NHRC chief, Lebanese officials pledge to enhance human rights efforts
QNA Beirut Chairperson of the National Human Rights Committee (NHRC) HE Maryam bint Abdullah Al Attiyah met with a number of officials and representatives of civil society organisations during a series of meetings held in the Lebanese capital, Beirut, to enhance cooperation inhuman rights. The NHRC chairperson began her meetings with Dr. Michel Moussa, chairman of the Parliamentary Human Rights Committee in the Lebanese Parliament. During the meeting, they emphasised the importance of cooperation in organising relevant events, research, and activities, in partnership with the Arab Network for National Human Rights Institutions and parliamentary institutions. She also reviewed Qatar's efforts to support the Palestinian people, particularly in the areas of humanitarian aid, contributing to the ceasefire, and the reconstruction of the Gaza Strip. She expressed her concern over the policy of starvation and obstruction of relief pursued by the occupation authorities, which has exacerbated the humanitarian crisis in the Strip. She praised Lebanon's role in supporting the Palestinian cause, stressing the importance of ending double standards and preventing impunity. In another meeting, Al Attiyah met with Dr. Fadi Gerges, chairman of the Lebanese National Commission for Human Rights, which includes the Committee for the Prevention of Torture, along with several heads of civil society organisations concerned with the rights of persons with disabilities, women, and children. During the meeting, they discussed launching joint projects and initiatives, developing legislation, supporting complaint mechanisms, and strengthening national alliances for the protection of rights. She praised the Lebanese Commission's efforts in monitoring prisons, receiving complaints, and engaging internationally. She affirmed the support of the National Human Rights Committee (NHRC) in Qatar, particularly with regard to reviewing accreditation files and providing expertise that contributed to the Qatari NHRC's attainment of an 'A' rating from the Global Alliance of National Human Rights Institutions. Al Attiyah also called on civil society organisations to benefit from the United Nations human rights mechanisms and reviewed the NHRC's efforts to promote the rights of vulnerable groups, stressing Qatar's commitment to strengthening partnerships with Lebanon, which would contribute to improving the human rights situation in both countries.

NHRC condemns Israeli occupation's violations against Palestinian people
QNA Doha The National Human Rights Committee (NHRC) has reiterated its condemnation of the serious attacks that the Israeli occupation has been continuously committing against the Palestinian people since October 7, 2023, in a flagrant violation of all rules of international humanitarian law and international human rights law obligations, including repeated deliberate attacks against civilians and civilian facilities. In a statement, the committee said that these attacks resulted in the killing of more than 60,000 civilians - the majority of whom were women and children, and the injury of at least 148,722 people in the Gaza Strip, in addition to the injury of over 7,500 civilians in the West Bank during the occupation's raids, arrests and colonist attacks. Chairperson of National Human Rights Committee HE Maryam bint Abdullah Al Attiyah affirmed that the Israeli occupation's ongoing attacks against the Gaza Strip have created an extremely difficult humanitarian reality, such as depriving civilians from their most basic human rights necessary for survival, such as food, safe water, healthcare and adequate housing, by deliberate targeting of homes, hospitals and civilian institutions. She expressed her deep concern about the policy of starving civilians practised by the Israeli occupation authorities through the deliberate denial of access to food and the imposition of severe obstacles and restrictions on relief organisation's work, pointing out that these restrictions led food indicators to exceed the threshold of famine and caused death among the population, especially among children, as a result of hunger and severe malnutrition. Al Attiyah stressed the need for an immediate and comprehensive cessation of attacks against civilians and civilian facilities, and an end to the occupation's policy of starvation and the deliberate denial of basic rights, including the elimination of restrictions imposed on the work of humanitarian organisations to enable them to provide relief assistance to those in need. She welcomed the role that Qatar plays in addressing the humanitarian impact of the Israeli occupation's attacks against the residents of the Gaza Strip, in addition to the country's mediation efforts, in cooperation with Egypt and the US, to achieve a comprehensive and sustainable ceasefire. She called on the international community to act immediately and decisively to end the dire humanitarian conditions that the people of the Gaza Strip are facing. She also warned of the danger of overlooking genocide, war crimes, and crimes against humanity that the Israeli occupation has been repeatedly committing against the Palestinian people, calling for international criminal measures to hold those responsible for these grave violations accountable and to prevent their impunity. The international silence regarding these crimes constitutes a crime in itself, fostering impunity, undermining international efforts to establish criminal justice, and weakening the principles of international law, she continued. Al Attiyah expressed the committee's serious concern about the current situation in the occupied Palestinian territories, particularly in the Gaza Strip, warning that the continuation of this situation threatens the credibility of the entire international system, including human rights mechanisms.

NHRC developing educational guides to promote human rights awareness among students: Al Attiyah
QNA Beirut The National Human Rights Committee (NHRC) is currently working on developing educational guides targeted at the primary, preparatory, and secondary levels, which were previously issued in cooperation with the Ministry of Education and Higher Education, to promote human rights awareness among students, Chairperson of the National Human Rights Committee (NHRC) HE Maryam bint Abdullah Al Attiyah said. In her speech during the high-level meeting on developing a guiding manual of best practices and experiences in human rights education in the Arab region, held in the Lebanese capital, Beirut, Al Attiyah noted that this development aims to integrate human rights concepts into educational curricula in line with universal human rights principles and the values and customs of Qatari society. The meeting included participation from the National Human Rights Commission in Lebanon, the Arab Network of National Human Rights Institutions (ANNHRI), headquartered in Doha, and the United Nations Training and Documentation Centre for Human Rights in the Arab Region and Southwest Asia. She added that the Committee continues its awareness efforts in this field through training kits, courses, campaigns, workshops, and competitions organized in schools, explaining that during the first half of this year, the Committee held 29 activities benefiting 1,245 male and female students. Al Attiyah emphasised that human rights education is one of the Committee's top priorities and represents a fundamental pillar in building prosperous and sustainable societies, calling for highlighting the best practices and experiences in the Arab region to encourage, support, and benefit from them in developing relevant guiding manuals. The chairperson of the National Human Rights Committee expressed the Committee's hope that this meeting would contribute to enhancing various aspects of human rights education in the region, particularly regarding the integration of fundamental human rights concepts into the educational process and the adoption of methods and mechanisms that support a human rights-based approach. She pointed out that human rights education contributes to the development of knowledge, values, and skills, in addition to instilling the values of dignity, equality, non-discrimination, freedom, and justice. She added that the Committee is aware of the challenges facing the integration of human rights concepts into educational curricula, yet it recognises the great opportunities that societies can gain by raising future generations with a culture of human rights. She affirmed the Committee's determination to move forward in this direction through clear plans that take into account the cultural, social, and civilisational values of Qatari society. Al Attiyah affirmed the NHRC's keenness to involve teachers, parents, and students themselves in relevant consultations and meetings, and to listen to the voices of children and youth on various topics raised in national forums, stressing the importance of ensuring the participation of students with disabilities and facilitating their access to all activities. She noted that the Committee's efforts align with constitutional requirements that affirm the Qatari society's foundation on five essential pillars: justice, benevolence, freedom, equality, and noble morals. These efforts also align with Qatar National Vision 2030. She affirmed the National Human Rights Committee's full support for the efforts to develop the guiding manual for human rights education in the Arab region, expressing hope that the outcomes of the meeting would contribute to enhancing the integration of human rights concepts into educational curricula and developing methods and tools that foster generations capable of upholding these values.

NHRC chief urges nations to embed equality in laws
QNA Geneva Chairperson of the National Human Rights Committee HE Maryam bint Abdullah Al Attiyah has called for encouraging countries to incorporate the concept of equality into legislation and public policies and to adopt temporary positive measures to enhance women's participation in all fields. In her remarks during the 59th session of the United Nations Human Rights Council (UNHRC) in Geneva, Al Attiyah highlighted the progress made by the State of Qatar in this field, as well as in many countries around the world, and pointed out the challenges that continue to hinder women's empowerment. Al Attiyah stated that the forefront of these challenges is climate change, armed conflicts, rising rates of migration and displacement, in addition to the unethical use of emerging technologies that deepen violence, discrimination, and the digital gender divide. As part of the NHRC's efforts in the State of Qatar as well as in monitoring national and international efforts to eliminate all forms of discrimination against women, Al Attiyah said that the Committee recommends supporting conflict-affected countries in implementing national action plans related to the Resolution 1325, to ensure the effective participation of women in peace, security, recovery, and reconstruction efforts, in accordance with the General Recommendation No. 30 of the Committee on the Elimination of Discrimination against Women (CEDAW), in addition to emphasizing the importance of women's participation in policymaking and decision-making processes, in line with the principle of inclusivity and ensuring that women take part in shaping the future of their communities.
