Removing IEDs top priority of security forces in Saranda: IG

Ranchi: Improvised explosive devices (IED) have emerged as the biggest challenge to security forces involved in anti-Maoist operations in the forest areas of Saranda and other parts of West Singhbhum. With the toll and injuries caused by IED blasts rising, police have launched special operations to detect and seize the devices. Police said it seized 41 IEDs, 4,000kg explosives, 18,000 detonators, and 34 gelatine sticks from different parts of the district in the past three months in the special search operations. Among the seized materials is 3,811kg explosives, which were a part of the 5,000kg looted from Odisha's Sundargarh on May 27. IG (South Chhotanagpur) Manoj Kaushik said, "The recovery of IEDs has become the top priority of security forces in the district. The looted explosives in Sundargarh were prime materials which could have been converted into IEDs by merely inserting detonators. The existence of large cache of explosives with Maoists is a major threat to safety of police personnel." "IEDs slowed down our operations in the past few months. Civilians are also becoming targets," he said. CRPF sub-inspector Sunil Kumar Mandal and assistant sub-inspector Satyawan Kumar Singh were martyred while six personnel were injured in IED blasts triggered by Maoists in Saranda this year. Saranda forest and its adjoining areas remain the last Maoist bastion in the state. Key Maoist leaders, including politburo member Misir Besra and central committee member Anal are hiding in the area.

Ranchi: In a high-level review meeting on left-wing extremism (LWE), the police headquarters on Tuesday instructed the sensitive districts to intensify operations against splinter groups. The districts were also asked to strengthen intelligence collection against active extremists. It may be mentioned here that the review took place days before the Eastern Zonal Council meeting in Ranchi, which would be attended by Union home minister Amit Shah. The CRPF IG Saket Singh, IG (operation) Michal Raj, South Chhotanagpur IG Manoj Kaushik, deputy inspector generals, and SPs of several districts participated in the meeting through video conferencing. IG Manoj Kaushik said, "We have identified the targets among the splinter groups in the state. Special teams comprising CRPF, state police, and the Jharkhand Jaguar would conduct operations against them. There would be inter-district coordinated efforts in bordering areas." It may be stated here that several splinter groups, including the People's Liberation Front of India, Tritya Prastuti Committee, and the Jharkhand Jan Mukti Parishad, are active in a few pockets in the state. Police have also prepared a plan to prevent the splinter groups from committing violence and arson at the development work sites in the state, said a source. The police would also keep a watch over the extremists released from jail in the recent past and take preventive actions against the persons helping them. 1 2 3 Ranchi: Police is all set to issue a new helpline number for people on Saturday to register traffic related complaints and also make suggestions on addressing persisting problems, said South Chhotanagpur inspector general (IG) Manoj Kaushik on Friday. He also said that eight to nine lakh challans related to traffic violations have not been paid by people in Ranchi adding that it has been decided to list the vehicle registration numbers of more than five time violators on Jharkhand Police website so that people can check and pay the fine. While addressing media persons after a meeting with senior police officials including DIG cum Ranchi SSP Chandan Kumar Sinha, the IG said that people can also make calls or post messages and videos on the helpline number to show the reasons for traffic jams in different areas. He added that police officers would address the complaints. Kaushik said police have already identified congestion points where the officers-in-charge of local police stations and traffic personnel would jointly tackle the problem adding an order would be issued soon in this regard. He said that police stations and traffic personnel performing well would be rewarded while those who neglect work would face action. The IG added that instruction has also been issued to activate a team during commencement and the end of classes in schools to ensure that buses carrying children are not stuck up in traffic jams for long. He also appealed that people should come up to volunteer in traffic management along with the police adding interested persons can join the social service through the helpline number. The IG said that coordination would be established with Google Map India so that congestion points in the city could be indicated on the map from early in the morning. The Hisar district Child Welfare Committee (CWC) Friday asked the CBI to arrange counselling sessions for the victims of an alleged sexual predator who has been arrested by the central agency for raping and circulating explicit child sexual abuse material on the internet. The CBI arrested the 40-year-old physically challenged bachelor from his Hisar residence on June 3, days after a case was registered on May 29 on charges of rape and sexual assault on multiple minor victims. The man was arrested following searches at his residence. The agency said it has seized electronic gadgets containing incriminating material, which showed that he allegedly raped, sexually assaulted, and threatened multiple children for pornography. Sources within the agency said that the accused, who operated a common service centre (CSC) in a rural area, had been exploiting the victims over the past few years. Two of the minor victims Thursday recorded their statements with the Hisar Child Welfare Committee. A member of the Committee, Manoj Kaushik said that the panel will ensure protection and welfare of the victims apart from financial assistance to them. The committee is established under the Juvenile Justice Act (J J Act), 2015, to handle cases of children in need of care and protection. They have the powers of a first-class magistrate and are responsible for providing care, protection, treatment, development, and rehabilitation for these children. According to the CBI, none of the victims or their families had approached police with the complaint before the agency charged the accused for creating, browsing, collecting, possessing, exchanging, and uploading child sexual abuse material. The agency identified the accused and the victims using the Interpol's International Child Sexual Exploitation (ICSE) database and Cyber Tipline Reports, generated by Google and submitted it to Indian Cyber Crime Coordination Centre (I4C). 'The analysis of the images and videos using cyber forensic tools revealed the location of the incidents to Hisar in Haryana, depicting multiple victims of sexual assault and abuse by the accused,' said the CBI.
