KUALA LUMPUR: A total of 555 inmates nationwide were released today under the Ihsan MADANI Licensed Prisoner Release Programme (PBSL) in conjunction with the upcoming Aidiladha celebration. In a statement today, the Malaysian Prisons Department said that the initiative aims to provide eligible inmates with the opportunity to reunite with their families and reintegrate into society, in line with national rehabilitation and social reintegration efforts. Johor recorded the highest number of releases with 83 inmates, followed by Sabah (82), Sarawak (68), Terengganu (67), Pahang (54), Selangor (51), Penang (45), Kedah (28), Perak and Negeri Sembilan (25 each), Perlis (15) and Kelantan (12). 'The programme is carried out in conjunction with national festive celebrations to support the rehabilitation process and encourage the successful reintegration of eligible prospects into society,' the department said. Including previous releases granted during Chinese New Year, Hari Raya Aidilfitri, Kaamatan and Gawai, a total of 1,934 inmates have benefited from PBSL so far this year. Between 2020 and 2024, a total of 57,779 inmates were released under the scheme, with 2024 marking the highest annual figure at 20,578, followed by 2023 (15,180), 2022 (8,412), 2021 (3,517) and 2020 (1,938). PBSL is available to inmates serving prison sentences of under three years, as well as to vulnerable groups and pregnant women serving terms of less than four years. To qualify, inmates must have completed rehabilitation programmes, demonstrated good behaviour and secured a suitable guarantor.

SEREMBAN, May 29 (Bernama) -- Employers in Negeri Sembilan are encouraged to hire local workers from various available sources, including prison inmates and parolees, as an alternative to reduce reliance on foreign labour. State Entrepreneur Development, Human Resources, Climate Change, Cooperatives and Consumerism Committee chairman S. Veerapan said the initiative is being implemented in collaboration with the Malaysian Prisons Department through the recruitment of supervised persons (ODS), paroled persons (ODP) and licenced released persons (OBB). 'As of this year, a total of 549 local workers from prison rehabilitation programmes have been placed with 76 employers, particularly in the manufacturing sector, to undergo career training. 'Of that number, nine companies have hired 368 ODS inmates, 54 companies have employed 135 OBB, and 13 companies have taken in 46 ODP. We hope this number will continue to increase,' he told reporters after launching the Labour Seminar – Tripartite Collaboration Between Employers, Workers and Government Agencies to Strengthen a Sustainable Economy in Negeri Sembilan here today. Also present were Negeri Sembilan Labour Department director Roslan Bahari, State Prisons director Ahmad Mustaqim Che Bisi, and Negeri Sembilan HRD Corp branch manager Mohd Khairul Nizam Supaat. Veerapan said all inmates involved in the programme will remain under the supervision of prison authorities until they complete their sentence and may then be absorbed as permanent employees. He added that employers participating in the programme are eligible for incentives under the government's Subsidi Daya Kerjaya, which provides a grant of RM300 for each inmate employed. On the seminar, Veerapan said it serves to strengthen cooperation between employers, employees and government agencies, the key pillars of the labour ecosystem, and supports efforts to boost the state's economy. 'The concept of tripartism refers to collaboration between employers, workers and the government to ensure a stable labour market, enhance productivity, and safeguard the rights and welfare of both parties,' he said.

This optimistic belief was reflected in the intricate craftsmanship of the Kain Tenun Pahang Diraja (Royal Pahang Weave) produced by prospects from Bentong and Penor prisons, showcased at a sales and exhibition fair held in conjunction with the 46th ASEAN Summit at the Kuala Lumpur Convention Centre. Prison Sergeant Major Zulkifli Jusoh, marketing officer from the department's Vocational and Industry Section, said the handwoven textile captivated visitors with its fine detailing, unique designs and symbolic representation of Malay cultural heritage. 'This fabric is entirely handcrafted by prospects, with each piece taking between three and six months to complete, depending on the complexity of the design. 'It is not only exclusive but also reflects the effectiveness of our rehabilitation programmes,' he told Bernama today. The term 'prospects' refers to inmates undergoing rehabilitation or character development programmes, as part of efforts to promote a more inclusive and positive narrative about them. Zulkifli said that besides commercial purposes, the department's participation in the exhibition was meant to introduce products made by prospects to the international community. Other products on display include shirts, tanjak (traditional Malay headgear), neckties and bags made from songket and batik fabrics, produced by inmates from the Pengkalan Chepa Prison and the Kajang Women's Prison.
