policy since 2007. Though we had prepared drafts in 2015 and again in 2019, they remained unimplemented due to change in government in 2019. Now, we are taking a decisive step.' 'We are creating a bank of government-owned land to ensure homes can be made available at affordable rates,' said Fadnavis. 'This will be done in a transparent and coordinated manner, and it will drastically reduce land acquisition hurdles.' The government-owned plots will be identified and aggregated through inter-departmental coordination between the Revenue Department, MIDC, MSRDC, Water Resources Department and other agencies. Fadnavis said the policy is based on four key principles — affordability, inclusiveness, environmental sustainability, and resilience to natural disasters. 'It envisions using modern construction technology, incentivising green buildings, and adopting climate-resilient practices through the Global Housing Technology support innovation, the government will set up a Construction Technology Research Centre, promoting thermal-resistant materials and energy-efficient infrastructure,'he added. According to the policy, the new State Housing Information Portal (SHIP) will be launched as a central platform for geo-tagging housing stock, monitoring fund flow, and aligning data with MahaRERA, MahaBhulekh, PM Gati Shakti, and the Unified Citizen Data Hub. Artificial intelligence tools will be used for demand forecasting and policy planning. All beneficiaries will be registered on the Maha Awas Portal to ensure transparency in allocation and delivery. The state will promote cluster redevelopment through tripartite agreements between housing societies, developers and authorities. IT-based real-time monitoring tools will be used for transparency and accountability. The government also proposes to leverage CSR funds and central government lands for slum redevelopment. A state-level grievance redressal committee will be constituted to monitor project delays and mediate disputes. The government plans to incentivise affordable rental housing through MHADA, CIDCO and private developers. Provisions have also been made to reserve 10–30% of land in industrial estates exclusively for residential use under the Walk to Work principle. Green building incentives will cover thermal-resistant construction, rooftop gardens, and environment-friendly layouts. Tree plantation and resilient infrastructure will be prioritised in urban planning.
