SP Goyal, a Yogi confidant, takes charge as new UP Chief Secretary

Shashi Prakash Goyal, a 1989-batch IAS officer, on Thursday assumed charge as the new Uttar Pradesh Chief Secretary, replacing Manoj Kumar Singh who retired from service. Considered close to Chief Minister Yogi Adityanath, Goyal was serving as the additional chief secretary to the CM, handling Protocol, Civil Aviation and the Estate departments. He has been working in the Chief Minister's office (CMO) for the past eight years, ever since the BJP, led by Adityanath, formed government in the state in 2017. He was also the additional resident commissioner of Uttar Pradesh. Known for his low-key style of functioning and for planning and coordination skills as well as political acumen, Goyal is likely to continue to hold the post till the 2027 Assembly elections. Being seen as a calculated move, his appointment comes at a time when the state government is increasingly faced with infighting between ministers, MLAs and officials. In 2017, he was on deputation to the Centre as joint secretary, Higher Education Department, in the Union Education Ministry. Soon after his repatriation to the state in May 2017, he was appointed principal secretary to the Chief Minister and continued to look after the Protocol, Civil Aviation and the Estate departments even after his promotion as additional chief secretary to CM in 2020. Officials said during the Covid-19 pandemic, Goyal acted as a crucial link between the Chief Minister and other departments. Interestingly, he was considered a front-runner to the Chief Secretary's post in 2024 when Durga Shankar Mishra's term ended but Manoj Kumar Singh, an IAS officer of the 1988 batch, was given charge instead. In the past, he served as the district magistrate of Mathura, Etawah and Prayagraj and as secretary to the Planning, and Irrigation departments. Goyal, who was also considered powerful during the Bahujan Samaj Party (BSP) government from 2007 to 2012, will also hold the additional charge of Infrastructure and Industrial Development Commissioner, additional chief secretary, Coordination Department, and UPIEDA chief executive officer (CEO). However, the charge of principal secretary, Estate Department and Civil Aviation, has been given to Principal Secretary to Chief Minister Sanjay Prasad. After assuming charge as the Chief Secretary on Thursday, Goyal told mediapersons that he would ensure that full emphasis is laid on the implementation of the 'policies of zero tolerance, zero corruption, industrial development and economic development' in the state. 'On the guidance of Prime Minister Narendra Modi and Chief Minister Yogi Adityanath, efforts will be made to take Uttar Pradesh on the path of development and make the state a 1-trillion dollar economy. He would ensure that development works are completed in a timely manner and concrete steps are taken to make UP an industrial hub, Goyal said. He also thanked CM Adityanath for 'giving me the opportunity to serve on the top administrative post in the state'.

From industrial town to medical city: Uttar Pradesh chief secretary lays foundation stone for 500 crore DJ Medicity in Modinagar

Uttar Pradesh's ambitious push into world-class healthcare infrastructure takes a giant leap forward with DJ Medicity's groundbreaking ceremony. In a power move that signals Uttar Pradesh's serious intent to dominate India's healthcare sector, the state's top bureaucrat laid the foundation stone for what promises to be a game-changing medical city in Modinagar. This ceremony wasn't just another ribbon-cutting event—it was a strategic declaration of the state's healthcare ambitions. Chief secretary Manoj Kumar Singh, the 1988-batch IAS officer who has become chief minister Yogi Adityanath's key advisor, personally oversaw the ceremony. In bureaucratic circles, Singh is known as the man who gets things done, a reputation that makes his involvement in DJ Medicity particularly significant. During his address, Chief Secretary Manoj Kumar Singh articulated a vision that goes beyond traditional hospital models. "Education and healthcare don't just serve communities, they create economic ecosystems," he emphasised, positioning DJ Medicity as a catalyst for regional economic transformation rather than merely a medical facility. This aligns perfectly with Chief Minister Adityanath's "One District One Medical College" strategy,a bold initiative designed to democratise medical education while creating sustainable revenue streams across the state. It's a model that other states are likely to replicate if successful. One such model is CM Yogi Adityanath Guru Shri Gorakshnath Chikitsalay. Under CM Yogi's stewardship, it has transformed from a basic healthcare facility to a comprehensive medical centre with super-specialty services including PET-CT, Gamma Camera, and 3D MRI facilities. DJ Medicity represents a substantial Rs500 crore private investment, the largest in Modinagar's recent history. But the fundamental value proposition lies in the details: 955-bed hospital with cutting-edge medical technology 14 state-of-the-art operation theatres 20,000 square feet dedicated to a mother and child hospital Annual capacity for 250 MBBS students Residential infrastructure for 2,000 residents The facility will house specialised Centres of Excellence in high-margin specialties: Oncology, Cardiology, and Sports Medicine. DJ Medicity's business model is particularly clever. While providing free treatment for economically weaker sections (aligning with government social objectives), it simultaneously offers premium services comparable to established players like Max and Apollo hospitals. This dual approach captures both social impact credentials and high-margin private healthcare revenue. The project's backstory reads like a classic business school case study. After founder Ajit Singh Jassar's sudden death at 59, his 17-year-old son Rhitik inherited a debt-laden organisation with multiple stalled projects. In just a decade, Rhitik transformed the company, eliminating Rs215 crore in debt and completing ambitious projects, including the Grande housing complex in Meerut. Now 27, Rhitik brings impressive credentials from SOAS University of London, Ambedkar University Delhi, National Law School University of India, and the Indian School of Business. His diverse educational background in politics, law, international relations, and healthcare management positions him uniquely to navigate the complex regulatory and business landscape of Indian healthcare. The Jassar family's educational legacy began in 1997 with the Jassar Dental Medical Education Health Foundation, which pioneered Modinagar's transformation into an education hub. This established foundation provides DJ Medicity with operational expertise and regulatory knowledge that new entrants typically lack. The ceremony's attendee list reads like a who's who of Uttar Pradesh's administrative elite: Divisional Commissioner Dr. Hrishikesh Bhaskar Yashod, District Magistrate Deepak Meena, GDA vice chairman Atul Vats, and other senior officials. DJ Medicity isn't operating in isolation. It's part of Uttar Pradesh's broader strategy to position itself as India's healthcare destination, leveraging the state's massive population base and improving infrastructure connectivity. Under Adityanath's leadership, the state has been aggressively courting private investment in healthcare and education. The real test will be execution. However, with strong government backing, proven leadership, and a clear business model, DJ Medicity is well-positioned to become a template for healthcare infrastructure development in India's tier-2 cities. The success of this model could reshape how India approaches healthcare infrastructure, making it a project worth watching closely. Centre yet to respond to Uttar Pradesh government's request for Chief Secretary's extension

LUCKNOW: With just a day left for Uttar Pradesh Chief Secretary Manoj Kumar Singh to hang up his boots, uncertainty surrounds his future as the state awaits the Centre's decision on its request to extend his tenure by a year. A 1988-batch IAS officer, Manoj Kumar Singh, was appointed as the state's Chief Secretary on June 30, 2024, replacing Durga Shankar Mishra after the latter's two-and-a-half-year term, which included three extensions. The keenness to retain Singh is evident from the formal request sent to the Centre nearly two weeks ago, seeking an extension of his service beyond the scheduled retirement date of July 31, 2025. In support of its request, the UP government, in its letter, highlighted Singh's involvement in major projects, including the Zero Poverty programme, which he is spearheading. It also cited the upcoming Global Investors Summit and a Groundbreaking Ceremony slated for the end of this year, for which Singh's leadership would be crucial. Moreover, with UP Assembly elections less than two years away, the state government would prefer to avoid any major bureaucratic reshuffle while implementing its key programmes.
