MARSHALLTOWN, Iowa — A former substitute teacher with the Marshalltown Community School District has been accused of having 'inappropriate contact' with a student. According to the Marshalltown Police Department, the investigation into the alleged incident began on April 16 when a complaint was made against a part-time substitute teacher, identified as 63-year-old Daniel Terrones, at the Marshalltown High School. Marshalltown police said that during the investigation, it was discovered that Terrones allegedly had inappropriate contact with a student. Johnston man killed in wrong-way, head-on Highway 30 crash On Thursday, police said Terrones turned himself in and has now been charged with sexual exploitation by a school employee. Terrones was booked into the Marshall County Jail. The Marshalltown Community School District told WHO 13 that Terrones resigned from his position on May 5. The district released the following statement about his arrest: The district was recently made aware that a former employee is facing a criminal charge of Sexual Exploitation By a School Employee. This individual was employed by the Marshalltown Community School District (MCSD) until he resigned from his position effective May 5. The district followed its policies and procedures as applicable to the situation. Following his resignation, law enforcement pursued and filed criminal charges. At MCSD, the safety and well-being of our students and staff is our highest priority. We are committed to maintaining a learning environment that is respectful, secure, and supportive for all individuals. We continue to reinforce clear expectations for professional conduct at all times. We are fully cooperating with law enforcement and will continue to do so. Due to the ongoing legal proceedings and in accordance with privacy restrictions, we are unable to share further details at this time. DES MOINES, Iowa — A Marshalltown man has been arrested for allegedly starting two fires, and court records indicate he's a suspect in another fire. The Marshalltown Police Department said in a news release that Anthony Garcia, 22, was arrested Thursday and charged with two counts of first-degree arson. Garcia is accused of starting a fire in a hotel room he was sharing with his girlfriend at the Super 8 hotel at 3313 S. Center Street on October 24th, 2024. He is also accused of starting a fire in the upstairs of a residence in the 400 block of Union Street on February 26, 2025. 1 killed in single-vehicle crash on Des Moines' southside A criminal complaint filed in the case said Garcia had been in an argument with his girlfriend on Feb. 26th. She told police Garcia said he started the fire to show her how much he loved her. Other witnesses at the residence told police Garcia was the last person upstairs when the fire began. Another criminal complaint said Garcia is suspected of setting his girlfriend's house on fire about a month before the fire at the Super 8. Online court records did not reflect that a charge had been filed in that fire. A preliminary hearing is scheduled for Garcia on May 19th. DES MOINES, Iowa — A Marshalltown man has been arrested on hundreds of counts of sexual exploitation of a minor after police say he was discovered to be in possession of child pornography. Michael Benson, 65, is charged with 329 counts of sexual exploitation of a minor — a Class D felony, according to a news release from the Marshalltown Police Department. A search warrant application revealed MPD began investigating after a Cyber Tipline Report was submitted to the National Center for Missing and Exploited Children about a child porn image that had been uploaded from an IP address geo-locating in Marshalltown. Police learned the IP address was registered to a Mediacom account in the name of Benson. A search warrant for Benson's residence was granted, and evidence was seized. MPD said analysis of the data over the next 12 months led to arrest warrants being applied for and granted on April 23rd, 2025. Benson was arrested outside his residence on Thursday afternoon. DES MOINES, Iowa — A Marshalltown High School teacher is on administrative leave after being charged with first-degree theft for allegedly embezzling money from the teachers' union. A release from the Marshalltown Police Department said Rachel Nelson-Loupee, 48, turned herself in to police Monday. Lt. Anthony Accola confirmed Nelson-Loupee is accused of embezzling more than $10,000 from the Marshalltown Education Association, the bargaining entity for the district's teachers. Police said the investigation began on December 3rd, 2024, after the union reported the theft of funds. A criminal complaint filed in the case claimed Nelson-Loupee admitted to taking the funds. The Marshalltown School District issued a statement following the announcement of Nelson-Loupee's arrest. NEWTON, Iowa — A suspect charged in a Marshalltown skimming incident is now charged in a similar incident in Newton. In August the Newton Police Department announced that two Bluetooth skimming devices were found at the Git & Go in the 800 block of 1st Avenue West. At the time, at least five people reported having their credit card information stolen. Rural ambulance service to build new facility with $300,000 federal grant The Marshalltown Police Department discovered similar skimming devices at a Casey's on West Lincoln Way in late December after multiple people reported credit card fraud. Authorities announced on January 3 that more than 30 people reported fraudulent activity on their accounts. An investigation led to the arrest of three individuals in the Marshalltown skimming case — Alieski Hernandez, 38; Yohannis Bacardi-Bague, 30; and Oscar Alcaraz, 26. Following the arrests, the Newton Police Department compared their case with the Marshalltown case and discovered that one of the suspects was also responsible for the skimming incident in Newton, the police department said. Yohannis Bacardi-Bague has been charged with second-degree theft, identity theft, unauthorized use of a credit card, and illegal use of a scanning device in connection to the Newton case.
