Mom arrested for selling two-week-old infant online for P45K
A mother was arrested in a hospital in Tanauan, Batangas after attempting to sell her two-week-old infant online for P45,000. According to Marisol Abdurahman's exclusive report on '24 Oras' on Friday, the Philippine National Police's Women and Children Protection Center (PNP-WCPC) also rescued the suspect's one-year-old child. 'Ang inaalok niya lang talaga ay yung two-weeks-old na baby boy. But then nakita namin na may one-year-old na child-at-risk, so ni-rescue na rin ng aming team,' said PNP-WCPC public information officer Police Major Shari Vanessa Deseo. (She was only offering her two-week-old baby boy. But then we saw there was a one-year-old child-at-risk, our team rescued that child as well.) The suspect was arrested during an entrapment operation wherein the undercover agent had to pay P25,000 for the hospital bills and P20,000 for adoption of the infant, Deseo said. But the suspect said that she had no choice but to put her baby for sale out of desperation for money. 'Hindi ko naman po talagang gustong mangyari yan sa anak ko, kasi single parent po ako. Napilitan lang po ako kasi gusto kong mabayaran yung bill namin kasi wala akong mapagkukunan,' she emotionally explained her side. (I really didn't want that to happen to my child, because I'm a single parent. I was just forced to because I wanted to pay our bill and I had no other source of income.) For its part, the PNP-WCPC warned that selling babies online is punishable by law. 'Ang penalty na imposable dito ay pwedeng life imprisonment depende sa gravity ng offense…Hindi lang yung nagbebenta ng baby ang napaparusahan dito, but also yung bumibili ng mga babies na wala po sa proseso,' said Deseo. (The penalty imposable here could be life imprisonment, depending on the gravity of the offense. It's not just the one selling the baby who gets penalized, but also those buying babies outside of the proper process.) The suspect's two children are now under the care of the Department of Social Welfare and Development. Meanwhile, the suspect was also charged with violation of the Trafficking in Persons Act, the report said. —Vince Angelo Ferreras/LDF, GMA Integrated News

PDEA begins crackdown on ‘tuklaw' or black cigarette
The Philippine Drug Enforcement Agency (PDEA) has begun its crackdown against 'tuklaw' or black cigarettes following a viral video that showed that it caused seizures to some smokers. In Marisol Abdurahman's Wednesday report on '24 Oras,' individuals using and selling black cigarettes will be detained and face charges. PDEA director general General Isagani Nerez said the black cigarettes from Palawan and Quezon City were positive for a synthetic ingredient called cannabinoid, which is considered a dangerous drug. 'Because it is dangerous drugs and it is the same with the provision of Republic Act 9165, yung ating Dangerous Drugs law. Yan, pag nagbenta ka, you will be charged for selling. And pag gumamit ka, then you will be charged for use,' Nerez said. (Because it is a dangerous drug, it falls under the provisions of Republic Act 9165, or the dangerous drugs law. If you sell, you will be charged for selling. And if you were caught using it, then you will be charged for drug use.) PDEA is also focused on investigating where the black cigarettes came from. Although based on their information, it came from another country. Nerez said black cigarettes are in the country to entice tourists to use it as a remembrance or souvenir for free. PDEA admitted that it is challenged in determining the source of black cigarettes, which are mixed with synthetic cannabinoids or chemicals. Nerez said there are no synthetic cannabinoids in the country, so it could be sourced and smuggled from another country. 'It's a new drug. Synthetic pa naman ito. Minsan nahirapan na i-detect (it's synthetic, which could sometimes be difficult to detect),' Nerez said. However, PDEA said it has a theory on detecting the substance after a synthetic cannabinoid was recently seized in Clark, Pampanga. Some lawmakers expressed concern over the black cigarettes during the House Committee on Dangerous Drugs meeting. PDEA and other law enforcement agencies continue with their coordination and investigation to curb the spread of black cigarettes. — Mariel Celine Serquiña/BAP, GMA Integrated News

Synthetic cannabinoid found in ‘tuklaw' puffed in QC, Palawan
Authorities confirmed that a chemical was mixed into the 'black cigarette' or 'tuklaw' that was puffed by several individuals in separate incidents in Quezon City and Palawan. According to Marisol Abdurahman's report on '24 Oras' on Friday, laboratory tests conducted by the Philippine Drug Enforcement Agency (PDEA) showed that synthetic cannabinoid was found in the samples - a chemical that mimics natural cannabinoid from marijuana, and it is prohibited under the Dangerous Drugs Act. 'Prohibited po 'yan pero sa ngayon, hindi pa final yung report natin,' said PDEA spokesperson Joseph Calulut. (It's prohibited, but our report is not yet final.) PDEA said that the convulsion experienced by the individuals who smoked 'tuklaw' in the viral videos is an effect of the synthetic cannabinoid. 'Yung specific spectra ng cannabinoid na 'yun, it can cause epilepsy and we have literature on that,' Calulut said, adding that 'it can cause death.' The black cigarette originated in Northern Vietnam and is known there as 'thuoc lao." It is much stronger than normal tobacco cigarettes as it has 9% nicotine compared to regular ones. 'Mayroon silang system na ginagamit kung paano yung tamang paggamit niyan. Hindi siya in cigarette form,' said Calulut. (They follow a system on how to use it properly. It's not used in cigarette form.) PDEA is currently awaiting the results of the test conducted by a private laboratory. Once it gets the results, it will submit a report to the Dangerous Drugs Board that will issue a regulation on synthetic cannabinoid, the report added. —Vince Angelo Ferreras/LDF, GMA Integrated News

Robber on motorbike nabbed after motorist gives chase
Two robbers on a motorcycle thought they would get away with stealing money from a pedestrian, until a motorist who saw the crime chased them down in Caloocan City. According to Marisol Abdurahman's exclusive report in '24 Oras' on Thursday, CCTV footage of a portion of McArthur Highway in Caloocan City showed a man standing on the side of the road and a man on a motorcycle nearby, both wearing helmets, seemingly waiting for someone. When a man tried to walk past them, they moved in, pointing a gun at him and taking what turned out to be P152,000 in cash the victim was going to deposit in a bank for his company. They then got on the motorcycle and fled. What the robbers were not expecting was a car that had paused on the road while the incident was going down. When the riders fled, the motorist gave chase. 'Hinabol niya po yung riding-in-tandem hanggang sa naabutan niya at ito'y binangga niya,' said Caloocan Police Investigation Section chief Rommel Caburog. (The driver chased the riders, caught up to them, and hit them with the car.) The suspects fell off their motorcycle. Nearby police arrested one of them, while the other was able to escape. The money was recovered. The Caloocan Police believe the thwarted robbery was an inside job, and that a co-worker of the victim could be involved. 'Sa tingin po namin may tipster po sa loob, nagsasabi na 'O, palabas na si…, magde-deposit na 'yan, abangan n'yo na 'yan,' said Caburog. (We think there's a tipster inside who's saying, 'Oh, he is coming out, he is about to make a deposit, keep an eye out for him.) The authorities also learned that the suspects are part of a robbery-hold-up group in the area. GMA Integrated News reached out to the arrested suspect, who ended up with bruises and scrapes. He refused to comment. The search for his partner continues. — Vince Angelo Ferreras/BM, GMA Integrated News
