Rochester seeking proposals for manufactured homes

ROCHESTER, N.Y. (WROC) — A new pilot program to provide Rochester residents with affordable housing was announced on Tuesday, with Mayor Malik Evans requesting proposals for the project. The Request for Proposals (RFP) is requesting home builders with a specialty in modular and HUD-certified manufactured housing to design, manufacture, and deliver nine single-family homes. The homes will be built in Northeast Rochester along Wilder Street, Davis Street, Lewis Street, and High Street. 'Quality housing is the foundation of strong families, thriving neighborhoods, and a prosperous city. We are working every day to make Rochester a city of opportunity for renters, first-time homebuyers, and everyone in between. Testing the feasibility of modular and manufactured housing is just one way we're creatively and strategically working to increase homeownership in the city,' Mayor Malik Evans said during Tuesday's announcement. Mayor Evans: Rochester joining lawsuit against federal government The project is said to explore the potential for lowering the cost of construction and provide high-quality and energy-efficient housing that will provide residents who earn between 80% and 120% of the median earned income the opportunity to become homeowners. Income-qualified homebuyers in the program will also be provided access to Rochester's Home Purchase Assistance Program for assistance with down payments and closing costs. Proposals are due by Monday, July 9 at 4 p.m. Additional details about the RFP and submission requirements can be found on the City of Rochester's website. Copyright 2025 Nexstar Media, Inc. Rochester mayoral debate showcases diverse views on sanctuary city, living costs

ROCHESTER, N.Y. (WROC) — Wednesday was the Democratic Mayoral Primary Candidate Debate where the three candidates: Incumbent Malik Evans, Mary Lupien, and Shashi Sinha, gave insight into how they would address hot-button issues should they hold office. Many of the questions asked at the debate revolved around centric issues in the City of Rochester: immigration enforcement, cost of living, and the future of downtown, and there were varying perspectives among the candidates on how to approach each concern. The debate hosted by WXXI began with opening statements from each of the democrats running for Rochester mayor in the upcoming primary. Shashi Sinha: 'Rochester is broken, and people in charge either don't see it, or don't know how to fix it.' Mary Lupien: 'I'm running for mayor because I know these are problems in our power to solve. Rochester is in crisis and Mayor Evans may be keeping the lights on, but that's not enough.' Mayor Malik Evans: 'My mother always said 'Malik, we are not where we want to be, but thank God we're not where we were. So, we have seen progress, and I want to help to continue that progress.' One of the biggest questions the candidates focused on was the future of Rochester's sanctuary city status. This, following a lawsuit filed by the federal officials against city leaders. Shina was the first to answer. Shashi Sinha: 'Its a complicated issue. Do we stay a sanctuary city? Yes, I'm fully committed to saving our community, our immigrant community, but there are many different aspects to it.' Mayor Malik Evans: 'We absolutely are committed to our policy. It has stood the test of time since 1986.' Mary Lupien: 'We are going to protect our people. We are not going to turn our back on our immigrant population. It is incredibly important that we stand together.' Among other questions involving each candidate's stance on the future of the Police Accountability Board and revitalizing downtown, was a focus on the cost of living in Rochester. Building affordable housing and creating jobs were a couple different solutions proposed by these candidates. Each candidate also addressed their perspective on homeless encampment sweeps. Mary Lupien: 'As Mayor, I would end homeless encampment sweeps. Day one.' Mayor Malik Evans: 'No one should be on the streets in the City of Rochester. It is not a way to live.' Shashi Sinha: 'You can't just take the tent away and leave the person to die in cold or heat.' These are only a few highlights of Wednesday's debate. We'll hear from the candidates two weeks prior to the June 24 primary election. They'll be participating in a town hall here at News 8. Copyright 2025 Nexstar Media, Inc. All rights reserved. ROCHESTER, N.Y. (WROC) — When Victor Saunders passed earlier this month, Rochester Mayor Malik Evans released a statement the next day calling the Advisor on Violence Prevention and long-time youth intervention specialist a committed public servant. On Friday evening, friends, family, colleagues and those Victor Saunders helped along the way gathered at the Faith Chapel Apostolic Church to pay respects to a man they called a quiet leader. Chief of Police David Smith, Rochester Mayor Malik Evans and others who worked closely with Saunders offered their condolences to Saunders' family. 'He'd come into my office and talk about his family. He loved his wife, kids and grandkids and his mom,' Mayor Evans reflected outside the church. Inside, a steady stream of mourners offered kind words and hugs to Saunders' family. Those who benefited from his expertise and generosity also shared their memories. 'He taught me how to do this work with love and compassion and how to give grace,' said Hank Warfield who works as a parent engagement coordinator for the Rochester City School District. 'He's just a good man,' Warfield said he communicated with Saunders the day before he passed away on May 8. 'I want people to remember that Victor Saunders was an advocate for children always first.' said RCSD School Board Commissioner Beatriz LeBron. She said she remembers his work in the school district and as part of The Center For Youth. 'I remember when he used to walk the streets talking to youth,' said Robert Forbes, Saunders' brother in law. 'I was a bad kid coming up,' Forbes recalls. 'Just to see him wanting to change his ways made me want to change my ways.' Though they are grieving many say they are filled with gratitude for the way he demonstrated forgiveness, hope and peace. 'His character was impeccable. He loved to laugh. He was so sincere,' Warfield said. Mayor Evans said he never saw Saunders angry and he had a special way of connecting with people on a human level. 'He was just someone that was beloved. He could talk to the district attorney and then go talk to a kid on a basketball court. Not many people can do that.' Evans said.
